One reason that was stated; they cause an unsafe condition by creating dusty riding conditions, there by obstructing the other racers vision.
 
Sort of like a hover craft. LOL.

-Rick, yes that is exactly what it is. It was a term that was coined back in the day because of the way that it looked on the bike. It sort of curled around so that most of pipe is actually all in front accross the top of the motor....The reason for this is because there really is not much room to run typical up pipes.. they do look odd...
but if you do not mind, I have never heard how they work...
