I think there are probably two facets for this study, and I don't know that
either list has been compiled comprehensively - I would defer to Bob
Bluthardt on that. The two facets as I see them are WPA ballparks used for
organized baseball and those facilities that where they were built and used
exclusively for amateur baseball.
Michael Benson's book 'Ballparks of North America: A Comprehensive
Historical Reference to Baseball Grounds, Yards and Stadiums, 1845 to
Present,' 1989 McFarland certainly touches on the topic and in many cases
lists the dollar figures associated with given projects and many other
particulars.

local supplies and labor with funding assistance from the government."

Subject: [SABRballparks] Minor League Parks Built by WPA
The chairman of the Minor League Committee has released the following
request I thought would be of interest to the Ballpark Committee:
Hello All,
We are compiling a list of all the old ballparks built by the WPA (Works
Progress Administration). This was under the Roosevelt administration
and the period is approximately 1934 -1941. Many of the structures had
WPA identifying plaques near the cornerstone or side of the building.
If you have any knowledge of one of these in your area, please let me
know.
All the Best,
John Schleppi
