My best guess is that it's a team made up of players that tried out for the major teams but were not selected for either the "first" team or the second but were good enough to be put on this team. That's merely a guess, though. I do know that there were at least eight or ten other "foreign" players who were on the pre-season rosters but are not on the final rosters for the season.
I'm sorry the Chinese characters did not transmit properly.
