HORSE FROM VIRGINIA TESTS POSITIVE FOR EQUINE HERPES VIRUS-1

The Virginia Department of Agriculture and Consumer Services (VDACS) announced that a horse from a farm in Fauquier County tested positive for Equine Herpes Virus-1 (EHV-1). This horse had been admitted to the Marion duPont Scott Equine Medical Center (EMC) for surgery and went to a convalescent center in Maryland to recuperate. She had to be euthanized because of complications from surgery, but test results revealed she also was infected with EHV-1.

Officials with VDACS imposed a quarantine of the Marion duPont Scott Equine Medical Center's facilities on Tuesday, February 20, due to the suspected infection of the neurological form of EHV-1 in three hospitalized horses. Three horses subsequently tested positive. One was euthanized for reasons other than EHV-1 infection and the other two remain at EMC.

VDACS quarantined a total of ten premises last week in Loudoun, Fauquier, Culpeper Counties and at Quantico Marine Base because horses on those facilities might have come in contact with an infected horse from the EMC. Virginia is testing all horses that have shown any symptoms that are compatible with EHV-1 on any of the 10 quarantined facilities. VDCAS officials and veterinarians at EMC are awaiting lab results on six additional horses at the present time.  All premises in the four areas remain under quarantine until all test results are returned.

VDACS anticipates receiving results from the lab within the next day or two on the horses tested immediately after notification of the positive horse at the EMC. A horse with a high fever but no neurological symptoms was tested on Saturday and those samples sent to the lab on Monday, February 26. These results are not expected for several days.

Last weekend, Dr. Richard Wilkes, State Veterinarian, cancelled two equine events, the Casanova Point to Point and the Casanova Hunter Pace, because the event grounds were in close proximity to a farm quarantined because of EHV-1. At this point, he has not cancelled any other equine events in Virginia, although he does recommend that equine event managers consider voluntarily cancelling events that would bring large numbers of horses together. Other cancellations could occur this week if the EHV-1 outbreak in Virginia appears to grow.

VDACS recommends that horse owners and managers be aware of the signs of EHV-1 and practice good biosecurity to limit the spread of infection. The VDACS Web site contains updates on the situation, as well as fact sheets and biosecurity info. Horse-owners should also consult their veterinarians about the immunization status of their horses.

      At this time, there is probably not a large threat to trailriding with a small group of horses belonging to friends that have a detailed history of where their horses have been in the previous month or two and know that their horses have not been likely to have been exposed to the virus.
However, there would be some risk, if on the trip, you encountered other horses who had a history of exposure to an infected horse.
      Also, it's important to remember that although this virus is most efficiently transmitted from one horse to another by close contact, humans can transmit the virus from one horse to another on clothing, tools, supplies, tack, buckets, etc.
      I recommend practicing good biosecurity at all times to avoid transmitting any diseases.  Our website has some fact sheets on EHV-1 and some great tips on preventing contagious diseases, especially EHV-1.  This information can be found at http://www.vdacs.virginia.gov/animals/ehv.shtml   The EHV-1 Situation is changing daily and we are still early in the outbreak so I'd Keep checking the website for new information before your ride.  Please Contact us again if you have additional questions

I am trying to find a home for a cat.  Her name is Ebony and she's all black, about 6 years old, and has been spayed.  She belonged to my kids' half sister, whose father died more than a year ago, and who is now living with her mother; they can't take her because there are already three cats in their small apartment.  We would take her if we didn't already have two difficult cats in our home.  The place where she has been living has just been sold and the people who have been taking care of her are renting in a place where there is a large dog and they can't have the cat.

So if anybody knows anybody who would be interested in giving a home to this kitty, please let me know.  I have to take her away from the house today.

Hi everyone,
If you are planning on being in the parade and don't know where to get
stuff, I found some.  The JoAnns fabric on Sudley Rd in Manassas has
Kelly Green felt (top shelf far left corner) and they have some pretty
cute decorations.  I also just went to the WalMart on Liberia in
Manassas and got a hooded, zip up, knit top that is just a little bit
off the Kelly Green color (it's in with the women's workout clothes).
  They also had some cute decorations, earrings, etc.
Hope to see many of you at the parade.

By order of the State Veterinarian all equine events in this area have been cancelled for this weekend.  There has been no information about how long the shut down will last. This due to a confirmed case/cases of Equine Herpes Virus 1 at the Marion duPont Scott Equine Medical Center.  There are two farms in  Loudoun County and one in Fauquier that have been quarantined in addition to the EMC and there are other farms that are going to be inspected.  THIS IS ALL THE NEWS THAT WE HAVE AT THIS POINT.   If you have other questions related to the quarantine actions call the State Vet's office at 704-692-0601.

Please pass this information along to all people who may be affected by this. I realize that some people getting this email are not directly affected. It has been sent in order to try to reach as wide a population as possible. I apologize for any possible inconvenience.

We are on the Calendar to present The Culpeper Heritage Horse Trail to the Culpeper County Planning
Commission, March 14, 6:45PM in the Culpeper BOS Meeting Room.  We have 15 minutes to make our presentation.  This is a work session prior to their 7:00PM meeting.  Therefore, public input will not be allowed.  It is limited to our presentation and questions they may have.

Our goal is to see our Trail plan amended to the Culpeper County Comprehensive Plan.

The CHOA Staff will be ready.  Although there is no platform for public comment, I think the number of people that show up will be as important to our cause as the presentation itself.  We have over 100 members and supporters.  It is imperative that everyone of you able to come is seated in the BOS Meeting Room by 6:30PM.

We will soon be posting the presentation on our Yahoo Groups site for all to preview.

Prior to our presentation we will begin a deliberate and systematic letter writing campaign.  I will email you the recipients of our letters in the coming days.  Letters require minimal effort yet their impact is profound.

VDACS has contacted that farm owner and is delivering quarantine orders, effective immediately. Leesburg, VA: February 21, 2007The Marion DuPont Scott Equine Medical Center (EMC) has been placed under a mandatory quarantine by the Virginia State Veterinarian due to possible cases of EHV-1.

In light of this fact, the Morven Park Equestrian Center has imposed a 21 day voluntary quarantine. We are choosing to do this to ensure the health and safety of the entire equine community and future events at this facility.

The few horses that are in residence at the facility have not shown any symptoms.
We plan to reopen on March 9, which is 21 days from the last date any horse came or left the Equestrian Center.

Horses coming into Morven Park MUST have copy of current Coggins certificate! Those without may be asked to leave.

Loudoun County requires all dogs to be leashed. Morven Park's policy is that all dogs must be kept on a leash and attached to a human or an immovable object. Owners of loose dogs (repeat offenders) may be asked to leave the facility grounds.

EHV-1, one of several strains of the equine herpesvirus, is a highly contagious disease that, although not transmissible to humans, can cause respiratory signs, abortion, peri-natal infection, encephalitis, and other complications in horses. It is spread from infected horses, which shed the virus through nasal fluids and bodily secretions, by both aerosol transmission and by direct contact with horses affected with the virus. Symptoms include fever, coughing, nasal discharge, loss of balance, urinary retention and recumbency.

"Based on the clinical signs and one positive test from the first horse with neurologic signs, we are treating this as an infection with EHV-1. We are taking extraordinary precautions and following the most stringent procedures possible in order to protect the horses in our care as well as the general equine population," said Dr. Nat White, Jean Ellen Shehan Professor and Director of the Marion duPont Scott Equine Medical Center. "The health and safety of our patients is our first priority."

According to White, a horse that was brought to the hospital on Wednesday, February 7, to be treated for an unrelated emergency subsequently developed a fever and signs of nervous disease. The horse was immediately isolated in the hospital's Biosafety Level 2 isolation unit. Initial PCR testing revealed that the horse was positive for the EHV-1 virus. "Though this test can have false positive results, we are treating this as a true infection," said White.

In addition, hospital officials elected to impose a voluntary quarantine of patients in the area of the hospital where a risk of exposure was possible. These horses were promptly separated from the rest of the hospital's equine population in designated isolation barns.

As of the morning of Tuesday, February 20, two additional horses being treated at the center for unrelated problems developed fever and neurological symptoms leading state officials to deem necessary an immediate quarantine of all hospital facilities.

"The center has always followed strict biosafety procedures governing patient care, movement in and out of the isolation unit, and cleaning of stalls between each horse occupancy in order to prevent the spread of infectious diseases," said Dr. Martin Furr, Adelaide C. Riggs Chair in Equine Medicine at the Marion duPont Scott Equine Medical Center. "However, this quarantine, which is the first that we've had since the center was opened in 1984, has been implemented to ensure that there is no chance of spreading the virus."

EHV-1 is a reportable disease and the state veterinarians of Virginia and Maryland were notified on Monday, February 19. The mandate to quarantine the facilities was issued by Virginia State Veterinarian's Office on the afternoon of Tuesday, February 20. Referring veterinarians and owners of all horses that may have been exposed to the disease have also been informed.

"I would like to emphasize that though these are not confirmed cases of EHV-1 by virus isolation or serology, we are implementing appropriate measures to prevent the spread of any contagions," said White. Can plant and weed seeds contained in horse manure, hooves, and hay cause nonnative plant species (plants that were introduced to that ecosystem but do not grow there naturally) to spread along trails and into parks and forests? This is an ecological question that often arises.  Stith T. Gower, PhD, of the Department of Forest Ecology and Management at the University of Wisconsin-Madison, has determined that while there are seeds from weed and non-native plant species in horse manure and hay, the plants that result don't survive or spread on trails. Therefore, horses do not appear to be a major source for the introduction of nonnative species.

"Nonnative plant species pose a serious ecological and economic threat to managed and natural ecosystems," said Gower. "Therefore, there is a great need to identify major sources for the introduction of non-native species and implement management plans to reduce or eliminate their introduction. Horses have been suggested to be an important source for the introduction of nonnative plant species along trails, but the data are largely anecdotal."

The objectives of two studies were to determine if horse hay, manure, and hoof debris samples contained seeds from nonnative species, and if so, whether their seeds would germinate and establish on the trails.

Gower took samples of horse hay, manure, and hoof debris from 12-24 horses at each of five American Endurance Ride Conference (AERC) rides held in North Carolina, Kentucky, Illinois, Wisconsin, and Michigan.  Subsets of these samples were sown in potting buckets and grown outdoors in ideal conditions in Madison. In addition, samples from the horses at each ride were placed back on the horse trail.

On average, nonnative plant species germinated from 5.2% of the hay samples placed in the potting buckets, indicating horse hay contains seeds from nonnative plant species. However, only three of the 288 hay, manure, and hoof debris samples placed on the horse trail contained plants after the first growing season, and no surviving plants were observed after the second season.

Gower also did vegetation surveys along 50-meter (150-foot) survey lines perpendicular to horse and hiking (horses not permitted) trails at three of the five sites to compare species composition of native and nonnative plants. He wanted to determine if newly introduced plant species were moving into ecosystems adjacent to the horse trails and trails that prohibited horses.

Species composition and percent of total nonnative plant species did not differ between horse and hiker trails, and the nonnative plant species always occurred within 2 meters (6 feet) of the trail. Other potential sources for nonnative species might be birds, he said. "Many studies have observed that trails and roads (of all uses) facilitate the establishment of nonnative species," added Gower.

"The results of this and other studies demonstrate that horse hay and manure contains seeds of nonnative plant species, but native and nonnative plant species rarely become established on horse trails because of the adverse effects of harsh environmental conditions and frequent disturbance on seedling establishment," concluded Gower.

Dominion Alters Power Line Route - Again
New Route, But Nothing's Changed
This morning Dominion Resources announced that their "preferred" route for the Meadow Brook - Loudoun line would parallel an existing 500-kV line through Frederick, Warren, Rappahannock, Fauquier and Prince William. Their new route would require taking an expanded right-of-way through these communities.

Original Routes Still on the Table:  When questioned earlier today, Dominion representative John Smatlak stated that the original routes are still being considered, and that nothing is official until Dominion files with the SCC this spring. As Congressman Frank Wolf's office told the Washington Post yesterday, Dominion's "whole strategy is divide and conquer... Dominion still hasn't proven that this power is needed for Northern Virginia."

Basic Questions Still Unanswered:  Dominion continues to deny citizens access to factual information related to this proposal, leaving us and others with the following questions:

What is the real purpose of this 500-kV line?
Where is the data proving that new transmission infrastructure is needed?
Why don't the electric utilities or the State of Virginia implement plans for demand management, increased energy efficiency and conservation prior to investing in new towers?  Federal Condemnation Still Looms
On October 10th, 2006 PJM applied for a National Interest Electric Transmission Corridor Designation for Allegheny and Dominion's joint transmission project. This designation would bring federal eminent domain into play, and encourage this particular transmission line along with future interstate transmission projects. The corridor application covers thirteen counties in Northern Virginia.  Read Congressman Wolf and Congressman's Davis Press Release related to National Interest corridors.

Power Line to Track Existing N.Va. Route

   RICHMOND, Feb. 12 -- Dominion Virginia Power has decided to build its new high-voltage transmission line along the path of existing electric cables in Northern Virginia's outer suburbs, sources said Monday night, bypassing pristine land where opposition to the company's plans has been fiercest.
   Company officials will seek permits to build the 500,000-volt line far south of the original route that cut across sparsely developed and protected forest and farmland in Prince William, Loudoun and Fauquier counties, according to legislative sources familiar with the company's decision. The sources spoke on condition of anonymity because Dominion has not made the decision public.
   The new path would require construction of 15-story towers along a more southerly route in Fauquier as well as in part of Culpeper and Prince William that has Dominion power lines. The path would aim to avoid nature preserves, historic districts, a half-dozen Civil War Battlefields and untouched land protected by conservation easements.
   The change would lengthen the route by 28 miles and add about $60 million to its cost, which the company would pass along to its ratepayers. The decision is intended to appease many of its most vocal critics, including Gov. Timothy M. Kaine (D) and local lawmakers, who had urged respect for the region's land.
   "That's probably the most favorable alternative," said Sen. Charles J. Colgan (D-Prince William), who fought the company's original proposal. "That's not going to please everyone, but it's probably going to solve the problem."
   Dominion, which serves most of Northern Virginia, says a new line is needed to satisfy the region's swelling appetite for power, which is expected to grow 8 percent over the next five years The line has met resistance from residents, conservationists and politicians, who say it would mar some of the state's most precious countryside. They have also said there are ways to meet the increased power demand without building a new line.
   News of the decision was met with skepticism by the harshest critics of Dominion's power line, including U.S. Rep. Frank R. Wolf (R-Va.) and The Piedmont Environmental Council, a conservation group.
   Spokesmen for both said they remain unconvinced that the power line is needed and believe Dominion's proposed solution simply moves the problem from one place to another. "Their whole strategy is divide and  conquer," said Wolf's chief of staff, Dan Scandling. "Dominion still hasn't  proven that this power is needed for Northern Virginia."
   Piedmont Environmental Council spokesman Robert W. Lazaro Jr. Said running the new line along an existing right of way does not protect nearby homeowners from transmission lines that he expects to be significantly taller than existing ones.
   He also wondered whether the existing path was wide enough to accommodate the new line or additional private property would have to be acquired.
   "The fact is the state has a failed energy policy," Lazaro said.  "Dominion is a huge player in the politics of this state and is able to run roughshod over consumers and responsible legislators."
   Dominion Vice President Robert M. Blue declined to comment Monday night about the company's plans for the transmission line.
   The company had described its original plan to erect towers and cables across the western suburbs as necessary because of Virginia's population growth. The line would be part of a larger one that stretches from southwestern Pennsylvania to Loudoun County. Dominion officials have said the line would power 275,000 homes in Northern Virginia and reduce stress on electricity systems across the mid-Atlantic region.  Critics have said Dominion wants to move cheap power from the Midwest to markets in the East.
   In the months since the initial proposal, environmentalists and residents near the proposed path of the line have waged a multimillion-dollar campaign against the company and persuaded lawmakers to introduce legislation to block the line from their property.
   Dominion's lobbyists have beaten back those bills. But the company has continued to talk with lawmakers about how to respond to the concerns. If approved by the State Corporation Commission, the new power lines would be constructed only where the company has strung cables.
   Eva Tieg Hardy, one of the company's top executives, visited Sen. H. Russell Potts Jr. (R-Winchester) on Monday to discuss the announcement, which is likely to be made in a news release. Potts and Del. Joe T. May (R-Loudoun) worked closely with Dominion to broker a deal intended to place less hardship on property owners.
   May said Monday night that Dominion is simply moving the problem from one neighborhood to another. But he said he was willing to work with the utility because he disagrees with critics' premise that more power is not needed.
   May, an advocate for pushing Dominion to bury future power lines, believes working amicably with the company now will make that goal more likely. "The real problem is whether or not we're going to be able to get them underground," May said. "If we're not, these battles are going to continue forever."

PEC is responding with TV ads in Richmond, where Dominion is seeking preferential legislation. This "reregulation" would enhance its monopoly and profits at the expense of all Virginians.

Oppose Dominion's "Re-Regulation"
Dominion Virginia Power is pushing HB 3068 and SB 1416. Which would "re-regulate" the electric utilities in Virginia.  The legislation, drafted by Dominion Power and introduced by Senator Norment, would guarantee the company massive rate increases and limit State Corporation Commission oversight.  Dominion is trying to get this legislation through as fast as possible, before anyone understands the full implications.

These bills will impact the entire state, and Dominion should not get away with it.

Hello! My name is Susan, and I have been the primary caretaker and trapper of The Feral Cats of Oakton (in northern Virginia) since 1996. Please read about our colony and about the CRISIS we are facing!

Through the years, 123 cats have been trapped, spayed/neutered, vaccinated, and returned to their habitat in a large industrial park of ten to twelve acres where six to seven businesses and two private residential homes are located. Also, 23 kittens and 11 semi-tame adults have been rescued from this colony and placed in good homes. At the peak of the colony, I maintained seven makeshift shelters and seven to eight feeding stations.

There are currently about 57 cats remaining in the colony who have survived many cold winters, coyote attacks, human abuse, and the development of surrounding land.

The initial CRISIS is that the businesses in the park are being evicted, construction is looming, and the cats have to vacate their home of more than fifteen years. To get them out of harm's way, I set up a shelter in our basement and have brought in 44 cats so far. They are all doing quite well!

The second part of the CRISIS is that I have a medical condition which prevents me from being able to care for the cats properly. The physical labor involved is just too much for me to handle. On top of everything else, injuries to my left knee and right ankle have made my walking ability extremely limited over the past few months. (In addition to these overwhelming circumstances, I am also taking care of my 87-year old mother, her finances, and home.)

I NEED HELP: 1) with the day-to-day care of the indoor cats and their facility, 2) with fundraising and donations (to pay for food, litter, medical expenses, and relocation costs, 3) with feeding and trapping the remaining cats at the colony, and 4) with finding great homes for these precious creatures who have been part of my life for so many years.

Some of the cats are moderately feral and might be happier outside with another colony, on a farm, or in a cattery. Many are 50% feral or less and would adapt to various indoor arrangements. The 44 cats I have brought inside have been treated for fleas, ear mites and parasites, had their ears cleaned, their shots renewed, and teeth pulled (when necessary). I have medical records for all of the cats.

The Caroline Hunt Judged Trail Ride which usually occurs the first Saturday in April will be postponed until September this year.  I am sorry for any inconvenience this may have caused anyone, but we promise a much better ride for you all in September.

We at the Caroline Hunt along with all hunts throughout the USA are celebrating the 100th year Anniversary of the Master of Foxhounds Association.  All sorts of events, activities and competitions are going on across the nation. One of Caroline Hunt's own Juniors has qualified to compete for the Centennial Horse!  It is very exciting for us as I am fairly certain we will not be here to see the next centennial!  The closing ceremonies will be held here in VA at Morven Park in Leesburg and the Caroline Hunt has much to do in preparation. Virginia Hunts and the VA Foxhound Club will be hosting hunts from across the country and Canada with over 500 hundred hounds competing.  Therefore we feel it would be best to postpone the trial ride to September so we can concentrate on putting on our best event ever!  We will be setting a date in the near future for your convenience.

It's time to start getting ready for the Manassas St. Patrick's Day Parade, Saturday March 17, 2007.  We have been accepted.  There is not a formal meeting with the Manassas parade committee.  They will let me know a couple of weeks before the parade our position and the basic rules.  They asked if we had any special requirements. I asked that we not be directly behind or in front of any bands.
 
The parade starts at 11:00.  The route is approximately two miles long through Old Town Manassas. 
 
Okay - now our requirements
 
Horses - Kelly green (bright medium green) saddle pad (can use Kelly Green felt), green leg wraps, and any St. Patty's decor you want to use.
 
Riders and walkers - Black pants, Kelly green top (suggested sweatshirt, that is what we used for the D.C. parade last year and it worked out great.  You can always add clothes underneath if needed) black hat or green hat.
 
The Kelly green can can be difficult to find if you wait too long to get it.
 
We need 2 volunteers to carry the NHS banner. 
 
If someone would like to be the official photographer let me know. 
 
We have decided to ask for a $2.00 donation from each rider/walker to cover rewarding the pooper scooper for their efforts.  Without them we would not be allowed to be in the parade.  Marian Hamamo has again graciously agreed bring her ATV to carry the containers. 
 
All participants must be NHS members and sign a release the day of the parade.

Prince William County has less park acreage per every 1,000 residents than neighboring jurisdictions and things are still getting worse! Between 2000 and 2005, total park acreage has dropped by 15%.

Many citizens are concerned that County has neglected parks and open space needs. According to the County's Citizen Satisfaction Surveys, citizen satisfaction with the County's efforts to preserve open space has dropped by 18 points since 1999.

The Comprehensive Plan is a good place to start because it sets our goals for creating parks, open space and trails over the next 30 years. Prince William County started the process to update the Parks and Open Space chapter more than two years ago.

However, on January 24, 2007, after significant community opposition to a plan that continued to set low goals for Prince William, the Planning Commission deferred a decision on the draft plan presented by Planning staff for a second time.

Citizens, not willing to continue to wait for an adequate proposal from the County, have formed a Community Coalition of Citizen Groups and are working on a draft plan to present to the Planning Commission and Board of Supervisors. Read more...

Hello everyone, normally you get updates on the Turner Farm Park project from Molly Hockman...as you recall Molly has moved into the role as treasurer for the Friends of Turner Farm (FoTF), and I am working serving as the FoTF liaison to Fairfax County Park Authority (FCPA) on the park horse facilities. We have a critical need for action on your part!  Plans for building the riding arena are in question by the FCPA.  There are $250,000 in funds from the 2004 Park Bond Referendum, but the Park Authority is doubtful that this will cover the costs of building a riding ring and a horse path from the existing parking lot to the ring. The FCPA estimate is $750,000 due to all the rules and regulations that must be followed.  The County won't put out a request for proposals (RFP) if they don't think there is enough funding to cover the costs.  We are working hard to determine if the facility can be built for less than that estimate, so that the RFP can be announced and contractors can bid on the project.   It has been 11 years since the "Save the Farm" effort resulted in a place for us to ride.  The horse people have donated money and put effort into getting the facilities built.  We need to urge the FCPA to build the ring as soon as possible-- before regulations, materials and labor rates increase further.  Your input is needed -- If your want to have a riding ring at Turner Farm Park there are 2 things you can do!  1. Please write or call Fairfax Co. supervisors to let them know that you want to BUILD THE TURNER FARM RING NOW!!!

Novice-A, B, CP-A, B, Open A (heavyweight, lightweight & junior divisions)

Location: Appomattox / Buckingham State Forest and Holliday Lake State Park. The state forest covers 19,710 acres and is the largest in the state of Virginia.

Trails: Trails consist of mostly gently, hilly terrain with some steep areas. They are made up of fire trails, single track and dirt/gravel roads. Trails wind through forests, both young and mature & through areas planted as food plots for local wildlife. The trails are nicely shaded and there is ample access to water on and along the designated trails in the creeks and streams.

Camping: Primitive camping is provided in the field behind the Forestry Center office on the left in an 80 acre field. Generator use is allowed until 10 PM. Horses will be tied to trailers and only horse water is available in camp (bring drinking water). Stallions are required to be double tied. Portable Toilets are located in camp and a bathhouse is available off site at Holliday Lake State Park just down the road for a parking fee.

All pets must be kept on a leash at all times.

We are in black bear country!   Place all trash in the trash cans located at ride management tent and please don't leave food out!

Ride: Novice B about 20 on Saturday.   Novice A and CP about 20 miles Saturday, 20 miles Sunday. Open will ride about 60 miles. (30 each day)

Original proof of negative Coggins within the past 12 months must be presented when horses arrive in camp. Rider check-in will begin at 12:00 noon on the 6th and Pre-ride vet checks will begin at 1:00 PM.   Late arrivals must be pre-arranged with ride management. Ride briefings will be held each evening and the ride will begin early each morning. The awards for 1-day riders will be Saturday after dinner & ride briefing will follow. All others will be awarded Sunday afternoon.

Riders are asked to bring a dish to share on Saturday evening. Junior riders must be 10-17 years old and must wear ASTM/SEI, Snell or approved riding helmet when mounted. Junior riders may not ride stallions and must be accompanied by a responsible adult.

Encouraging news from Richmond!
Late last night, Delegate Joe May's HB 3115 passed the House Courts of Justice Committee over the strenuous objections of Dominion Power and Allegheny Energy. If this bill becomes law, it will make it easier for landowners to require power companies to pay them if high voltage transmission lines reduce property values.

HB 3115:   http://leg1.state.va.us/cgi-bin/legp504.exe?071+sum+HB3115  would add to Virginia law the presumption that if a high voltage transmission line is built near your agricultural, residential or commercial property, you should be compensated for any reduction in that property's value caused by damage to the view.

Ask Your Delegate to Support HB 3115
In her testimony before the committee, PEC's General Counsel Georgia Herbert emphasized that:
The Constitution of Virginia has long said that property cannot be taken or damaged for public use without just compensation.

We all know that damage to the view can have significant financial impact on property value.
This bill would apply only to the negative effects of high voltage transmission lines.  
A property owner would still have to prove the extent of the damage to his/her property value.  If there is no damage, there will be no compensation.

These lines are being built by private for-profit companies and therefore are different from other kinds of facilities such as roads, schools, etc for which land might be condemned by public bodies.

Dominion's statement that this bill would cost them a lot of money is their own admission that these high-voltage power lines will have a detrimental effect on neighboring properties.

No private company should be allowed to take or damage a person's property without fully paying for it.Some lawmakers remain concerned that "if we do this for people who're hurt by these lines, we'll have to do it for everyone. 

Where will this stop?" Please help persuade the House of Delegates:   http://dela.state.va.us/dela/MemBios.nsf/MWebsiteTL?OpenView  that high voltage transmission lines are different because they are moneymakers for private companies which should not be allowed to externalize their costs by taking private property without fully paying for the resulting damage.

HB 3115 is an appropriate and valuable addition to Virginia's eminent domain laws which will benefit all Virginians whose property is hurt by construction of high voltage transmission lines.

Leesburg, VA-Obstacles and situations abound which can spook even the best horse.  Regardless of how you ride or use your horses(s), the best way to overcome spooky situations is to expose your equine to obstacles similar to what he/she may encounter on a trail ride, at a show, or even in the back yard, but in a controlled and safe setting.  Tri-State Riding Club annually sponsors the Obstacle Clinic to provide a safe venue for horsefolk to bring their animals and practice overcoming obstacles in a noncompetitive and non-stressful setting.  Participants will enjoy interesting challenges from spooky traffic cones, to bridges and barrels, to things that flap in the wind. Hard working Tri-State volunteers organize to provide lots of variety and color in the tests, and helping hands should you need it. Guide your horse through any or all the obstacles at your own pace, mounted or un-mounted.  Enjoy the day and give your horse, old or young, an education that will serve you both well in future endeavors.  Space is limited and pre-registration is required ($40/per horse) by completing the registration form and waiver found at www.tristaterc.org.  Get your questions answered by calling (540) 338-4339 or email pgeyer@....  Join your friends and neighbors in a fun day of navigating exciting obstacles and build great confidence in your horse.  Don't forget your current Coggins test and approved helmet.  The rain date is April 1st.   Photos for publication available upon request.

Having the ability to judge good quality hay is something that all horse owners can benefit from. This months Nokesville Horse Society meeting will give you the opportunity to learn what is best for your horses and I'm sure your horses will appreciate it. Great!  I really don't mind going there from Manassas - it's not ALL that far - but with the traffic and the 17 horses that I take care of 2x's a day and my daughter getting off the school bus.....and Pam's schedule - that works great.
