Are the stock bolts threaded all the way to the head and you are
replacing them with bolts threaded just near the end? 
Source & strength specs of the better bolts?
The answer is yes.....I went to home depot and matched up the sizes, stainless steel bolts only. The other bolts that are cheaper will rust. Also lock nuts;  the nuts should have a plastic coating on the inside, thats it.
New finding: replacing the bolts is great but you can better that by finding sheet metal that is flexable enough to wrap around the bolt once, yet thin enough to both fit through the sleeve and around the bolt. This eliminates any play entirely between the bolts and sleeve. My buddy did this and if my risers ever begin to clatter again or vibrate I will do this. What "i" did was, eliminate the threads and pack it with grease to have the solid feel. The wrapping of sheet metal along with grease in my opinion is better....but ive worked on them and they are fine....when the time comes I'll do it the new way since Ive seen its a perfect idea.
