No, it is not new to Biathlon specifically. For the U.S. Biathlete there in the
U.S. Distinguished International shooter badge. For information on that, go to

http://www.odcmp.com/Competitions/USDISBHistory.pdf for a history of the
International badge. To my knowledge, no U.S. biathlete has qualified to earn
the U.S. International shooter badge.
