I built a swb uss recumbent this fall. I had a suspension mtb as a parts donor.
I looked at a couple of websights on suspension bents,

and decided to build a hard tail on the first try. I commute and have a speed
bump at the bottom of a long hill. The little wheel really hits it hard. To
improve the ride and handling I moved the seat back about 5 inches and down
about 2. Originally the weight distribution was about 40/60 back to front.
Distribution is now about 60 rear and 40 front. This makes life much easier on
the little tire up front. I will admit to an occasion interference between the
pedal and the front tire on corner.
The question came up about riding in the rain. I live in SW Washington state
and commute daily. Full fenders front and back help keep the rider dry. Forget
a cycling jacket (water pools in your lap) and go with a parka.
I haven't tried it in the snow yet, but I am really happy with it's handling in
the rain and the soft sand of the construction sights. The next project will be
a suspension fork and seat.
