Based on the Retrosheet game logs, the Colt's do indeed hold the record.

With fewer than 1 RPG ,there were two teams with 4G
NYNNL196510 4 2 0.5
SLAAL191510 4 3 0.75
And the 3G mark is
SLNNL197610 3 0 0
No team with two games in a month was shutout in both - though many with one
game were.

The 1963 Colt .45's played 29 games in June 1963, but scored only 45
runs for the month (only 1.55 runs/game on average). I checked some of
the low-scoring deadball teams and didn't see any teams approaching
that kind of futility for a single month.
Given that they played at least 20 (or maybe 25) games in the month,
has any team 'beaten' the Colts' mark for fewest runs in a month?
Thanks for the help,
