I've had good luck using a cheap (under $10) pipe cutter.  It does, as Alex says, deform the metal, raising a little lip, but this is easily filed off.  If you own a hacksaw w/ a reasonably sharp blade, I'd use that.  But a pipe cutter is a viable option, and with only minimal care you're sure to get a nice, perpendicular-to-the-steerer cut.
