I don't know how Matthew's rack mounts, but I've had success running a
lowrider with a top rack.

The rack is an Alex rack. the lowrider is a $17 (CA) MEC rack that is
the best value rack ever -- copy of the Jandd lowrider. The bike is a
hacked 83 Trek 520. Ran great loaded with junk over the wheel and in
the panniers.
I've also used the Nitto campee:

That's a great rack -- but obviously doesn't have the nice big
platform. On the Atlantis, it felt much better with weight loaded in
the panniers and bulkly/light stuff up top. This is also a good rack
to strap a giant wald basket to.
