I have no data to back this up, but it would not
surprise me to find out that bike lanes and cycle
paths increase recreational and casual cycle use, but
have little impact on commuters. If that were the
case, then an increase in cycle traffic with no
corresponding decrease in motor vehicle traffic would
make sense.
