Following notes are mine (Bill Leak), and are not fully complete. I may request
copies of NPRSA 2007 agendas/minutes to post herein for record clarity.

Discussion re: Process of funding advertisement for, and act of recruiting
accounting professional for NPRSA (NPRSA audit).

NPRSA ramp up study finances are contingent (by several member entities)upon
collective participation.

County entities have different funding/budget processes vs City
members. Thus the process takes a little more time and effort.

Manny Ocampo presentation - review 2003 study, and update re: 2008
study possibilities.

2003 Study
What are Northshore aquatics needs?
Do existing Aquatics facilities meet the needs?
Focus groups were sparcely attended.
Example - One had 6 people in attendance w/60% favoring existing
facilities.
Financial information, operations.
No site recommendations made.
Design preferred in 2003 may not be the one preferred in 2008.
Outdoor pool features to be considered/reviewed.
Site in Bothell not guaranteed.

2008 Study
Will analyze and evaluate sites - 4 to 5 recommendations.
Financial proforma(s)...... attendance, revenues.
Area of magnatude.
Development costs.
Broader focus groups - each city, county, school district

2008-Nov tentative target for ballet measure (pool levy).

Del Spivey voiced concern of the perception that the Aquatics Center
would be an excuse for another "Bothell project". Bill Evans
countered that central was fair and that is where the major access
infrastructure lies.

Bill Leak described lengthy existing wait lists to private pools, significant
projected population growth described in Vision 2040, marketing opportunity for
the NPRSA region of Olympics connection (Seattle Synchro, a CAW/Saint Edward
pool user group) 1984 and 2008. Asked for and urged early and consistant
feeding of the Kenmore Aquatics listserve.

Next meeting tentative (subject to quorum):
October 30, 2007 (5pm) - Bothell Senior Center.
Four members in attendence 09/24 appeared to be available 10/30/07.
