Mechanical counters are not too good at counting bikes when they are
mixed with other vehicles. Some get missed. It's easier to count all
the bikes if they are confined to their own path.

The same effect might happen with humans too. Here in London humans
standing by the edge of the road with a clipboard are notoriously
inaccurate in their bike counting
