I've been off the board for a while so I may be late with this answer.

When I first got my Expedition I put Specialized Nimbus 41c tires on it.  They

barely fit and the rubber nubs at the side of the tires started wearing on my

stays and fork so I took them off. Since then I've been running Nimbus 38c

tires.  I find Specialized tires to generally measure wider than their

advertised width so with another brand you may be able to exceed 38c.

The rim will definitely come into play as well. I bought Specialized 38s and on

a Velocity Dyad they would not fit without some rubbing. Schwalbe 35s was what I

settled on with fenders. I should say that I was not trying to run fenders with

the 38s.
