I'm confused here... Doesn't the seeded/unseeded rule aply just to GPs? I was under the impression that the qualification groups at Worlds are completely divided based on the results of last Worlds (with the exception of competitors, who didn't take part in last Worlds). Is it just the top 6 that is divided then and the rest are drawn?

You seem to have mistaken me for someone who knows what he`s talking about. I don`t even understand your question. Help, somebody. Bail us out.
Thre`s a lot of misinformation about the seeding process from posters, so I gave up trying to understand it. I can throw this at you, though: Yes, it`s the top six at Worlds who get seeded for next Worlds. VV was 7th, but Kwan was required to paticipate in 2 GP events (which she didn`t) to keep her seeded status. When the ISU takes Kwan`s seeded status away, VV will gain seeded status because she`s the next in line. That`s all I know (or think I know). Good luck ;-)
