I think I speak for everyone in the RMCCC (past and present!)
when I say that you will be missed very dearly; your hard work, devotion to the
sport and conference, energy, enthusiasm, and all around smarts and know-how
will be impossible to replace or replicate. It’s very hard for me to
accept, as you were my conference director when I was in college, and in my
mind, Anne Spalding IS the Rocky Mountain Conference. You’ve left some gargantuan
shoes to be filled.

riders, coaches and other hooligans of the RMCCC,
It is with a heavy heart that I write this letter, and tell
you of my decision to resign as co-conference director for the RMCCC. The
past 5 years working with all of you have been some of the most fun and most
funny times of my life. Recollections of early morning campfires in MTB season,
sharing a sprite with Hagen, cheering wildly as one of you ran up the hill with
a broken bike and kept your second place, watching women progress from fist
ever road race to competing at nationals, and countless, countless others fill
my mind and bring a grin as I try to compose an adequate goodbye.
It has been so amazing to be a part of the community and spirit of our
conference, to watch teams grow and riders progress both as athletes and
people, and to enjoy the camaraderie and friendships. Why and how could I
possibly leave this behind you might ask. I suppose the easiest answer is
that life is presenting me with many doors at the moment, and to be able to
open some new ones I need to close a few old ones, lest my house get too
drafty. Or, in less literary terms, I need more time to dedicate to other
aspects of my life.
Of course, there is no way I could leave collegiate cycling or racing full
stop, so rest assured I will remain involved, through my current position on
the national board, and through new avenues that I hope will present
themselves.
So, what does this mean to the RMCCC? Spencer will be staying on as
co-director (thank goodness), and Jeffrey will be posting a request for someone
to fill my role. I would hope that this person would come from the RMCCC
as many of you would make excellent leaders. During the next 2 or 3
months, I will continue to manage conference details until a replacement is
found, I will create clear documentation of the work I currently do, and train
the next leader. I am very excited for the RMCCC, and I
think new blood will be a good thing for us all.
It
occurs to me as I come to the end of this letter that some of you may think the
recent brew-ha-ha over aero equipment is influencing this decision. Rest
assured it is not; I love the involvement you all have shown in making your
voice heard on this topic, and the passion and dedication you have to making
collegiate cycling better.
I

Wow. The Collegiate Board of Trustees is amazed with the
incredible amount of feedback we have received regarding the 2010 rule change
summary, in particular on the issue of aero equipment. The Board strives for
active involvement and engagement by our members, and we have received over
sixty pages of information both for and against the requirement for
mass-start-legal equipment. The Board of Trustees seriously considers all of
the material we receive with regards to the sport of Collegiate Cycling and
this time is no different.
With regards to the rule change legislation for 2010,
please see the updated Rule Change Summary at http://bit.ly/2X2XsL [1]. Due to
the timing of the rule publications, the nature of the rule in question, and
our desire to give teams adequate time to adjust to the new regulations, the
Board of Trustees has adjusted the timing of the implementation of the
regulations regarding mass-start-legal equipment in Collegiate Cycling Races as
follows:
For 2010, all "non-A" categories (B, C, D,
E) are required to adhere to the
requirements for mass-start-legal equipment in all
Collegiate Cycling Races
including individual and team time trials.
For 2011, all categories, including A, will be
required to use mass-start
equipment in all Collegiate Cycling Races including
individual and team time
trials.
Furthermore, we have identified two issues that warrant
change.
The first issue is with regards to the creation and
dissemination of the rule changes, the Board has made a top-to-bottom
evaluation of our processes. We have investigated other USA Cycling Trustee
methods and resolved to adopt an improved process of collecting potential rule
change legislation, disseminating a list of rules under consideration for
voting, and providing an opportunity to present your input to the Board for
consideration in its deliberations. This includes the following revision to
Rule 7B3(d):
7B3(d) Changes to the Rules. The Board of Trustees
considers changes to the
Rules twice per year; at road and mountain bike
nationals.
(i) To be considered, a proposed rule change must be
submitted prior to April
15th / September 15th to the Chairperson at

each proposed rule change

Hello RMCCC. Thank you for all of your candid responses regarding Rule 7 - Aero Equipment. I will certainly represent these to the NCCA Board during our meeting this weekend. I am forwarding of to you a message from Mark Abramson (Board Trustee and USAC President) regarding the process in coming to this rule.

Yes, the Collegiate Board of Trustees and Jeffrey are getting quite a volume of e-mail on both sides of the issue. We knew that this would be controversial, as all substantive changes to the rules have been over the years. The "mass start equipment" rule change has been made and is on the books for 2010. It is important to note that this decision was not made in a vacuum -- the Trustees held numerous open and well-attended forums on this and other issues for the past 18 months at the national championships, solicited feedback from Conference Directors, team leadership, coaches and USA Cycling staff. The Trustees had discussions with programs small and large, well funded and unfunded. The issue is larger than any one of (in no particular order):
A) Sporting considerations
B) Cost of travel to conference events and national championships
C) Cost of equipment
D) Safety of transporting additional gear to conference events and national championships
E) Athletic development; i.e. preparing our scholar athletes for the next level
F) Significantly increase in bicycle travel cost ($175 each way, $350RT)
G) Acknowledging the role of technology in our sport; engaging with the bicycle industry
Ultimately, the Trustees considered all of the above, discussed it with many constituents across the wide spectrum of Collegiate Cycling and had a very favorably received (by riders, coaches and the CDs) conference aero restriction roll-out in the ECCC in 2009. We then took all of the above, deliberated -- at length -- and reviewed it against the Collegiate Cycling Mission Statement:
Collegiate Cycling is team-oriented bicycle racing for women and men of all abilities. It focuses on:
(a) Providing new riders with a welcoming introduction to the Collegiate Cycling family;
(b) Enabling elite riders to pursue an education while benefiting from development opportunities that integrate with amateur and professional teams and national development programs;
(c) Creating personal growth and leadership development opportunities for scholar athletes both on and off the bike;
(d) Ensuring that the sport we love is low cost and accessible to any student who wants to race a bike.
In the end, the Trustees knew this would be a controversial change that materially impacts our riders and the competition. Again, the rule change has been made and is on the books for 2010. Based on the due consideration noted above, we are actively soliciting feedback -- especially once the conference seasons begin -- and the Trustees are looking forward to everyone's active participation at the Trustee Annual Meeting at the 2010 Road Nationals.

Hello RMCCC. Hopefully all of you are enjoying a break from cycling, or out killin it at cyclocross. The NCCA Board has published the collegiate cycling rule changes to go in effect January 1, 2010. There are 7 of them (see attached document) and I suspect there will only be concern on the last one - Aero Equipment.
This weekend, the 11 Conference Directors from around the nation and the NCCA Board will be meeting in Colorado Springs to discuss the goals for collegiate cycling for the next year. Part of that discussion will include these rules.
Please read through the rules and send me emails with any thoughts or concerns you would like me to voice on your behalf at this conference. Also, any thoughts or concerns about collegiate cycling on the whole that you would like to bring up, feel free to send to me by Friday.

The Rocky Mountain Collegiate Cycling Conference (RMCCC) is proud to announce
the first ever Cyclocross Conference Championships to be held at Western State
College in Gunnison, Colorado, Nov. 7, 2009. The event will give some of the
best collegiate cyclocross racers in America an opportunity to showcase their
talents on a conference level.
At last year's Collegiate National Championships, in Kansas City, MO, eight
riders from the RMCCC finished on the podium in four different races. RMCCC
`Cross Championships will give athletes and teams the opportunity to compete for
the title of "Conference Champion" – an important distinction that will earn
them valuable front-row start positions at this year's National Championships in
Bend, OR.
In addition to Saturday's Conference Championship, races will be held for
non-collegiate riders of all ability levels on both Saturday, Nov. 7 and Sunday,
Nov 8. Racers will be treated to the beautiful autumn scenery of Central
Colorado as well as a grassy, goat-head thorn-free course. The event will draw
racers from across the Rocky Mountain region.
Furthermore, RMCCC is proud to be partnering with The Water Wheel Inn who will
have discounted rates for competitors. Other sponsors of the event include
World's Best Bike Stickers, Squirt Chain Lubricant, CyclocrossWorld.com, and
Twin Six.
The RMCCC is USA Cycling's official collegiate conference for Colorado and

Are you racing a gravity event at nationals? Then read this: (team officials, forward it to your nat's squad)
As an alum, I will always be rooting for the RMCCC to kick some serious butt at nationals. Because of that, I think you all should get a heads up on the DH and 4X at North Star.
DH: The bigger the bike, the better. For all the XC racers going for the omnium, it's time to borrow a friend's DH sled. Due to the fact that it is incredibly rocky and loose, you'll want large tires (2.7ish) to float through the loose stuff and possibly DH tubes to protect against flats.
4X: The course is narrow, and passing will be tough. To be truly competitive on this course bring a 4"+ bike if you can - a hardtail won't cut it. It's loose and very rough.
Just want to make sure that everyone knows registration for MTB
National Championships has been extended until Tuesday at noon, MST (2pm EST,
etc.) There is a $30 late fee for registering on-site Thursday.

1. Conference Meeting. We will have our Fall Conference Meeting on Saturday night at 8pm on the Mesa State Campus in Wubben Hall Rm 145 (see attached map). Each team needs to have at least one representative at the meeting. Agenda Items include:
Allocations for Mountain Bike Nationals - Each team wanting to attend nationals (subject to allocation slots) needs to submit the attached Mountain Bike Roster form and bring it to the meeting. Our D1 slots are very limited this year so allocations might be tricky.
Road Season - if your team would like to host a road race next spring, please fill out the attached Race Request Form and bring it to the meeting

2. Results : Updated and corrected results are now posted on www.rmccc,org/Rmccc Standings.php Please check and send me any corrections. Awards for top teams and top individuals in each division will be awarded at the Conference Lunch on Sunday after the XC.
Hello RMCCC, Team and Individual Points for the Mountain Season are posted at www.rmccc.org Endurance Results and Gravity Results will be used to award medals to the top 3 in each category and division next weekend at Mesa.
Team Results are used for Conference awards and Team Result - Points for Nationals are used to determine which teams will go to nationals.
Please look over these points very carefully. Any errors need to be emailed to me by next wednesday.
The top team and individual in each division is guaranteed a spot at nationals and the remaining slots will be awarded to top three teams depending on the number of riders sent by the top teams. For all teams with A riders that would qualify for nationals, please send me the number of riders (Endurance and Gravity, Men and Women) that you would like to send to nationals so I can start allocating.

Hi RMCCC-
I have had some questions about the recent snow fall in Winter Park, and I
wanted to let you all know that the weather is clearing up and racing will
happen this weekend!
Also, there is going to be an Awards ceremony for all Open classes immediately
following the races at Doc's Roadhouse at the base of Winter Park both Saturday
and Sunday. We can announce collegiate at this as well, but the real deal is
that they are offering $1 sliders and $1 beers to all racers and volunteers, as
well as some other neat stuff. So feel free to attend between XC and ST on Sat
and after DH on Sun.
Also, please remember that ST is at Snow Mountain Ranch on Saturday, not at
Winter Park Resort! The sites are about 15 minutes apart.

T-Town for USAC Collegiate Track Nationals, I thought I’d make sure that
everyone was aware that registration is now open for the 2009 USAC Collegiate
Mountain Bike Nationals in Truckee, CA, hosted by the University of Nevada Reno,
at Northstar at Tahoe resort. Whew. Sorry for the run-on sentence.

Lots of information in this email, please read and pass on to your teams,
coaches, etc.
RACING THIS WEEKEND - SOL VISTA
1. Be sure you have requested any upgrades online and that you have your
current license or "Authorization to Ride" with you at the race. Abby, Mia, and
Claire will be handling registration and numbers and they will NOT be able to
give ANY exceptions for missing or incorrect licenses.
2. If you have upgraded this week you must get a new bib number.
3. FULL FACE helmets are required for all practice and race runs in MX and DH.
This rule was passed for all USAC races last January and will be STRICTLY
enforced.
4. Results from previous weekends are posted at www.rmccc.org/race.php.
Conference results and team standings will be posted soon.
5. Have fun - Spencer and I will miss being there.
CONFERENCE FINALS
1. Remember that conference finals for Gravity is next weekend at Winter Park
(hosted by CU). Awards for Gravity Conference Leaders will be given at the Mesa
State race, as the DS there will still count for gravity points.
2. Conference finals for Endurance will be October 3 at Mesa State in Grand
Junction. All conference awards will be given then.
CONFERENCE MEETING
1. The bi-annual conference meeting will be on Saturday October 3rd in Grand
Junction. We will discuss: Road Race Season, Conference Rules, Cyclo-cross
season, etc. Each team should have a representative there. If you want to host
a race during road season you will need to submit a bid at this meeting (bid
forms will be sent out shortly) .
NATIONALS
1. Riders wishing to compete at nationals need to be A riders in their
discipline (Gravity or Endurance) and have competed as an A rider in either 3
races or 1 race and conference finals (in their discipline). For example, am A
Rider who races all the races at Winter Park and Mesa would be able to compete
in both gravity and endurance at nationals.
2. Allocations for the RMCCC to send to nationals are as follows:
D1 ST - 12 riders - awarded as 4 to top team, 1 to top individual and remaining
7 to be determined.
D1 XC - 16 riders - awarded as 6 to top team, 1 to top individual and remaining
9 to be determined.
D1 MX and DH - To be determined soon.
D2 ST - 15 riders - awarded as 4 to top team, 1 to top individual and remaining
10 to be determined.
D2 XC - 20 riders - awarded as 6 to top team, 1 to top individual and remaining
13 to be determined.
D2 MX and DH - To be determined soon.
Extra slots may become available as other conferences do not use their full
allocations.
UPGRADES
1. All upgrades must happen online at www.usacycling.org. You may self select
up to the B category for MTN but please do so online.
2. The requirements to upgrade to Category A in MTN are either hold a Cat 1 MTN
license, or have two top 5 results as a B/2 in your discipline within the last
12 months.

Hi RMCCC,
Good to see everyone at Beaver Meadows last weekend! Our conference is strong as
ever, and I'm psyched for another fun mountain bike season. Unfortunately, there
have been some serious issues related to USAC licensing, so let me remind you of
some important rules:

7E1.(b) A Team must be a USA Cycling member club in good
standing, having submitted the appropriate club application
and having paid the appropriate club license fee to USA
Cycling. USA Cycling will waive the club fee for the first year
for new Teams.
7G1.(c) Be a member in good standing of Collegiate Cycling,
having completed the appropriate USA Cycling license
application and having paid the appropriate license fees to
USA Cycling; and
(d) Present a valid Collegiate Cycling license at race
registration or purchase a one-day license at race
registration. One-day licenses will not be accepted for
Category A Riders. One-day licenses will not be accepted at
any Collegiate Cycling National Championship.

I was EXTREMELY lenient this past weekend (gravity riders, I am looking in your
direction), but from now on, these rules will be strictly interpreted. You must
have a license or an authorization to ride in order to race. If your license
does not list your category as "A," you may not race with the As. These rules
are inflexible. End of story.
We will be checking results against our license database. Any riders who are not
in compliance will face the strictest sanctions possible (see rule 7G1.(d))
Please help us all by passing along this message to your teammates, message
boards, e-mail listservs, telegraph operators, etc. Everyone has an entire week
to get their license squared away, so there should be no excuses for next
weekend at Sol Vista. Almost all of this can be done online. If you are confused
about how to upgrade your license, print an authorization to ride, or anything
else, don't hesitate to call the USAC membership department — it is their job to

Hello fellow RMCCCers, A couple quick updates regarding this weekend. Numero uno, the pre-reg site we tried to use has failed us miserably and we just shut that down. For anyone who already registered don't worry you're covered. This also means that we're waiving the $5 late fee for USAC riders, so all USAC entries will be $25.
Dos, there will be breakfast, lunch and dinner available on Saturday for $4, $5, and $5 respectively.
Wyoming is ready to host yet another awesome weekend of racing. Final course descriptions have been finalized and are attached for your viewing pleasure. We will print a limited number of these and have them at registration. Please print your own if possible or
memorize each track (good luck).

Happy Friday everyone,
In some parts of the country, because track races are not
sanctioned by USAC, per the current rules (7K7c) many athletes would be barred
from competing at Track Nationals this year. The board has reached the decision
that to circumvent this rule where necessary, any athlete without access to a
USAC track race can petition to the board for qualification. This is mainly an
issue in the southeast, but it is likely also a problem elsewhere.
The board would like to approve all these petitions in one
fell swoop, during next Thursday’s BoT conference call. If you know this
is an issue in your conference, please ask teams to submit petitions by next
Thursday to me. Petitions should include two things:
1.The issue (Riders have raced in 1 or more track races
but these races are not sanctioned by USAC because there are no USAC sanctioned
races in the ares)
2. Each Rider Name, License, School and list of races participated in.
There is also a form (which will be available via online
registration and on-site) to verify the qualifications established in the
above-mentioned rule (1 previous USAC track race and Cat 3/A to race in the
points race), which I am attaching to this e-mail. Please forward this form on
to your list-servs just so everyone has access to it at more than one point
along the way.
