Talking Points:
Substantially all of the Arizona horse and dog racing industry have joined
together to support the changes to the racing statutes included in HB 2694 to
provide needed assistance to Arizona's racing industry. The industry feels the
changes will assist in the improvement of live racing in Arizona.
Ø The bill would allow for the elimination of the electronic "double hop"
on wagering information. The current statutes require that all simulcast wagers
accepted at Arizona racetrack be transmitted to the out of state computer hub
operated for the Arizona racetrack and then to the track that is running the
live races. This causes an unnecessary delay when an added step is necessary in
the transmission of wagers. Arizona bettors have been denied the opportunity to
place their wagers due to the electronic computer delay. This bill will simply
allow wagers to be transmitted directly into sending tracks.
Ø The bill would modify provisions for wagering on simulcast racing at off
track wagering facilities. This bill would allow wagers to be accepted at the
off track wagering sites on all races being offered at the permittee racetrack
site. Currently, in order for wagering to take place at an Arizona off track
wagering site those races must be shown as a part of the live video signal at
the off track wagering site.
Ø Wagers are being accepted openly by telephone from patrons in Arizona.
This bill would make it explicitly illegal to accept wagers by telephone from
persons within the state of Arizona. Currently a large amount of wagering takes
place from Arizona residents with none of the revenue going to Arizona horsemen,
dogmen or racetracks.

My name is Heather Tytor and I am currently a graduate student
at ASU working to get my master's degree in Sport Psychology. To
achieve this goal I need to complete a thesis study. What I have
selected to focus on deals with the horse racing community, mainly
horse jockeys. Most of the research that I have located states that
horse jockeys are more prone for eating disorders due to the high
demands of low weight in their sport. What I want to do with my
study is to prove that the previous statement is false. My dilemma
is that I am not a part of the horse racing community here in AZ nor
do I know anyone that is. I was looking on the internet and I
happened to run across Arizona's HBPA. I was wondering if you could
possibly help me. Basically all my study would consist of is horse
jockeys filling out questionnaires and possibly an interview
depending on the results of the questionnaires. There would be
complete anonymity and confidentiality so no names would be used for
anyone who participates. My main concern is the probability of being
able to produce this experiment. Any help you could give me would be
great even if it is just pointing me in the right direction to
someone who could help me as well. What I really want to know is my
chances are of getting the cooperation of the horse jockeys/horse
racing facility to become participants in my study. I am also
looking for someone that may be able to help me in acquire

Hello,
My name is Heather Tytor and I am currently a graduate student
at ASU working to get my master's degree in Sport Psychology. To
achieve this goal I need to complete a thesis study. What I have
selected to focus on deals with the horse racing community, mainly
horse jockeys. Most of the research that I have located states that
horse jockeys are more prone for eating disorders due to the high
demands of low weight in their sport. What I want to do with my
study is to prove that the previous statement is false. My dilemma
is that I am not a part of the horse racing community here in AZ nor
do I know anyone that is. I was looking on the internet and I
happened to run across Arizona's HBPA. I was wondering if you could
possibly help me. Basically all my study would consist of is horse
jockeys filling out questionnaires and possibly an interview
depending on the results of the questionnaires. There would be
complete anonymity and confidentiality so no names would be used for
anyone who participates. My main concern is the probability of being
able to produce this experiment. Any help you could give me would be
great even if it is just pointing me in the right direction to
someone who could help me as well. What I really want to know is my
chances are of getting the cooperation of the horse jockeys/horse
racing facility to become participants in my study. I am also
looking for someone that may be able to help me in acquire
participants because again I am an unknown face in the horse racing
