As for what promoters can do with their races, it's completely up to
them what cats to combine, just like it is on the road. However, my
recommendations to USAC included the following suggestions:

Of course, all you have to do is take out a UCI Elite license to
race in the elite men's and women's races.

I also agree that the Masters A races should be 1/2/3, and B races
should be 4. That's a great suggestion, and one we're using for the
Verge Series this year.

While we're on that topic, here's how the schedule for the Verge
races will look:

* 9:00 AM -- 40 minutes.
C Men (Cat 4) Separate start
B Masters 35+ (Cat 4) Separate start
Masters 55+ Separate start
* 10:00 AM ­ 45 minutes.
Masters 35+/45+ (1/2/3) Combined race, additional 45 results
* 11:00 AM ­ 40 minutes.
15-18 Juniors
10-14 Juniors combined start, scored after 2 laps, may continue
for a place in overall junior race.
B Women (3/4) Separate start
* 12:00 PM ­ 45 minutes.
B Men (2/3)
* 1:00 PM -- Kids Race/Warm-Up Period
* 1:30 PM ­ 40 minutes.
Elite Women (UCI Elite)
* 2:30 PM ­ 60 minutes
Elite Men (UCI Elite)

For separate starts, groups are staged with a gap, stay where they
are on the line, and are started at 30-second intervals.
