I can comment a little bit. I'm not quite as much a regular there as Dan and JD
and Marvin and Lisa, but I sail there a lot and like it.

Brown's Point works best on S to W winds, but sometimes gets good on a
northerly. Usually Des Moines or Saltwater are better on northerlies
(NWerlies). Brown's can work well also on a NE wind, but Dash Point is better
for NE.

Back to Brown's. The main parking lot and building are private property. They
make it accessible to the public as a favor, but can close it if they wish.
Sometimes they have private functions (like weddings), at which time they will
close the parking to the public. Windsurfers have had a good history with the
BP club, so they accommodate us generously.

The area north of the white wooden rail fence is public park, with a very small
parking lot just north of the honey buckets.

You need to be mindful of tide currents at BP. If the tide is going out and the
wind is south, make sure you are well powered so that you can pinch upwind to
get back in. Quite often, the Puyallup River plume runs faster and more
powerfully than even an incoming tide, so then the current is still toward the
north. Just be mindful, and don't go out unless you are pretty sure you have
enough wind power to make good headway.

Dash Point is most excellent for NE winds. The rig and launch at the townsite
(Lobster Shop) is particularly nice. At the Dash Point state park there is a
large shallow delta which is good for kiting, but the gear carry is long.
