Our own Missouri Senator Kit Bond is sponsoring or co-sponsoring a
series of amendments to the stimulus bill to

- Take a up to $50 billion more of stimulus money
- Take away up to $8 billion currently slated for transit
- Put all $58 billion in a special "highway-only" fund
- Say it is AOK to just go ahead and use that new money to build a
whole lot of new highways without worrying about bicycling, walking,
transit--or even maintenance of the current system

These proposals may come to a vote as soon as TODAY in the U.S. Senate.

Meanwhile, Missouri Senator McCaskill is waffling in her support of
bicycling, walking, and transit as part of the solution to America's
transportation problems--because she is afraid people in rural Missouri
won't support it.

3. Join MoBikeFed in Jefferson City on Monday, Feb. 24, 2009, for 3rd
annual Bicycle Day

We need your help to take our message to legislators


Join the Missouri Bicycle Federation in Jefferson City on Monday,
February 24th, 2009, for the 3rd annual Bicycle Day in Jefferson City.
Your help is needed as we meet with every state-level elected official
to ask for their help to create a more bicycleable and walkable
Missouri.

Bicycle Day started two years ago with just about a dozen of us visiting
legislators and officials. Last year we had about four dozen, and were
able to make personal contact with every legislator's office.

This year we need your help to make Bicycle Day the best ever. Our goal
is to have over a hundred in attendance from every corner of
Missouri--because when you speak personally with your own elected
officials, they really listen.

But when your elected representative meets you and hears you talk about
your passion for these issues, it really seals the deal.

4. Maryland & Washington introduce driver accountability Bills

A couple of states are now pushing to introduce legislation similar to
that proposed and supported by the Missouri Bicycle Federation.

The bill in Maryland, similar to proposals MoBikeFed has supported
(PDF), is designed to fill the "big gaping hole" between felony
manslaughter and a minor traffic ticket:
Del. Luiz R.S. Simmons, D-Montgomery, the bill's chief sponsor, called
it "cosmically absurd" that a driver can speed, run a red light and kill
someone and not face criminal prosecution because his actions did not
meet the high standard required to prove vehicular manslaughter. He said
his measure would not criminalize "ordinary negligence," such as taking
your eyes off the road momentarily, but would be targeted at more
serious deviations from reasonable care.

The legislation will create "a culture of accountability on our roads,"
Simmons said.

A similar bill has been introduced in Washington State.

5. Who would You Nominate to the Missouri Highway and Transportation
Commission?

Nominees appointed in the next few months could dramatically affect
MoDOT's direction


The Missouri Highway and Transportation Commission is a group appointed
by the governor to oversee MoDOT.

The Commission is the only group that has operational control over MoDOT
and its policies--the governor doesn't (except insofar as he can appoint
Commissioners) and the legislator doesn't.

Two Commission spots are opening up in March.

So MoBikeFed's question to you is: Who, in your opinion, would make a
great Commissioner--someone who might understand and support bicycling,
walking, and transit and well as all the other issues MoDOT is facing,
and also would represent Missouri well?

The Commission maintains a balance between Republicans & Democrats; a
seat from each party is open. Generally members are community leaders,
well respected in their community.

6. Rural Missourians depend on walking and bicycling, too--more than you
might think!

A recent exchange with Missouri Senator Claire McCaskill as well as
MoBikeFed's response to MoDOT's proposal to re-align Route 63 between
Jefferson City and Rolla has led us to dig into facts and figures about
bicycling and walking in rural Missouri.

Interestingly enough, the census data shows that there are slightly more
no-car households in small-town Missouri than in the state as a whole.

And rural Missourians depend on walking to get to work as much or more
than Missourians as a whole.

Small town Missourians seem to depend on bicycles somewhat less than
Missourians as a whole--not surprising given the abysmal state of roads
for bicycling in rural towns.

The comparison with small towns in Kansas is interesting: Kansas has
fewer no-car households yet more no-car commutes than Missouri.

7. Is the 2009 Tour of Missouri coming to your part of the state?

Tour of Missouri route announced


The press conference to announce the Tour of Missouri cities for 2009
was held on Jan 27th . . . word is that 72 people rode down to St.
Joseph City Hall to join the mayor (who called in to the press
conference, which was held in Jefferson City).

Bicyclists in other cities across the state were just as excited--though
others, such as Hannibal, Clinton, Springfield, and Branson--who had
also worked hard to bring the Tour to their cities, were disappointed.

Here is the official announcement of the 2009 route:

Event organizers and Missouri Lt. Governor Peter Kinder today announced
the start and finish host cities and the overall course for the third
Tour of Missouri professional cycling race, scheduled for September
7-13, 2009.

The following cities will play host to a leg of the Tour: St. Louis, St.
Genevieve, Cape Girardeau, Farmington, Rolla, St. James, Jefferson City,
Sedalia, Chillicothe, St. Joseph, and Kansas City.

"We had a record amount of cities inquire about the Tour of Missouri,"
said Lt. Governor Kinder. "It is a testament to the success of the race.
We faced a very difficult process of eliminating some great cities. Our
commitment, however, is to continue to route the course to all areas of
the state. This year, for the first time, we will visit the southeast
part of Missouri while spending a longer time north of Interstate 70. In
addition, we will be able to highlight some of the agricultural
regions."

The overall course will take on a very different slant in 2009. For the
first time, the race will route east to west, starting in St. Louis and
finishing in Kansas City. The past two years, the race routed west to
east starting in Kansas City to finish in St. Louis. Stage by stage
courses will be announced at a later date.

"In keeping with tradition, we will change the course from year to year
to keep it fresh," said Chris Aronhalt, the managing partner of event
organizers Medalist Sports of the Atlanta area. "There will be new drama
on the race route and we expect a few more hills. Overall, we have some
great and very excited host cities."

The race will be contested over seven days and seven stages. There will
be two circuit races (St. Louis, Kansas City), one individual time trial
(Sedalia), and four point to point road races (St. Genevieve to Cape
Girardeau; Farmington to Rolla; St. James to Jefferson City; Chillicothe
to St. Joseph).

"I like what they've done," said 2008 Tour of Missouri champion
Christian Vande Velde, an American who also finished fourth overall at
last year's Tour de France. "It's a totally different race course and it
looks like they've added some challenging terrain. Last year's race was
very fast and tougher than it looked on paper. I look forward to coming
back with my Garmin teammates to defend my title."
