Just read the REAL explanation. The Russian Figure Skating Site (which as it has been just proven is really worth visiting once in while, here's the adress - http://www.skate-central.com/ ) says:

 

"Russia's 4th ranked pair, Yulia Obertas/Alexei Sokolov, who supposed to be alternates in such situation, is unable to participate at the event: Yulia is not yet eligible for ISU championships due to her change of citizenship."
