Saturday and Sunday, November 12 & 13, the NVCEO (Northern Virginia Coalition of Equestrian Organizations), of which the NHS is a member organization, is sponsoring a Hurricane Recovery Benefit for the horse owners affected by the Gulf Coast hurricanes. All proceeds will go directly to horse owners affected by the hurricanes. This event is 2 days full of fun competitions for fundraising. There are 3 ways folks can participate. You can come out on Saturday or Sunday or both days and compete in the fun activities. Saturday's events include 3 mini-schooling shows, beginning with a Gaited Schooling Show in the morning, followed by a Western Schooling Show in the afternoon and then a Fun Show/Gymkhana after the Western Show. We will have a live and/or silent auction of items ranging from a "hair styling" to equine massage gift certificates to a week's use of a vacation home near Disney World!!! Sunday's activities include an English Schooling Show, a continuation of the auction, a Judged Obstacle Trail Course and a very special clinic by NHS member Martha Duchnowski. Martha has become one of the most sought after Carriage Driving Clinician's in the Mid-Atlantic region. She will be conducting a clinic titled "Carriage Driving 101, through Cones" where you will have your chance at the reins with Martha instructing. This clinic begins at 1:00pm on Sunday.
In addition to the friendly competition during the two days of events, "teams" are encouraged to participate. When you register indicate if you are a member of a club (NHS, CHS, BES, USTR, Trailblazers, etc) or a local barn or just a group of folks making up a team. If your team earns the most points during the two days of friendly competitions our sponsors will make a donation to the fund in your team's name. Also the team with the greatest number of competitors and/or volunteers will also receive a donation from our sponsors in the group's name.
Not a competitor, but still want to help for this very important event? We are still accepting donations of items for our auction and of course we will still need volunteers. Finally, we will be accepting donations of good used horse related items to ship to the horse owners in the Gulf Coast area. A list of needed items will be posted on the NVCEO website at www.NVCEO.org. You or your business can also "sponsor a class". The suggested donation is $50 to sponsor a class. When your class runs you will have your name announced as the sponsor of the class.
All donated items and cash donations are tax deductible. For more information to participate, volunteer or donate for this special event go to the NVCEO website at www.NVCEO.org and click on the link for "Hurricane Benefit". This event is being spearheaded by members of Battlefield Equestrian Society, Clifton Horse Society, George Mason University Equestrian Team and Nokesville Horse Society, all member organizations of the NVCEO.

The purpose of the December get-together is to invite the event planners from your organization to network with the event planners of other organizations. The event will be a "pot-luck". My eldest sister, Mary, a former equestrian, is looking for a place to rent with her 3 dogs as soon as possible, a place for them to romp and a place for her to live; I was wondering if you knew of anyone in the area, Reston, Sterlin, Clifton, Fairfax Station (places that still have some acreage left), that might have a mother-in-law/barn suite etc. that might be able to accommodate her and her dogs. She is still well versed in caring for horses and does petsitting on the side; I was wondering if you could pass the word along to your cohorts or put something in the Leadline to this effect. Sorry to bug you on this, but since I live in Spotsy now, I'm out of the loop with the Fairfax County area.

Please note that this is a clarification of our existing policy and is not a change in policy. Here is the text:
Background
Several people have inquired recently about Federal requirements regarding equestrian and other nonmotorized use of projects funded under Section 217 of title 23 of the United States Code (www.fhwa.dot.gov/environment/bikeped/sec217.htm). The reauthorization proposals from the Administration and the Senate had proposed adding some language clarifying this issue:
"Shared use paths may be used by pedestrians, bicyclists, skaters, equestrians, and other nonmotorized users." This language was not included in the final version of the SAFETEA-LU legislation. The fact that this new language was not adopted does not change current Federal policy.
FHWA Position
Equestrian and other nonmotorized recreational use may be allowed on shared use paths and trails that use Federal-aid transportation funds. Federal transportation laws and regulations do not prohibit the use of shared use paths or trails by equestrians, in-line skaters, cross country skiers, snowshoe users, or other nonmotorized users. States may choose to prohibit such use; it is a State determination. Various design options may allow equestrian use, such as providing both a paved path and an unpaved path within the same right-of-way. See Resources below.
Related Provisions and Implications
Section 217(i) states: Transportation Purpose.--No bicycle project may be carried out under this section unless the Secretary has determined that such bicycle project will be principally for transportation, rather than recreation purposes. This requirement only affects bicycle projects. It does not create a prohibition of equestrian or other nonmotorized recreational use.
Transportation enhancement projects must relate to surface transportation (see www.fhwa.dot.gov/environment/te/relate.htm). This is a flexible provision that accommodates recreational use as long as the project relates to surface transportation.
When a State uses Federal-aid transportation funds for a project affecting a recreational trail, the use of Federal-aid transportation funds should accommodate existing legal recreational uses that are consistent with the land management agency's plans. A land manager may choose to change land use consistent with management goals and plans, but State or local officials should not require a change in existing legal recreational uses solely because Federal-aid transportation funds are being used for a project.
Trail Sharing
The Recreational Trails Program (RTP) encourages trail management practices to serve a wide variety of trail users, including equestrians. This philosophy of trail sharing and cooperation should extend to other trail projects using Federal-aid highway program funds. An amendment in the RTP now allows RTP funds to match other Federal programs: for example, a State may now match Transportation Enhancement or other Federal-aid funds with RTP funds. The RTP continues to allow matching funds from other Federal programs. The RTP guidance states:
"Many trails provide both a recreational and transportation purpose. RTP funds may be used on any trail which provides recreation. Using RTP funds on a trail project does not make the trail ineligible for other Federal highway funds if the trail also provides a transportation purpose."
