That's the PROBLEM! I tried forever to find the article via the

To All:

While we're waiting for FDOT's A1A decision, it's time to turn our attention to the proposed narrowing of US 1 from three to two lanes in each direction in downtown Delray Beach.

Unfortunately, I was not able to attend last night's meeting to hear a report prepared by a CRA hired consultant.  However, from the report in this morning's newspapers and reading between the lines, the City would like to add new parallel parking. There is no question that the City needs more parking in this section of downtown. The real question is why isn't the City considering a new City parking garage on the site of the "old" library? Instead, the City seems to be hell-bent to package that land to a developer. As part of that development, the City is hoping that the developer will build extra parking spaces for the general public. I believe that hope is unrealistic. Such an approach hasn't worked on the beach-side of town, and there's no evidence that it would work any better in this section of downtown. Delray is desperate for more downtown parking. We are behind the curve, and amazingly, almost everyone agrees that there is more parking demand than there is supply! Residents have been using the "old" library parking for years as a place to park when shopping, eating at a restaurant, and attending special events. In short, it is the perfect spot for a City parking garage. This little bit of proposed new parallel parking along US1 would not solve our current parking deficiency. In order to solve our parking dilemma, we need another parking garage. It's that simple!

At the same time -- if the correct decision is to narrow US1 from three to two lanes -- then the space would better be used for wider sidewalks, bicycle lanes, and landscaping, not parallel parking. In future years, Downtown Delray will be teeming with downtown residents traveling from their townhouses to Atlantic Avenue. It's imperative that we have wider sidewalks and bicycles lanes to encourage people to walk or bike a few blocks rather than drive their cars a few blocks and then start looking for a parking space. If you think we have traffic gridlock downtown now, can you imagine what it would be like if we ignore this projected need?

Also, there is ample proof that the US1 and Atlantic Avenue intersections are unsafe. We shouldn't be waiting for years to solve this problem contingent on the narrowing of US1. FDOT should install countdown signals, the stop bars and the pedestrian crossings should be made more visible, and consideration should be given to a four way red light that would give pedestrians the safe opportunity to cross these two intersections in all directions (including diagonally).

Please respond to the two newspaper stories below. If we do not speak up, we can say good-bye to bicycle lanes on US 1 in downtown Delray Beach. Everywhere else in South Florida, US 1 is considered a major collector road requiring full and complete safe pedestrian and bicycle facilities. If we don't speak up now, US1 may well be absorbed by the City and turned into its own private road.

I don't think you want that to happen.

Thank you,

Jim Smith

Delray corridor studied

Engineering firm suggests changes along U.S. 1

By Mireidy Fernandez
Staff Writer
Posted March 31 2005

Delray Beach · From a rising demand for parking and concerns about speeding motorists to safety issues involving pedestrians, the city's U.S. 1 corridor faces myriad challenges, engineering consultants said Wednesday.

The corridor, which runs north and south along Fifth and Sixth avenues, was part of a study conducted by Kimley-Horn and Associates, an urban, engineering and landscape architect firm hired by the city to collect information, analyze transportation needs and offer solutions.

The study is part of the city's desire to improve traffic flow and address congestion on the road, as well as cater to pedestrians and bicyclists, said Diane Colonna, executive director of the city's Community Redevelopment Agency.

"There's a real need to look at safety and protecting people," she said.

Based on the firm's forecasting on future traffic volume in the corridor, the goal would be to increase parking, improve crossings for pedestrians, improve signals and add landscaping, said Fred Schwartz of Kimley-Horn.

Adding bike lanes and on-street parking to U.S. 1 were tossed around as potential solutions to relieve traffic, though consultants noted they would continue to study the corridor for a few more months before offering road designs.

Schwartz said one advantage that U.S. 1 has over State Road A1A is that there's plenty of room to add bike lanes, something local bicycle and pedestrian advocates have been hoping for along the beach thoroughfare.

Jim Smith, co-founder of Safety as FDOT Envisions, has been an outspoken supporter of having bike lanes on A1A. The U.S. 1 corridor, he said, is a primary north-south route for cyclists.

"If there are going to be changes made, I wouldn't want to sacrifice a sidewalk or a bicycle lane to put in parallel parking," said Smith, who wasn't at Wednesday's meeting. "On U.S. 1, it would be a mistake to put more parking spaces there when that valuable space could be used for sidewalks, bicycle lanes and landscaping."

It should take about six months for a second U.S. 1 study to be completed, at which time Kimley-Horn would present road designs to the city, Colonna said.

Mireidy Fernandez can be reached at mmfernandez@... or 561-243-6690.

Narrower Federal urged for downtown Delray

Palm Beach Post Staff Writer

Thursday, March 31, 2005

DELRAY BEACH — Removing a lane of Federal Highway in each direction through the downtown area could help solve speeding and crash problems on the road, say consultants working for the city.

Any decision on narrowing the highway is months away.

About 50 residents and business owners attended a community meeting Wednesday at Old School Square to hear the preliminary results of the U.S. 1 Corridor Study being done for the city's community redevelopment agency.

Among the findings presented by consultants Kimley-Horn and Associates were:

• The volume of traffic on both northbound Sixth Avenue and southbound Fifth Avenue is well below the capacity for three-lane roads.

• Only 65 percent of drivers obey the 35 mph speed limit.

• Crashes at the two intersections of Atlantic Avenue are up to four times higher than the state average for a local road.

• There is a demand for more on-street parking.

After analyzing the traffic, speed and crash data, the consultants will return with specific recommendations for improvements. The upgrades could differ from block to block.

Bruce Gimmy, who has operated a shop on Atlantic Avenue for 20 years, said changes are long overdue. The city is lucky that there haven't been more serious crashes or fatalities in this area, he said.

"Safety is key," he said. "These ideas are great, but it's just the tip of the iceberg."

The possibility of narrowing Federal — from six to four lanes — is part of the city's master plan for downtown.

The idea is to slow traffic, so drivers get a look at the boutiques and trendy cafes along the highway and perhaps stop and visit the businesses. It also will make the thoroughfare more pedestrian-friendly, adding wider sidewalks and lush landscaping. There would also be a 5-foot-wide bike lane.

But the city does not have the more than $13.5 million needed for the project.

A narrower road with more parking and landscaping will definitely slow cars and enhance pedestrian safety, road designer Paul Cherry said.

"If we drop the speed, we can improve the quality of life in terms of safety," he said.

This is a 44 mile ride to and from Billy Swamp Safari. I'd like to see
at least two groups do this ride: A moderate (13-14 MPH) group and a
faster group (18 MPH Plus). A leisure ride from Billy Swamp Safari is

I fell for the oldest trick in the book. When we took a break at the
store,
he informed me that his wallet
was safely back in the car. Then he has me buy him a RED BULL. It was
Dr.
Jekyll and Mr Hyde from
there on out, he thrashed my poor Aero and thoroughly humiliated me for
the
rest of the ride, or at least
until the sugar wore off.
Maybe I'll go back to a BikeE.

We got a great turn out of two riders. Richard and me! Ended up doing
only
28 miles but it was a very nice ride. In spite of my belly ache, I was
able
to maintain the planned speed thanks to Richard's tow. I mean.. toe
rope.

Thanks Richard

he informed me that his wallet
was safely back in the car. Then he has me buy him a RED BULL. It was Dr.
Jekyll and Mr Hyde from
there on out, he thrashed my poor Aero and thoroughly humiliated me for the
rest of the ride, or at least
until the sugar wore off.
Maybe I'll go back to a BikeE.

We got a great turn out of two riders. Richard and me! Ended up doing only
28 miles but it was a very nice ride. In spite of my belly ache, I was able
to maintain the planned speed thanks to Richard's tow. I mean.. toe rope.

Thanks Richard

Jose

 To All:

My understanding is that FDOT has tentative plans for a meeting with the affected A1A business owners on April 19th to discuss A1A parking design.

After that meeting, FDOT will meet with the City to review its final plan. Then, FDOT will hold a "Public Awareness Meeting" to reveal the details of its plan.

So...it will be several more weeks before we know all the details of the A1A widening plan.

WELL anyone planning on doing any riding on A1A tomorrow should
SERIOUSLY consider trying to do it "EARLY". Sunrise Easter services
will be happening at several beach fronts and parks along A1A and if
you're around those area's at & AM be VERY CAREFUL! Some sunrise
worshipers don't have watching for cyclists on their minds at that
early hour. I got to experience that FUN experience last year... SO
I'm doing my Easter ride EARLY (Not with the A1A HAMMER Bunch) and
avoid any Lions and Christians encounters.

Hey guys,

I'm feeling better. Still a bit sore but I think I'll be A-OK by
tomorrow so YES, I will be at Vista Park at 8 AM if anyone would like to
join me. The plan is 30 miles at 18-20 MPH but I have cue sheets, and
the route is easy so, you can ride at whatever speed you want. It may
turn out that I end up riding a lot slower if I'm still sore but no
matter what, I'll ride tomorrow cuz the body will heal but the old brain
will not. If that does not make sense, it means you haven't been riding
enough and this is one reason you need to ride tomorrow.

Jose
