I think wet asphalt is harder to run on, but the reason I think so is because it makes all the little pebbles and the like stick to your foot-bottoms more....

If the asphalt is dry it's ok and if the asphalt is wet (I mean really raining) it's ok. But when it's in between I tend to have debris sticking to my feet....
