I'd look at a Canon SD-series camera with an official underwater housing
The canon's are pretty thin at this point, and the underwater housings
for them only add about a centimeter or two to the depth of the camera.

I've taken an S-500 to 130' in a Canon housing with no problems. They
work quite well, and you can use them on the surface without the
housing. :)
