Insulation! When you want to keep a drink either hot or to keep it cold, you may use the same thermos bottle. The same goes with layers of clothing. When it is very cold, put on more layers of clothes. When it is very hot, put on more layers of clothes.
 
You may want a different color of clothing depending on whether it is hot or cold.

It's cooler to be covered up, when you go to deserts and hot parts of the world, you don't see people walking around with everything off, they are covered up. Because it's cooler when the sun isn't getting you. When I've been in deserts when I've been completely covered up it's nice and cool, but people that have been in shorts and singlet havn't lasted very long.
 
But in a temperate climate it's nice to have your top off, I'm talking about 40 + degrees C which we get in summer in Oz all the time, you can't have your top off you'll melt lol ;)

Perhaps the people in this conservative neighbor hood were worried about their property values going down if too many people ran bare-chested (and barefooted).  I work in a conservative/ well-off neighborhood.  The only times that I have had police pull me over for such a heinous transgression as running sans sneakers is when I run at lunch time (barefooted) in this neighborhood. (The cops, by the way, are fine with it.  They are just responding to calls from "concerned" residents).  I assumed the residents were concerned for their property values.
 
If we extend one of the arguments for running barefoot (ie, most people are born barefoot), then should we all also be running in our birthday suits?

When I was in south Florida for 2 months last summer, I ran with no shirt (usually started with a shirt and shed it later). But, I noticed most of the locals were wearing shirts (it was a conservative neighborhood) . But, I wonder if they're wearing shirts, not because the shirts help with cooling, but because of really good marketing that sells the idea that we need shirts, because our own body's cooling system is inadequate - much like our feet are, supposedly, inadequate for running without shoes.

Of course, if you believe the shirt helps, then perhaps it will, because of the "magic" (as michae would say) and power of our beliefs.
