In the June issue of Westways, the magazine of the Automobile Club of California, is a piece on page 10 titled Rules for the Road, which is "reprinted" below.
 
"In 2004, California bicycle fatalities per million were 24 percent higher than the national average. Bicycle safety is a shared responsibility between motorists and bicycle riders. Bicycle riders can do their part to remain safe by adhering to the following safety tips:

1. Wear your helmet. California law requires that bike riders under age 18, including passengers, must wear one, but for safety, all riders should.

2. Keep your bicycle in good mechanical condition.

3. Always ride with the flow of traffic, as close as possible to the right side of the road. Always use dedicated bicycle routes and bicycle lanes where available.

4. Obey all traffic laws. Also, when making a turn or changing lanes, make eye contact with drivers.

5. Do not ride a bicycle under the influence of alcohol or drugs. If you do this and you are under 21 but over 13, your driver's license will be suspended or delayed for one year."


 

I sent the following email to Westways.
 
I was extremely disappointed with your piece entitled Rules for the Road on page 10 of June Westways. You totally ignored the responsibilities of motorists, who
  • far outnumber cyclists,
  • comprise your readership, and
  • are frequently ignorant of the laws concerning bicycle use on roads.
Road safety would be have been better served had you referenced the California DMV website at http://www.dmv.ca.gov/about/bicycle.htm and had quoted from that website:

"Bicyclists on public streets have the same rights and responsibilities as automobile drivers. Respect the right-of-way of bicyclists because they are entitled to share the road with other drivers. Here are some critical points for drivers and cyclists to remember:

  • Drivers must:
    • look carefully for bicyclists before opening doors next to moving traffic or before turning right.
    • safely merge toward the curb or into the bike lane.
    • not overtake a bicyclist just before making a right turn. Merge first, then turn.
  • Bicyclists:
    • are lawfully permitted to ride on certain sections of freeways. Be careful when approaching or passing a bicyclist on a freeway.
    • must ride in the same direction as other traffic, not against it.
    • must ride in a straight line as near to the right curb or edge of the roadway as practical—not on the sidewalk.
    • must ride single file on a busy or narrow street.
    • must make left and right turns in the same way that drivers do, using the same turn lanes.
    • must signal all their intentions to motorists and cyclists near them.
    • may legally move left to turn left, to pass a parked or moving vehicle, another bicycle, an animal, or to make a turn, avoid debris, or other hazards.
    • may choose to ride near the left curb or edge of a one-way street.
    • may use a left turn lane. If the bicyclist is traveling straight ahead, he or she should use a through traffic lane rather than ride next to the curb and block traffic making right turns."
And why would you select a picture of off road riding to illustrate Rules for the Road?
