If you're using Windows (XP ???) if most likely comes with Microsoft Frontpage.
 
Frontpage makes web page building fairly easy.  Frontpage has a "photo gallery"
option that enables you to display pictures in a variety of different ways.

Who is your ISP ???  Most ISPs provide a "free" web page (the problem with these
"free" web pages is they usually don't come with enough space to build a page that
has lots of pictures.
 
I'm using Earthlink and very happy with what they provide.  They (like most other ISPs)
offer a basic page at a reasonable price that will have plenty of space to build a page
like I think you're trying to build (plenty of pictures).
 
Earthlink has a free "web page builder" that also helps build pages.  (I'm assuming
most other ISPs provide the same type of web page tool.)

You need to check with your ISP to ensure they support the version of Frontpage you
have (or use their tool).
 
Earthlink did not support the Frontpage version I had on my PC so I had to hunt down
an FTP manager to upload the page I built.  I'm using Internet Neighborhood (home page:
http://www.knoware.com/ and am very happy with it.  This software makes updating
your page very easy as well.
 
I'm sure there's probably free software available online that will do the same thing but
at the time I needed something fast so I just bought this software for around ($39 - I
think).

Suggest you surf around and look at other sites.  This should help provide you with
ideas on how to build a page that will look the way you'd like yours to look.
