Leicestershire/Northants Cyclists,
Local TV news today reports missing drain covers on minor roads in the area
of the Northants/Leicestershire border. These thefts are the result of
increasing scrap metal prices. (This is due to increasing demand in China,
absorbing the previous world surplus for raw materials).
Keep your eyes open for this hazard, and make sure you report locations to
the Police rather than Clarence. The Clarence system is useless, while the
Police should be dealing with this issue as a crime. Make sure they agree
that they will take responsibility for installing warning cones, and get the
details of the officer you speak to, in case there is a subsequent incident
at the site. Don’t assume they will act promptly; in general the Police have
no greater responsibility for ensuring public safety than you or I, as set
by legal precedents.
Needless to say if you note a vehicle parked suspiciously in the vicinity of
a drain, with the cover missing or still in place, try to get the vehicle
details and contact the Police ASAP. Our lives depend on jailing the
criminals.
