No argument intended, but you know as well as me, that there are numerous rules that are interpreted differently than written.  I personally agree that the rule concerning pitch delivery is CLEAR, as are the 11 mandatory 'Illegal pitches' in 8.05, but we don't enforce all of them either.

Very interesting, but it would have helped if Andy K. had put that in
official print. Since he did not, all I can go with is his last
official word (Andy K. was responsible for the contents of the RIM)
which remains extremely clear to me:

I recently encountered one pitching coach here locally who was
teaching his pitchers to stop "at the top" [leg raised] to ensure
balance before continuing with the delivery. I called the IP. He
came out to "talk." I asked what rule he could cite that would
over-rule the 8.01(a) requirement to deliver the ball "without
interruption" and he became quiet.

He is now teaching his pitchers to NOT stop during the delivery.

Until the RIM is changed, I will continue to enforce the rule as
written and intended (the JEA history of pitching rules is far too
lengthy to copy here).
