I don't usually post anything, because I don't have much to add I suppose,
but this IS something I know about. I'm an inline Speedskater (only wanting
to be a figure skater). There is no adjustment but there are some things
you can do. If the bearings are serviceable (you can remove one of the
shields) soak the bearings in a solvent like mineral spirits. Once all the
heavy grease has been removed, dry the bearing. Add one drop of a speed oil
like SLX, which can be purchased from a skate shop to each bearing.
Re-install the shields and you will find the bearings spin much faster now.
