Top lines are provided on highlines. They are like super thick wires. You can see them on the one website I listed.
Most have room for 2-4 horses to highline. Each highline has 2 spots to tie horses. You are also welcome to bring portable corrals or portable hotwire fences to put your horses in as they do not prohibit them.
No human water. They provide stock water. I seem to remember poop bins as I didn't haul bags of poop home so they have a place to put it.
You only have to send me money if you want a highline spot for sure. The meadow camping is free. The highline camping spots are $5/night. If you want me to hold one for you when I get there on Thursday, then send me money to put on that site. Tell me WHAT NIGHTS, and HOW MANY HORSES and SIZE RIG so I can grab ones that are appropriate to your situation. There may be people camping there when I get there but its that busy.
