*** NM Legislature Tables Bill To Mandate Cycling Helmets ***

SANTA FE, NM -- 03/06/2003
The New Mexico State Legislature is considering
a bill that would require cyclists to wear helmets
and shops that rent bikes to provide helmets and
a legal notice to all rental customers.

Although the bill is entitled the Child Helmet Safety Act,
its language directs the proposed law at people of all ages.

The proposed bill would not only require minors to wear a
helmet at all times but would also hold parents and businesses
that rent bikes responsible.

Bike rental businesses would be required to make all rental
customers sign a notice saying they were given a written
explanation of the Child Helmet Safety Act and the penalties
for violations.

Bike rental businesses would also be required to provide a helmet,
for a fee, to any person who did not have a helmet in their
possession at the time of rental. Any business that did not comply
with the proposed regulations could be held liable in civil action for
any injuries sustained as a result of the failure to wear a helmet.

The house bill, HB664, is sponsored by Rep. Gail Beam.
An identical senate bill, SB637, is sponsored by Sen. Linda Lopez,
who recently sponsored legislation for a Safe Routes to Schools program.

The house bill passed the House Public Affairs Committee,
7 to 0, and is awaiting a Judiciary hearing.
The senate version has yet to be heard by the
Senate Public Affairs Committee.

Woodward West Grand Opening: Saturday, May 10 — SAVE THE DATE
Stallion Springs, CA — On Saturday, May 10, Woodward Camp will be
hosting its Woodward West Grand Opening in Stallion Springs, Calif.,
from 1 to 5 P.M. Skateboarding, inline skating, BMX pros and
gymnastics Olympians and coaches will be on hand to kick off Woodward
West's first summer session. Industry vendors will share their wares,
action sports athletes and gymnasts will be performing demos and all
are invited to be a part of the ribbon-cutting ceremony.

Only two hours from Los Angeles, Woodward West will soon be the new
So Cal stomping grounds for action sports enthusiasts and the place
to train for the upcoming ESPN X Games in Los Angeles this August.

Woodward West includes a 54,000-square-foot indoor park, perhaps the
largest ever built for the specific purpose, and a 12,000-square-
foot, all-wood skatepark, built by Keystone Ramps and Parks from
Pennsylvania. Team Pain from Orlando, Fla., constructed a 20,000-
square-foot concrete skatepark and another 15,000 square feet is
earmarked for later expansion. The most unique feature is the over-
vert bowl corner, geared toward intermediate and advanced riders and
skaters, and vert sections with pool coping. Training facilities also
will include an outdoor vert ramp and BMX dirt jumps.

Gymnastics facilities will include a 24,000-square-foot, state-of-the-
art gymnastics facility with 13 in-ground pits, eight in-ground
trampolines, and two in-ground tumble tramps. It also will include
tumbling facilities with a longer-than-regulation-length tumbling
strip.

Woodward West will be the home away from home this summer for 4,600
campers in gymnastics, inline skating, BMX freestyle and
skateboarding this summer.

Woodward West is located in a rural area, similar to Woodward's
flagship facility in Pennsylvania, and has a western theme. It is
nestled in the Tehachapi Mountains to reflect the natural beauty of
summer camp and has the added bonus of Southern California climate.

Tours of Woodward West are available to the public on Saturdays at
noon beginning March 15.

Look for future updates on the pros and Olympians who will be present
to kick off Woodward West Summer 2003.

- Benni Korthaus and Simon Stevens went to Toronto for the Metro jam.
Andreas Kittel broke his foot. Thorsten Pullich (Country Bikes) broke his
leg in two pieces but will be okay to ride in 6 weeks. More German broken
bones: Andy Deichel broke his hand and needed 6 screws and 2 plates.
Thorsten and Andy are both riding for Ecko Untl. Clothing.

- Pro predictions from pro racers keep coming in. SE's Todd Lyons is
convinced he is going to win this year. Entry date closes soon.

- David Quesada (Flybikes): Francisco jimenez "Perico", from Malaga is the
new spanish rider on the Flybikes team. "Perico is just another awesome
rider from Spain that needed some motivation like Sergio and Javier did time
ago. We´ve been on a comp on Portugal the other day and Perico was killing
the course with massive transfers and wall rides. He will come with us to
some comps and will join our next tours this year. He is also an all time
friend of us so we are really happy" said David.

- The Fly traveler and miterious rider, Alvaro Santalucia "Guiri" has become
his dream come true. He bought a huge 8.5m long RV for his continuos trips.
Flybikes will help Alvaro to pay the monster using it for tours and comps.
This wessel has space for 5 people to sleep comfortable, shower, bathroom,
kitchen, Satelite TV, Solar panels, Aconditioner air, storage for bikes,
DVD, Playstation, GPS......

- More good news from Alvaro is that he is riding again after 1 year and a
half recovering from a ACL injury.Wellcome back "Guiri"!

- Flybikes´s Sergio Layos, Alvaro Santalucia and Macneils´s Axel Jurgens did
a small tour around Spain for the next Z-Ride video. They went to Madrid,
Malaga, Portugal and Flybikes hometown, Vigo. on the new Alvaro´s RV.

- Vic Murphy reports: John Bristol from Oregon is now a Dirt Bro! Steve
Woodward from SD is too! Ryan Fudger now is the assistant at Ride magazine.
Vic is engaged to be married to Shelly in the end of May. Failure team is
rockin', check the website, Frames coming real soon, Gary Young is the
ruler! and has a sig frame. Mike Grosse and Chris Myers are going to be at
the BackYard jam in Bournemouth and Bike '03 if they can get their passport
done! Matt Bischoff is doing double beard grabs! that's the hardest trick to
learn because you have to wait for the beard to grow! Dirt Bros' new website
will be up in the middle of March with a new address at: dirtbrosusa.com.
Vic Murphy sold his bikes on ebay; got 1,100 for the red white and blue one
and 700 for the raw one! good deals for both, John Greer is a Failure but

- Eastpak has just bought a gorgeous mini ramp coated in pro skatelite, 5ft
tall, 16ft wide and 32 ft long and stunning. The reason they've done this is
to take it on tour around the UK and try to raise some money for parks that
are in the process of being built or in need of renovation. They plan to hit
10 towns in 2 legs. The first leg is the North and they propose to take in
Manchester, Nottingham, Liverpool and a couple of other places. Eastpak are
urgently looking to:
a) find places that are building parks,
b) get in touch with councils
c) book in venues where they can bring a couple of bands.
If you want Eastpak to come to your town with a couple of bands to help
raise money for a local park, contact: Wayne Healey at: 07753 973488. Do it
now, he sounded pretty desperate for venues.

- Niels Thanild just finished a trip in NewZealand and Australia, with a bit
of the Dragonfly team. Mike Daly, Ryan Guettler and Christoph Huber. Mike S.
is down there as well. Mike S. just received his prototype Solo frame after
paying $370 on shipping (from Taiwan) but can't ride it yet because he's
missing some bolts for his cranks and can't get any in Aussie land. Michael
will fly back to Hamburg for a few days at the end of March and will then
fly to Rio for the South American X-Games qualifier where foreigners can
qualify for the X-Games as well from now on.

- Malmø skatepark in Sweden has apparently banned bmx, and that sucks.

- There is a contest in Galaxen Skatepark in Göteborg, Sweden 15/03/03.

- Tarzan and Jacob Rasmussen (Denmark) have built an indoor skatepark in
their hometown Randers, Denmark. Tarzan is almost ready to ride again after
a broken leg.

- Donny Robinson is riding for the Phantom / Avent / Fly / Adidas racing
team and he's SUPER STOKED! He also continued his relationship with FSA,
SPY, FLY, Answer and got hooked up newly with ACS hubs. He says he's gonna
make it happen for sure (no, he's not on SE makin' it happen). "In Oklahoma
this past weekend I got 6th class and 5th cruiser on Saturday and 4th in
class and 1st cruiser (first pro cruiser win!) on Sunday" reports Donny.

- Chris Duncan is not riding for Free Agent anymore, he is riding an S&M.

- Siemens liked the Lake Jump they sponsored in Italy at the Bikefestival so
much that they wanna do a Lake Jump Tour in Wien, Dubai, Germany, Italy and
China!!! No Bullshit!

- Timo Pritzel won the Red Bull Freezride Event in Montana, Whitefish (they
gave him a Moto-X Bike..jipee)..... street Parcour & doubles on snow...
Robbie Miranda and Chris Duncan were there too...

- Best Buy back out of the CFB series as a title sponsor. This means the
Hoffman crew are looking for people interested to support the 2003 series
(and beyond). If no sponsors come up soon, the series might be cancelled.
More news on this in next month's FAT news Flash. Don't book any flights
yet.

- Things are looking good for the FISE contest in Montpellier over the
Easter weekend. The Little Devil crew will be there (including Jason Enns?),
Mirracle boy and Nyquist, Chase mag, RIDE USA and also expect reports in the
European press including a report on FATBMX.com. Mini, street, vert, flat,
dirt. Check FAT's event schedule for more info.

- Effraim Catlow is out at the moment with a fractured ankle from riding the
local park. He reports that Mark Webb, Ben Foakes and Steve Bartholomew have
left for Woodward for a riding/filming session. Clicked 8 will be out soon
we've been told. Pretty much the video consists of 40+ mini rider sections
and 4 single rider feature sections. All footage is exclusive and recent
from late 2002 into 2003.

- As of February 25, 2003 Jamie McParland (pdxbmx) is an ordained minister
in the Universal Life Church. He can legally perform weddings, funerals,
baptisms or anything your spiritual needs require. Halleluiah!

- 205 pound Kevin Robinson will be going in for a small wrist surgery on
April 18th. Two week recovery and he'll be back kicking ass. Kevin bought a
condo in State College, near Woodward.

- The T-1 crew is still on their world tour: Nate Wessel updated us on the
latest happenings: "Yo Bart! T-1 tour is in the land of oz (Australia) still
heading South down the coast at the moment, been surfing everyday, lovin'
life. It's finally not raining today so we're going for a heavy sesh at this
park in Forster. It's amazing, endless lines and it's right next to some
bay, so if you get too hot you can jump in the water. But shit's going good
can't wait to come out your way for that part of the trip, but maybe I can
wait a little bit 'cause a lot of good shit is probably going to happen from
now till then, but hope to hear from ya soon. I'll try to let you know when
were getting closer to you. Our next spot is Tasmania, they have some wild
vert snake run there and the Cadbury Easter bunny chocolate factory. Then
off to South Africa so keep in touch and I'll try to send you some updates,
late, Nate".

- Scoot Dogg has almost finished issue 4 of Shine. They also filmed at
Davemirra.com's secret training ground for the upcoming issue which will be
available as a double DVD (issue 4 on one, issues 1-3 on the other DVD).

- "Here a few pictures of our new T-1 ramp addition for you. We bowled in
half of it and added a hip. It's a surprise to Nate Wessel and Joe Rich on
the trip since I haven't told them anything about it. Nate would flip out
too if he found out someone else was working on "his" ramp. I needed a new
toy though and Ryan Corrigan and Paul Buchanan built it for me. Skatelite
gave us some new Hemp based skatelite to try out too." -Taj Mihelich

- The ever funny Leigh Ramsdell filled us in on his latest happenings:
"There's a demo going on in Hawaii March 2nd for Big Island's new
bike/skate/art/tiger shows/coffee shop; The Big House. It's a free bar-b-q
and mini ramp demo with Rooftop, Adam Banton, Colin Winklemann, Heath Pinter
and myself. It should be fun. Also I'm moving in with Van Homan in May and
I'm still bowlegged. I've been testing my new prototype frame the Night
Prowler. It has a shorter read end and the top and down tube are reynolds
double butted. It weighs around 6 pounds. I'm stoked."

- News from France by Romaric Fath:"If you don't know yet we have now a
place to ride around Paris. Thanks to "Time to ride" association ( presided
by Jon Petit ) the Rollerpark Avenue is now open to bmx on Mondays and
Tuesdays. 20 EUR for a membership card + 10 EUR / 1 session. About 100
riders signed up. We can see in Vitry / Seine ( 94 ) riders like Dimitri
Ivanov, Thomas Caillard, Vincent Vernet, John Petit, Olivier Tourrel, José
Delgado, etc... I don't ride for FELT anymore because their bikes suck and I
have an ITW on agoride.com. I ride a Solid Bikes Killing Machine that Ryan
sent me from California. For me it's the best frame I ever had and I've had
a lot!"

- Brian Tunney is at it again. Duffs team news:

Mat Hoffman (Hoffman Bikes, Duffs): I can't think of any new news right now,
but I had this that I wrote up for my MatHoffman.com website. I was keeping
a journal in the news section while I was traveling a couple weeks ago and
we went to the Skatepark Expo. Oh yeah, Lew and I started working on the
scenes for a screenplay adaptation of "The Ride of My Life." (To read Mat's
complete thoughts on getting BMX bikes into public skateparks, check out his
website. Below are some of the points Mat argued for at the Skatepark Expo.)

JOURNAL: MULTI-FACETED ACTION SPORTS EXTREME PARKS
OK, why are there city skate parks? And what should they be used for? And
should bikes be allowed into them?

Of course bikes should be allowed in City Skateparks. City skateparks are
built to do something good for the community, to fill a void that was
created by the population of Action Sport. Action Sports consists of
multiple disciplines that use the same facility. By favoring just one you
are implementing animosity into your community through the effort of trying
to do good for your community. If you're a private park you can choose and
be selective on whom you want in your park. This could be an additional
advantage for all the private parks to control traffic as the city park
designs become better. City parks are being paid for by taxes that come from
all of us- Skater, Bikers, Inliners, etc.- we should all have the right to
enjoy them.

Should there be other Biker only parks built?

This is going to just segregate us, our communities. I have skaters I like
to ride with and my friends who skate like to ride with me. We have fun
together. We inspire each other. We learn from each other by looking at our
sports through each other's perspective. Having to pick your friends you
ride/skate with and hang out with by how many wheels you roll on doesn't
seem like a good answer to strengthen a community.

Well, why are they called Skateparks instead of "Multi-Faceted Action Sports
Extreme Parks"?

Ski resorts are still called "Ski resorts" even though they are also
designed for Snowboarders. Snowboarding evolved from the idea of
skiing/skating/surfing. There is no need to change the name of the slope
they ski down just learn your history. Skiers and Snowboarders had territory
issues, too, for a while. A different discipline evolved using the same
terrain but this time it was the skiing/skating/surfing kids who were the
underdogs.

Brian Castillo (Volume, Duffs): "I have been doing shows for charity that
helps the unfortunate people out there. I have learned many new and exciting
tricks that I can do on the drop of a hat. I have enrolled in the Army so I
can help out in the war effort. Hopefully my biking skills will pay off.
Before I go to the war I plan on going to Nevada to gamble and drink a whole
lot."

Ryan Corrigan (FBM, Duffs): "What have I been up to? Building ramps and
working at a bar. Great, huh."

Kris Bennett (Volume, Duffs): "Not too much news to tell. I've been doing
real good on keeping New Year's resolutions and have been riding every day,
even if it is just at the warehouse. Hopefully the weather will come around
soon. Square One has been keeping me real busy. I'm pretty psyched that the
video is almost done. That will be a big weight off my shoulders. We're
having a premiere March 1st during the Toronto comp at some place called
Mick E. Fynn's. Should be pretty cool. I suppose that's about it. Sorry I'm
so boring."

Leigh Ramsdell (Eastern, Duffs): "I just got back from Orlando, FL and rode
Chad Degroot's drained pool and Mission skatepark. Now, I'm in California,
visiting fellow duffs rider Adam Banton. I'm also getting some more tattoos
from Adam Booth. Oh, and today I ate food."

Adam Banton (Dragonfly, Duffs): I'm going to Hawaii for a week to ride and
learn how to play slide guitar, staying at Big Island's and riding at a
local demo. I started working part time for Access BMX, out of Ride
Publishing. I got my own cubicle and Keith Mulligan's old computer! Chris
Arriaga asked me to write a song for his KINK vid section. I finished up
that last week. Keith Mulligan is having another photo gallery show at roots
this year, and he 's asked me to play live there. Last but not least, I have
been riding too! Did I mention Leigh farts A LOT!

Matt Beyers (1664, Duffs Canada): Here's what Matt had to say. "I just
wanted to let you know what I'm up to these days. Right now I am in the cold
Canadian tundra of Edmonton working on a drilling rig to save up some cash
for whatever comes my way." Matt recently had the cover of the Canadian BMX
magazine Chase, along with a full interview within that issue. Matt will
also riding in the Toronto Metro Jam contest at the end of this month.

Brian Tunney (Federal, Duffs): Stuck under two feet of snow!

Stuyvesant, Jimmy Levan, Sean Arata, Brandon Fenton, Terry Adams and our
newest addition, Dirty Dan Bogard. See you in March when we're hopefully not
under as much snow...

- Mosh is being very misterious about a new rider they signed. If you know
who it is, mail it in and we'll post it. There's no place for secrets on
FATBMX.

- After a quick trip to India (see report on FATBMX) Chad Kagy is back in
cold Pennsylvania. Pros visiting Woodward has been slow. Woodward's new Vert
ramp is almost done. 11 1/2 foot tranny with 2 feet of vert, about 50 feet
wide, 30 feet of resi. There are some new tricks getting thrown around but
until they get pulled on a real ramp they aren't to be disclosed. We will
check with Chad next month on the development of the vert tricks after Simon
Tabron, Zach Shaw, OBG and Anthony Pill have joined a session or two.

- Aaron Behnke has returned home to The brutal West Virginia winter. Aaron
spent the past two months in sunny Orlando, Florida. He just put together a
prototype frame that will be his DK signature model.

- Chad Johnston is riding for L'essence and Bizhouse for 2003. Chad's
finishing up LandEscape:B (should be done early March).

- Simon Tabron is always the first rider to respond to requests for news.
This month Si had the following to report: "I broke 3 ribs in January but
I'm feeling better now. Looks like I am getting planning permission for my
ramp - the councilor who I helped with the skatepark 'helped' me with the
planning department! Cool. I think this is a first where backyard ramps are
concerned! I also now have a 40 feet wide vert ramp at our new skatepark 1
mile away. Stoked."

- Bas Vennik and crew are trying to get a skatepark off the ground at the
Malieveld in Den Haag. Good luck to the project, the design looks nice.

- KHE will be supporting FATBMX for the next two months by banner
advertising. Interested yourself? get in touch.

- FAT's BMX XXX contest winners are: 1st Prize WeThePeople Nova bike: Michel
Koehorst 2nd Place Playstation 2: Jozef van Cuyck BMX XXX game: Graeme
Hardie. We've been promised that the prices were sent out last week. For a

section.

- Bestwick, TJ Lavin, Fuzzy, Doyle, Robbie Miranda, Staff, Holmes, Lopes,
Nyquist, just a few names that will be present at the Bike 2003 event in one
of the many competitions. Birmingham, NEC, 25-27 April. That's one week
after FISE, two weeks after the Backyard Jam in Bournemouth. Busy month.

- Part 2 of Tim March's interview is up. It's great reading. Part 3 will be
up next month.

- Ricardo Roich finished his video called El Raidero. Expect some riding
spots you've never seen before on this one. Review on FATBMX soon.

- Frank Schnutgen of the Ai-tiem (new CD out now!) is on Hoffman Bikes
(Germany).

- The Jack Ass Show with Johnny Knoxville, Jeff Tremaine and his crew came
to Germany. The set was realized with three TV-Teams in Cologne in the
Domsports-Park: With HARO and wtp-distribution!

- The BoomBoomHuckJam tour is coming to Europe in May.

- Hoffman Bikes is excited to announce their 2003 team lineup. A few changes
have been made for the New Year so check it out. Mat Hoffman...no
introduction necessary. Kevin Robinson.one of the featured riders on Tony
Hawk's Boom Boom Huck Jam and the strongest man in Freestyle BMX will be
going on his 10th year with HB. Seth Kimbrough, Hartselle, Alabama's silent
street destroyer and one of the sports most progressive street riders is
back for 2003. Koji Kraft and Jimmy Walker, the Chicago vert connection will
be representing once again. Ryan Barrett from Raleigh, North Carolina will
be back ripping everything from dirt to street. Art Thomason and long time
HB rider Day Smith will complete our Flatland lineup. Sebastian (Baz) Keep
from the UK will be joining the team full time. If you haven't heard of Baz
you will soon. He rips everything, dirt, street, vert. Watch for Baz in the
next addition of Road Fools. Achim Kujawski Guten Tag Mein Freiund! The
legendary vert, mini and park rider from Cologne, Germany will travel to
almost every content in 2003 representing HB for his 10th year!!! And last
but not least Hoffman Bikes is excited to welcome long time friend, 2001 X
Games Park Gold Medalist and amazing rider Bruce Crisman to the team!

- A plan has been made for a permanent indoor BMX track in Ommen, The

- Sandy Carson's having an art show with a bunch of his recent photos...
It's at the Bouldin Creek Coffee House and Cafe on South First street in
Austin. The photos will be up for 6 weeks so there's plenty of time and no
excuses to not check it out. Sandy's having an opening during South by South
West, so stay tuned for more on that. So if you're in the area, drop by and
have a cider and check it out..

- The 2003 Sunn team has the following members: Team manager Mickael Clerte,
Clement Doby, Samy Jahidi, Cecile Lazzarotto, Matthieu Despeaux, Seb
Jullien, Lorin Martinez and dirt jumper Stephane Cayet. Back to full force
for Sunn.

- DJ is working on making KOC kick ass again. Help him out if you can.

- BMX-up magazine is back. Jwel has woken up and is at it again. 3rd BMX mag
in France.

- gOrk is one active Redline employee. Here's part of his regular news

there, too ... in a Redline ad on page 133! Furthermore -- Bubba was also

mountain bike, out of the tailgate. Eddie also informs us that he's
currently on-the-set, doing stunts for SPIDERMAN 2 (along with BMX Hall of
Famer Kevin Jackson).
* Kamakazi, spotted down unda', applying for his 2003 P-1 "Athlete" Visa.
... He'll be here soon!

- MacNeil's Axel Jurgens spent 7 weeks in Europe, mainly in Spain and
Portugal. He got second at a contest in Portugal behind Sergio Layos, the
FlyBikes rider. Will Rosi return to "Palavas"? We sure hope so. Either way,
he'll be hanging out with the HDT as Paul is going to the Roots jam and Bart
will be present at the FISE contest in the South of France during the Easter
weekend.

- Woodward West is starting to look good. Camp should be up and running in
May.

- Jason Donnell calls it quits after 20 years of BMX racing.

- In the Alexa Overall Traffic Ranking list (all internet sites known by
Alexa) we moved up to spot 296,279. In October 2002 we had a traffic ranking
of 400,534, so we moved up the ladder more than 100.000 places over the last
6 months. We're still behind on a few big players but are ahead of sites

- News from Derek Adams at Little Devil (etc.)

1. Trans Am: First of all we are setting up a distribution company called
'Trans Am' to properly handle the U.S. distribution for the following brands
(it's really just a new name were using to front like we're big time). This
will take effect when we start using the name officially in a couple of
months. The address and phone numbers will remain the same. By the way the
name means 'Across America' if you haven't figured out. Pretty fitting for a
distribution company I think (plus we'll be able to design some cool Smokey
and the Bandit style graphics...sweet!)

2. Little Devil: The DVD compilation is still in the works but we're moving
the release date back to May so we can add a France road trip segment
(filming in April). The FISE contest promoters are flying us over for to
weeks to attend the contest and film. Should be a nice addition to the final
product which already includes Seek and Destroy, Criminal Mischief, a
Vancouver Team Trip, and an Inside Little Devil/ LD warehouse ramp segment.
Mark Eaton has been put in charge of the project to make sure it gets
finished in a timely manner. As always we also have a lot of new clothing
items in the works for Fall.

3. Square One: The new team video 'Wide Awake Nightmare' is 99% finished and
scheduled to premiere during the Metro Jam contest in Toronto at the end of
February. There will be a March release of the video followed shortly by the
DVD release. I think this video is going to kick the BMX world in the ass. I
can't wait to see it myself. Kris Bennett has been working really hard to
get Square One off the ground (and riding like an f'n bad ass too). Things
are looking good for SQ01 this year. Lots of new clothing items in the works
to add to the quickly expanding line.

4. Harvest Natural Apparel: We'll be helping Pro flatland rider/employee
Anthony Durbano get his clothing brand 'Harvest' moving forward. The brand
is aimed at making clothing with an organic feel and sponsors flatland
riders Kerry Gatt, Jody Temple, and Andrew Arroyo. Harvest will be available
soon through Trans Am.

5. Orchid Footwear: Last but not least we are starting a shoe company. The
company is planning to officially launch at Interbike 2003 in October, but
we should have shoes and apparel early September. The shoes are already past
the designing stage and shit looks pretty awesome. Organization and timing
are all very important in the shoe business so we're taking our time with
the launch date in order to do things right. Dealers who are interested
should contact Little Devil/Trans Am for more information. As far as the
team goes, we have our eyes on a few guys already, but we haven't made any
final decisions. Any interested pros should give me a call. Any really
interested pros should send us a case of beer.

- Jamie Staff and Andre Ellison both Join the GT/Hyundai team. GT Hyundai?
yes, along with Mongoose/Hyundai, Hyundai stepped up and signed GT (and the

to be sporting the new Hyundai Tiburon GT edition cars, as well as the new
GT uniforms.

flatland pegs ever. The aluminum barend makes them more durable while the

BEDFORD, PA -- 03/05/2003
Cannondale's production workers began returning yesterday
to work full time in the company's Bedford bike factory.
Employees had worked sporadically over the past several
weeks building frames for Cannondale's European subsidiary.

Other factory employees will return to work this week,
according to company officials.

Employees were furloughed during the course of
Cannondale's Chapter 11 filing. The motorcycle
division remains closed.

Yesterday staff for Cannondale's fabrication departments,
which include parts preparation, welding, weld sanding,
heat-treating and frame machining, came back to work full-time.
As the output of those departments moves through the
production line, employees who work on later aspects
of bike production will return later this week.

Staff for the finishing departments, including painting and
finish-sanding, will return mid-week, with final bike
assembly and packaging workers scheduled to punch
in on Friday.

The complete crew of production workers is scheduled
to return by Tuesday, March 11, company officials said.

Scott Montgomery, a company vice president, said the
workers' quick return combined with the continued cold
weather across much of the country will minimize the
effects of the factory shutdown on the company's dealers.

"We're very, very excited to have full production coming
back on-line," Montgomery said. "It's fortunate that we
went into the factory shutdown with a good inventory of bikes.
The fact that it's been such a cold winter has allowed that
inventory to go quite a bit further than it otherwise might have.
Now that production is up-and-running, we're looking forward
to attacking the busy spring season with a single focus,
renewed purpose and a steady stream of Cannondale product."

Seattle Parks and Recreation is looking for some help
naming three parks, in the Capitol Hill, Columbia City
and Magnolia neighborhoods.

On Capitol Hill, the city is replacing Lincoln Reservoir with
an underground, covered reservoir, adding 4 acres of park
space next to Bobby Morris Playfield. Park authorities are
hoping for a name better than "Old Lincoln Reservoir."

A little easier perhaps, is finding a name for the Columbia
City site. A new 3.2-acre park has replaced the old Hitt
Brothers Fireworks. The wooded site is on a hill.

The last park to be named is now known just as
"the Ohman Parcel." It is in Magnolia at 36th Avenue
West and West Ohman Street.

The park name should include a reference to its location, history
or culture, or its natural or geological features. Parks may be
named after people dead at least three years. Members of the
park naming committee will make recommendations to park
Superintendent Ken Bounds, who will make the final decision.

Suggestions should include an explanation of why the name is
appropriate for the park. Send suggestions to the Department

Racers eager to start as plan goes to vote in Palm Springs
The finish line is in sight, and young Chelsea Wallbrecht
can hardly wait.

The 13-year-old has been riding bicycle
motocross for as long as she can
remember, following her older brother, Jeb.

Now, with the possibility of a new BMX track in Palm Springs,
all she could do Monday night was smile.

"It’s pretty cool," she said with a big smile, fresh off a ride
Monday night in Cathedral City.

Palm Springs City Council can give the go-ahead to
a bicycle racing track at its Wednesday meeting.

The city’s planning commission voted 7-0 in January to
approve a permit for the track on 9 acres at the southeast
corner of Mesquite Avenue and Vella Road.

George Palomares, executive director of the city’s
Police Activities League, is optimistic. The league
is leasing the land from the city.

"We’re ready to go. There are a lot of people ready to volunteer,"
said Palomares, who spearheaded the effort to bring a track to
the city.

The track would replace a smaller facility on Canyon Plaza
in Cathedral City, Palomares and city officials said.

Palomares said his goal is to open the track by the time
schools close for spring break.

"We hope that this will be a safe hangout for kids.
As (the league) gets more money, we can do more things."

The league has had help in the year since the track idea
moved forward, Palomares said, including some $11,000
in donated work by local engineering firm Mainiero,
Smith and associates, and donations from a number
of local organizations.

"We’ve brought all sorts of people together for
kids who can’t afford it," Palomares said.

More than 300 children are enrolled in the city’s PAL program,
but the track, if approved, is also sure to attract riders from
throughout the area.

"This will be one of the best in the nation," said Thom Emery,
whose sons Chris, 17, and Kyle, 15, are regular riders.
"People will come to Palm Springs to ride this track."

City planning officials say construction and track
operation would happen in three phases:

Building of the race track; a temporary 600-square-foot office;
and a temporary 77-space gravel parking lot.

An additional 192 parking stalls; landscape improvements
along Mesquite Avenue and upgrading to parking lots to
comply with city ordinances.

Another 70 parking stalls, bringing the total spaces to 339.

"We’re patiently anticipating," said Heather Wallbrecht,
who with husband, Wes, would manage the new track.
"It’s been a pretty long haul, so it’s pretty good to see
the finish line."

Skateboarders in Davidson County can look forward to
the end of the year when construction of the first Metro
skateboard park should be finished.

The park will be at Wave Country, 2320 Two Rivers Parkway
off Briley Parkway.

According to Metro Parks planning superintendent Curt Garrigan,
construction for the project, which will cost about $500,000, should
start in August or September and last for about three to four months.

“We expect by the end of the year we’ll be open,” Garrigan said.

S and M bikes -- 03/04/2003
So what makes the LT version different than the original
Pitchforks? Obviously they're lighter, but you're probably
wondering where they took the weight off. First, the LT's have a
different steerer tube; it's still a one-piece 4130 chromoly
CNC-machined steerer tube, but the upper section has been
internally machined to cut some weight. Also, the bottom corner
has been shaved off. S&M uses the thinner, lighter star nut
threads from its race forks on the inside of the steerer tube
rather than the thicker threads on the old Pitch forks (the LT's
come with an aluminum bolt and steel washer).

If you're wondering why the price tag on these babies is $130,
it's because the internal machining must be done by hand on a
conventional lathe (remember, these are 100% USA-made also).
The legs have gone from being regular 1-1/4" chromoly to being
custom designed from butted and heat-treated 4130 chromoly,
which is thicker at the top, and thinner through the bottom, to
help save weight. The legs are then mandrel-bent to keep their
strength. Traditional 1/4" thick 4130 laser-cut Pitchfork dropouts
are used in both 3/8" and 14mm sizes. S&M tells us that "because
we do not grind or polish the fork leg caps, we ensure the welds
do not crack with peg use."

Last but not least, the Pitchfork LT's are electrostatically powder
coated, and are available in black, or with a clear finish.

A new member of the team being amassed to produce a
skate park for the youth of Hannibal has been chosen.
The Hannibal Park Board has selected Site Design of
Tempe, Ariz., to be a consultant to Klingner &
Associates, P.C., on the project.

"That's what these people do for a living; that's what
their expertise is," said Bill Lankford, superintendent of
the Hannibal Parks & Recreation Department, regarding
the hiring of a consultant. "We felt like having a good
architectural and engineering firm like Klingner working
with a consultant, which does this kind of work, we'll have
the best of both worlds."

Site Design was chosen despite the fact it was not the
low bidder. Dreamland of Oregon submitted a bid that
was $2,000 lower than Site Design's bid of $14,000. Site
Design's overall expertise was cited as the main reason
it was selected.

"The Dreamland company has never dealt with BMX
bicycles in a skate park," said Lankford. "We thought
they could still do the job, because they are both rated
5.0 on the skate parks they have done around the
country, and that's the highest you can get. They both
build good parks, but the one (Dreamland) has not
dealt with BMXs, while the other one has. We wanted to
make sure we got the best expertise we could on this thing."

The price tag on the project thus far is $33,800. That will
cover the costs through the final design, according to Lankford.

Lankford budgeted $40,000 for the skate park in this
year's budget. He plans to budget at least $40,000
more for the project next year.

The decision to hire a consultant will likely delay the
completion of the skate park.

"We've backed off a little bit of time simply because we
decided we would go with a consultant, instead of going
straight on into it," said Lankford. "That backed us up a
couple or three weeks. Depending on how everything
goes, we might be able to start some construction in the
late spring or early summer, but that's tentative."

Lankford is still optimistic the skate park, which will be
located in Huckleberry Park, will be completed in time for
Hannibal youth to utilize it this year.

"We hope that we will have some time left in the
summer to maybe have the grand opening and allow the
kids to have some freedom to go out there and skate or
bicycle," he said. "This is all going to depend on how
quick everything goes on the preliminaries, final drafts
and things like that."

The park board's recommendation will now go before the
city council. Because Lankford will be out of town when
the council next meets on Tuesday, March 4, the matter
will not come before the council until its meeting on March 18.

Double A Marketing ABA Sooner Nationals, Guthrie, Oklahoma
Round 4 of the ABA 2003 season worked its way back to Oklahoma,
this past weekend for the ABA Sooner Nationals. With the skills of the
Pro BMXers just elevating each season, the ABA has met the skill level
of the riders and one upped it with its current breed of new tracks. The

track in Guthrie was one of the best ABA tracks in a long time, with
an awesome Pro section that made a huge difference in the race, if
the riders weren't on top of their game. A few of the top AA riders
had bad luck and sat the race out, but Randy Stumpfhauser loved the
track and made a great weekend out of it, as he was the lone Double A
Marketing rider in Attendance.

Randy Stumpfhauser has always been one of the quietest guys off the
track, but on it, he always speaks loud with his actions. With one of
the most powerful first straitaways in the Pro ranks today, Randy is
a terror on the track. Guthrie was no exceptions, as he was in all 4
mains for the weekend, taking some impressive results home with him.
A big win in Pro Cruiser was his best result, followed by a 3rd in AA
pro, a 3rd in Pro Cruiser and a 6th in AA pro. Randy's sponsors

The Staats Factory team enjoyed racing a great ABA track at the
Sooner Nationals in Guthrie, OK last weekend. With half the Amateur
team on the injured reserve list, Staats brought the healthy half to
Oklahoma and did awesome with everyone looking strong and placing
good. Little guy Tanner Sebesta battled with tough competition and
ended the weekend with consistent second place finishes in 9 cruiser
and 9 expert. Clint Albers won 3 out of 4 mains in his last 13x race.
With Clint's size he should have no problem continuing to dominate
14x at the Winter Nationals next month. Kasey Martin demonstrated the
results of training with Race Girl's Kim Fisher with a double, double
in 15 girls and girls crusier. Paul Lange is working on some new
records and he has not lost a race yet this year. Mark down a double,
double for the kid. 17-year-old Joey Backus was on fire this weekend
battling it out with Trevor Fay and Jason Rodgers, ending the weekend
with well deserved seconds and thirds. Eighteen year old American
Idol, Micheal Hughes was serving it up this weekend with two wins in
18x, and his partner in crime Baby Huey, Josh Hult placed third on
Sunday. Grand Master Jason Halverson had a great run this weekend and
looked as if he was going to take the win on Sunday in 26-30 cruiser,
but left the door wide open in the last turn and got slammed back to
third giving him thirds across the board for the weekend.

In pro racing Staats brought the all the big guns in to take care of
business. A Pro Paul "The Lone Wolf" Johnson, fresh off a win in
Wichita, KS made both A Pro mains. In AA-pro all 3 guys were there
and made their presence known. Clint Gower was on a roll and made 3
out of 4 mains, placing a respective sixth and eighth for the
weekend. Nate Berkheimer had tons of pull going to the first turn,
but having many people crashing into him limited him to one main and
a seventh place finish. Mike "365" Day was in contention for the
overall win going into the third round for the second time this year.
With a crash in the last turn Mike ended up third on Saturday. Mike
also pulled in a fifth on Sunday in AA Pro and a couple of second
place finishes in Pro Open.

Do you wear your seat belt?
The state's 'Click it -- or ticket' law is
designed to get us all to buckle-up.

But critics now question whether the law
is about safety, or money.

Officers can stop you for not wearing a
seatbelt and hand you an $86 ticket.

But did you know that all across the
state, officers received incentives to
write seat-belt tickets?

Last fall, police officers across the state
caught more than 17,000 of us not wearing seat-belts,
and gave us tickets. The State Traffic Safety Commission
encouraged them to do so.

"Wearing your seatbelt is the best defense in the world for every
sort of collision, injury or fatality," said Angie Ward with the
Washington Traffic Safety Commission.

The Safety Commission says it wanted police to be aware of
the new law. So last fall, it awarded police departments grants
for writing the tickets. And, individual officers got model police
cars.

Seat-belt law critic Roy Ruffino is appalled.

"To get one of these cars an officer has to write at least 40 tickets,"
he said.

He says warning tickets would be just as effective at getting the
point across. At 86 bucks a ticket, he thinks the incentive
program is all about money.

"Is it about safety, about saving lives, or is it about generating
revenue?"
Ruffino wondered.

But Ange Ward insists safety was the only incentive.
"Being a revenue generator never entered our minds,"
she said.

Officers defend the program as well.

Bellevue police wrote 1,320 tickets during the incentive program
-- one of the highest totals in the state. One officer alone wrote
600 tickets.

With the incentive rewards, officers received 127 model cars.

"Our officers don't go out there to write tickets for prizes,"
said Marcia Harnden with the Bellevue police department.
"In fact, the toy cars were donated."

Bellevue police donated them to kids programs, and argue
getting toys wasn't the point at all. They say it was all about
safety, and they claim it worked.

During last fall's incentive program, the number of people
wearing seat belts increased, and the number who died in
crashes across the state dropped by 9 percent.

The money for the grants and model cars came from a
federal program, and police departments had to spend
the money they got on new equipment.

Police are especially proud of the click-it or ticket program
here in Washington. Of all states, we have the highest number
of people who buckle up -- 93-percent of us do wear our
seat belts.

Magen Long remembers watching two-time Olympic gold medal
cyclist Paola Pezzo riding her way to a gold medal in the 1996
Atlanta Olympics. She watches Pezzo, the athlete she admires most,
fight through fatigue, pain and the elements to win. Long keeps that
memory fresh in her mind every time she rides. She imagines when
she'll get the opportunity to do the same.

Long got her chance to emulate Pezzo at the UCI World Cup
Series cycling championship in Conyers, Ga., in 1998. Just
when the pain starts creeping in and the grueling track seems
to never end, Long pushes forward, remembering what it takes
to win. She did just that, capturing first place at the Olympic
Mountain Bike Course for the junior women division.

"That finally showed me that I can do this," Long said.
"It was the pivotal race of my career. Racing where
the Olympics were held and where my idol Paola
Pezzo won meant a lot to me."

She proved to herself that she could compete against some
of the best in the world. And the 18-year-old has proven to
others that as well, winning 11 junior national titles the past five
years.

"She has a lot of determination to succeed in cycling,"
said Miranda Quigley, a teammate on the Oklahoma
Bicycle Racing Union team. "She is very disciplined
and independent because you spend hours alone.
You have to be able to suffer through the pain,
and she thrives off that. When most people stop,
she pushes harder."

That pain threshold has also earned Long, a student at
Oklahoma City Community College, a second-place
finish at the 2002 Pan American Games cross country race;
last year she was named the Person of the Year by
Mountain Bike Magazine.

Riders in the cycling community call her a phenom because
of all the races she has won at such a young age. But it's not
just the competition that Long enjoys.

"Riding a bike is a way of expressing myself," Long said.
"When I have a bad day at school or I'm stressed out,
I just get on my bike and ride. Everything is peaceful.
I get a euphoric feeling riding a bike. It's one thing I can do."

She's able to do it well because she grew up riding and
learning from her father, Charles Long, who has been
participating in BMX races for 27 years.

"She was always at the BMX track when she was little
with me and my friends when we were racing,"
Charles Long said. "She was around it all the
time, that's all she ever wanted to do."

Magen began competing in races when she was just 3 years old.
Although she wanted to follow in her dad's footsteps,
plenty of tears were shed the first couple of years.
It took Magen two years to win her first race.

"If you won a BMX race you would get a blue ribbon,"
Long said. "I would always see riders with blue ribbons,
and I always got a red ribbon for finishing second.
I really wanted a blue ribbon. It took me two years to win one,
and I was so excited. I still have that blue ribbon."

She progressed into other forms of cycling, training for cross
country races and learning to mountain bike. She tried other
sports as well, but it couldn't take the feeling away of racing
on her bike.

"BMX is fun, but you get burned out. So I tried to play other sports,"
Long said. "I would always get frustrated with the team because they
didn't work hard. So if they didn't work as hard as me it was worth
nothing. So I tried other disciplines of cycling, looking for different
avenues."

The path she has found is a winning one. Her success at the junior
national level has garnered her attention throughout the country.
It hasn't come without plenty of training. She rides her bike through
a wide range of terrain for about 20 hours a week, traveling between
200 and 300 miles.

She hopes to have similar success when she advances to the
senior division this year after turning 18. Long will be competing
with the likes of Pezzo, something she's looking forward to doing.

"I'm looking to establish myself and have consistently
good finishes," Long said. "It's going to be tougher because
there's more pressure and more competition. The women have
been doing it longer and are more developed than I am. But
there's no doubt that I'll be able to do it."

Two things are striking about professional downhill
mountain bike racer Melissa Buhl: her focused enthusiasm
and her massive mop of curly black hair.

Yeah, the hair is sort of my trademark,” Buhl, 21, said.
“My friends can pick me out of a crowd, even with my
helmet on, just by looking for my hair.”

Being paid to ride a mountain bike might seem like a dream job,
but it’s full of risks and danger. Buhl rides fast and takes chances.

“I know a lot of racers who won’t take chances because
they don’t think it’s worth it,” she said. “Money has never
been a motivating factor. If you’re not doing it for yourself,
it’s hard to be motivated - there isn’t enough money in it to
take the risks we do.”

The Chandler resident has been racing bikes since she was
9 years old. She started in BMX, learning how to throw around
a tiny bike and casually catch air along with the boys. Then she
went on to race mountain bikes, turning pro at 16. Two years later,
she was racing downhill. Last year, she began racing mountain cross,
a wickedly fast and dangerous mix of downhill and BMX racing in
which four racers simultaneously assault a downhill course.
In 2002, Buhl became the country’s first female national
mountain cross champion. Mountain Cross was only introduced
in 2002, and replaced the dual slalom event (similar kind of race,
but with only two riders).

Since Buhl was 14, internationally acclaimed pro downhill
racer Missy “The Missile” Giove has been guiding her by
helping pay for entry fees into races and offering technical advice.
Buhl is one of Giove’s two protégées for this year, enjoying the
benefits of full-time professional coaching.

Buhl said that her next big training step is to get into motocross
racing. She rode a motorcycle for the first time in January,
with Giove.

“Motocross training gives you a huge advantage,” Buhl said.
“It gets you used to the speed and the suspension - if you look
at downhill bikes today, they’re practically motorcycles, anyway.”

This year, Buhl said that she will participate in 11 World Cup
and national races in downhill and mountain cross events at
each race. She admits that it’s a heavy schedule to carry,
but she’s working to improve her downhill standings and
defend her mountain cross champion title.

Buhl said that her long-time history riding Arizona’s rocky
terrain gives her an edge in technical riding, but at the same time,
the state lacks the other kinds of terrain a downhill racer needs
such as long descents and ski-lift assistance to haul her 43-pound
bike to the top. Currently, Buhl is Arizona’s only professional
downhill racer.

“It’s a shame,” Buhl lamented. “There’s really no downhill scene
[in Arizona], although the past couple years, it’s started to grow.
The mountains are just not steep enough, and the trails just aren’t
long enough.”

She travels to California and Colorado once a month during
the off-season so she can train on the same kinds of trails on
which she will compete.Buhl said she stays in Arizona because
her family lives in the Valley.

“It’s just home,” she said. “There have been times when I think,
to take it to the next level, I’ll have to move. Even though the trails
are technical here, I can’t do enough skill training here. I’m a desert rat:
I’m used to the terrain. It’s hard to build my skills because I’m never
out of my comfort zone here.”

In addition to racing and training full-time,
Buhl is working on a degree at the School of Naturopathic Medicine.

She said that she believes mountain bike racing is a great
sport for women because the men who have thus far
dominated the sport are so supportive of women racers.

Buhl explained, “I learned how to jump from the guys.
They push you because they want to see girls doing cool things.
I’m a competitive person in general but I’m never out to show
anyone up. Still, if there’s a lot of attitude before you’ve even started,
it’s nice to quietly put someone in their place. It’s driven me since
I was 9, to compete with the boys and be just as good - not as a
girl rider, but as a rider.”

DETRIOT, MI -- 03/03/2003
Two former Kmart vice presidents were indicted in federal
court Wednesday for lying to auditors about a $42-million
payment they used to mask mounting corporate losses.
The U.S. District Court in Detroit indicted Enio Montini Jr.
and Joseph Hofmeister of securities fraud, making false
statements and conspiracy.

The Securities and Exchange Commission civil complaint seeks
to ban Montini and Hofmeister from ever taking office at publicly
traded company. It also requested that Montini be ordered to
repay a $750,000 loan he took from Kmart shortly before his
was fired last May.

The indictment charges that they two men lied about a $42-million
payment from American Greetings in order to keep investors ignorant
of the company's growing debt. Kmart's total losses in 2001 were
$2.4 billion.

A lawyer representing the two men argued that they received
no direct personal benefit from the $42 million deal and its false
representation, and that the deal " had absolutely nothing to do
with Kmart declaring bankruptcy."

Montini and Hofmeister will be arraigned soon on the criminal charges.

Industry analysts expect more similar charges to surface against
other members of Kmart's executive team. Kmart's Chapter 11
filing is the largest on record. In the period leading up to the filing,

Chuck Conaway served as the company's chief executive officer.
Under Conaway, 24 executives took $24 million in loans right
before the bankruptcy. Conaway himself took a $5 million loan.

On What’s Good And Bad About Living In Waterford

“LIKE a breath of fresh air” was how City Councillor
Davy Walsh described the first report of the newly
formed Voice of the Young — a group of twenty-nine
primary and secondary school pupils who have set
themselves the task of raising and tackling issues
affecting the city’s youth population.

Problems ranging from bullying to crime, drug and
alcohol abuse, were among the recurring topics of the
group who have been brought together by the
Community Enterprise Section of the City Council.

Cllr. Walsh said that the first report before the City
Council was “filled with practical suggestions” for
future development and the topics on the agenda for
the next meeting were, he said, like a manifesto
because everything was covered.

There was praise also from Ald. Pat Hayes, who said
that many of the topics raised were also of concern
for the elected members on the City Council. He
agreed with the group on their conclusion that drugs
and alcohol abuse caused a lot of problems in relation
to crime and that if there were more youth clubs and
things to do, crime would be reduced.

“If ever we have had a success it is giving a voice to
our young people. We must listen to them and give
them the resources they need to continue their
work,” he said.

Ald. Tom Cunningham, in congratulating the group
commented on how the concerns of the city’s young
people in relation to crime, drug and alcohol abuse
and the environment mirrored the concerns of the
Council.

Cllr. Tom Murphy also welcomed the report and the
conclusion that more youth clubs were needed in
different areas of the city. At one time, he said, there
were two youth clubs in the Ballybeg area but there
were none of them operational at present.

“We must look at supporting Youth Clubs and
extending these facilities to all areas,” he stated.

Having decided on the name “Voice Of The Young” ,
replacing Youth Council, the group’s main topic of
discussion at their inaugural meeting was “What is
good or bad about living in Waterford?”

A number of headings under this topic were agreed
and discussed as follows:-

CRIME AND RE-OFFENDERS

Due to lengthy discussion on the three other topics,
the Senior Group did not get time to discuss this topic.

The discussion from the Junior Group made reference
to the fact that Waterford was not as bad as other
cities in relation to crime but that there was a
concern over pickpockets. Touching on two of the
other topics, it was agreed that drugs and alcohol
cause a lot of the problems in relation to crime and
that if there were more youth clubs and things to do,
the crime wouldn’t be happening in the city. The
feeling was that the solution to the problem was to
enforce the law more.

Motion: We want the Gardai to take more of an active
role in enforcing the law.

DRUG AND ALCOHOLABUSE

The discussion around the topic of drug and alcohol
abuse was wide ranging and included issues relating
to advertising policy which needs to be changed e.g.
at GAA and sporting events where young people will
be in attendance to the dangers to homeless people
and others caused by drug dealers.

One of the causes of the problem is that shops do not
ask for ID cards when people are buying cigarettes
and drink. The comment was also made that
consumption of drugs or alcohol has an effect on
concentration at school.

A further problem has been caused by the extension
of pub hours, which has a detrimental effect on the
quality of life of people living in the vicinity of pubs.
There is also a lack of consideration by pubs and night
clubs for the residents living in the area.

The comment was made that there are too many
drunks around the town after dark and the question
was raised about the effectiveness of the Gardai in
dealing with disturbances caused by drinking.

It was highlighted that there is little education at
second level about the dangers of drug and alcohol
abuse. A comment was made that only while in
secondary had anyone come to talk about drugs and
alcohol and this was in their final year, and it was the
Pioneers who gave the talk.

As well as identifying the causes of the problems
relating to drug and alcohol abuse, the groups also
came up with a number of suggestions as to how the
problems can be tackled.

* Young people should tell the Gardai about drug dealers.

* There should be a confidential phone line to report drug dealers etc.

* Laser ID cards should be used to ensure that
    underage people cannot purchase alcohol.

* The needs to more education through the schools
    on the problems and it was felt that Waterford City
    Council could play a role here.

* Neighbourhood Watch should be encouraged and promoted.

* Need for facilities as an alternative to drug and alcohol abuse.

Motion: Get shot assistants, off licences to always
ask for ID Cards; Facilities for young people as an
alternative to drug and alcohol abuse; Opening hours
of pubs, clubs should be more considerate of residents.

NEED FOR MORE RECYCLING AND LESS POLLUTION

The discussion around the issue of recycling and
reducing pollution highlighted the fact that the Irish
have a different mentality than other European
countries in relation to the environment. It was
pointed out that 2003 is the European Year For Fresh
Water and that as industrial waste is one of the main
causes of pollution, there is a need for farmers to be
educated on the effect of using slurry etc. The Mayor
suggested that Three Riuers Project Report be
circulated to those who were interested in this issue.

The problem is littering and pollution is seen as wide
spread from election campaign posters littering
everywhere to trolleys in the river. There was also
concern that too many trees being cut down.

It was also felt that the attitudes of younger and
older people are different and that older people are
too lazy to recycle and that the younger generations
are more likely to have good habits and in the long
run, this will have a positive impact on the
environment. Although the comment was also made
that for some young people, it was seen to be “cool”
to recycle or not to litter.

It was felt that the three bin system which is
currently operating in Galway and which is being
introduced to Waterford this summer, is a positive
development and needs to be backed up. The point
was also made that composting is important to reduce
waste. While there are litter fines in operation, the
suggestion was made that there should be stricter
enforcement of litter fines and the question was
raised as to whether fines are high enough.

It was agreed that education in relation to nature
could be improved and that schools were the best
place to do so. While many schools have a recycling
project, young people are not using then. It was
suggested that in order to encourage a more positive
attitude to recycling that people should be rewarded
for doing so.

One suggestion was that a programme similar to the
Green Flag programme currently operating in Primary
Schools, should be developed for Secondary Schools
and that any programme that is developed should
promote recycling/litter reduction as an all year round
activity not something that is promoted once a year.
Another was that school going young people could be
encouraged to bring home their own rubbish.

Concern was voiced over the lack of facilities for
recycling near some areas as this can create
difficulties for older people who have no means of
getting to these facilities.

Motion: Educate young people through school;
Secondary schools need a programme similar to the
Green Flag programme..

FACILITIES FOR YOUNG PEOPLE

There seemed to be different points of view in relation
to facilities for young people. One side felt that there
were not enough facilities or that existing facilities
have a limited capacity where as the other side felt
that there were enough facilities but people just were
not using them, sometimes because it is not seen to
be cool to participate in organised activities. In some
cases facilities were not being used due to the cost.

The point was made that there are few facilities that
have reduced membership for young people and that
the cost of transportation to facilities or activities
also needed to be taken into consideration. The
Mayor agreed to prepare a proposal in relation to the
development of a reduced entry fee for City Council
facilities. In many cases, there was also a requirement
to become a member to gain access to facilities.

It was suggested that a list of facilities and
concessions (use National Age Card for concessions)
needs to be prepared and widely circulated and promoted.

The point was made that different youth clubs have
different services and those with the most activities
attract the most members to the detriment of other
clubs. This is an issue for clubs in attracting funding
to ensure they can provide a full range of services.
There is also a problem with clubs being able to run a
limited service, as there are not enough supervisors
for the number of young people who want to use the facilities.

One solution that was suggested is that former club
members should volunteer when they get older. A
number of specific comments were made in relation to
the Skateboard Park. It was felt that the Skateboard
Park is too small and that the Skateboard Park closes
when raining without any notice and people may be
left stranded without any lifts. One question that
needs to be answered is how can Waterford City
Council best inform people of opening hours during yet weather?

On a practical level the need for a marquee for all
weather usage and lighting was raised. It is necessary
to ensure that staff can relate to users of the
Skateboard Park as in the past they have come
across as condescending.

The topic of drug and alcohol abuse was again raised
when discussion facilities as it was felt that there is a
relationship between drug and alcohol abuse and lack
of facilities and that if there were suitable facilities,
young people would be less likely to experiment with
drugs and alcohol. In some cases even where facilities
are available, drug and alcohol abuse is seen as cooler
than being involved in other activities. The suggestion
was made that facilities for young people should have
a role in educating people about the effects of drug
and alcohol abuse.

One specific suggestion in relation to those who are
interested in music was the need for some facility for
those who are interested in music to practice and
perform along the lines of Waterford Music Network’s
“Teenage Kicks.” Young people also need to have
access to instruments that they may not be able to afford.

Motion: Facilities need to be affordable and accessible
to the young people who dish to use them; A list of
facilities for young people needs to be prepared and
include details of any concessions available; Existing
facilities need to be expanded to meet the increased
demand for them.

OTHER ISSUES

The Mayor brought forward the motion that Voice of
the Young should meet four times a year and this
motion was passed unanimously. The next meeting will
be held in mid- April.

A request was also made for the members to ask their
schools/young projects to consider designing a logo
for Voice of the Young. A letter regarding this will be
forwarded to all schools and young projects.

EVALUATION OF THE DAY

After the day’s proceedings, all attendees were asked
to complete a short questionnaire on what they
thought of the day. Everyone enjoyed the day and
felt that it was a good opportunity to “hear the views
and issues that concerned others” and the comments
were made that it was ‘beneficial for all parties that
took part” and it “gave me an opportunity to voice my opinions.”

When asked “what did you think was good about the
day>” responses included — “talked about items
which young people can help,” “listening to others
what they had to say,” “raise issues to the people
that have the powers to change them, i.e., the Mayor.”

The areas where they thought there should be
change related to the amount of time available to
discuss issues and more time to interact with the
other participants.

When asked whether they thought is was important
that Waterford had a youth council, everyone
responded that it is important. It is seen as an
opportunity to “represent the views and opinions of
the youth in Waterford” and for youths “to speak their
minds.” In relation to when a youth council can do for
the young people of Waterford, one suggestion was it
“could bring more facilities” and the point was also
made that “if we want to provide facilities for the
young, what better way than to ask the young
themselves what they need and want.”

The general consensus was that the points raised
during the day would have an effect on how things re
done for young people.

Suggested topics for the next meeting of Voice Of
The Young include: Bullying in school; Crime; Drugs
and alcohol and the influence they have on youths in
the community; Education; Facilities; Health;
Homelessness; Racism; Refugees; Smoking in pubs;;
Sports in the City/subjects relating to sport; Taking
advantage of young people in work; Unemployment;
Vandalism; What has been done since the last meeting.

One of the issues that will need to be looked at for
the future is how information on the issues discussed
by Voice Of The Young can be shared with other
young people in Waterford. A number of suggestions
were made regarding this: Leaflets;

Someone to give information in school; Advertising;
Debate and discussions; Meetings held in schools; Radio.

The participants were lastly given the opportunity to
raise any other issues they wanted to in relation to
the day’s proceedings.

* It was a wonderful idea, I hope it makes a
    difference and continues to be put into action.

* It is good idea and hopefully we can achieve some
   of the aims we set out.

* Very good idea because everyone can be herd.

TEENAGE vandals caused hundreds of pounds-worth
of damage when they smashed the windows of a disused
electricity power station in Watford town centre on Monday.

The youths threw bricks and bottles at the building
in the former Watford Springs site, showering an
adjacent car park in broken glass.

A police search of the site proved fruitless.
The daylight attack has sparked concern
among residents who have complained of
an increase in crime in the area.

Watford Council, which owns the car park,
said it would be cleaned up as soon as possible.

The vacant site has been the centre of controversy
in recent weeks after the council earmarked it as a
potential location for an unsupervised skatepark
prompting strong protests from local residents.

Wes Peterson was a fresh - faced kid just out of WSU when he
was hired in 1970 by the City of Aberdeen to start a parks and
recreation program from scratch.

Thirty - three years later, he's still boyish - but graying - and the
city's Parks & Rec program is one of the Northwest's best.

Now he will take on the new challenge
- executive director of the YMCA of Grays Harbor.

Peterson starts his new job April 14, the YMCA Board
announced today.

"It's exciting. This is a tremendous opportunity and I'm thankful,"
Peterson said today. "I'm looking forward to working with the
quality staff and board."

Peterson, 54, was chosen over 20 other applicants, including the
other finalists, Bob Pocklington, interim executive director, and
Loren Johnson, associate executive director for the John O.
Morgan Family YMCA in Tacoma.

All three met with Y board members earlier this week for
interviews.

The decision to hire Peterson was unanimous,
according to a press  release from the Y Board.

"Wes Peterson brings strong leadership and solid knowledge of the
Harbor community to this job," said Y Board President Pete

"However, the selection process was difficult; we had three
excellent finalists.

"Yet, we believe that Wes brings the right blend of skills to the Y,"
Scroggs said.

Although it's hard to say good - bye to the Parks & Recreation job
he describes as "the best in the world," it was time for a change,
Peterson said.

"I've been with the city for 33 years and I made up my mind that
after the Bishop Athletic Complex was done, I'd start to seek other
opportunities," he said. "I thought it (the YMCA job) was a good
transition. To be able to stay in community and do something
relating to my profession."

"We consider the Harbor home. We've had a hard time thinking
about leaving the area," Peterson added.

There are many additions around town that Peterson helped make
reality by rallying for volunteers, labor and securing donations. The
Morrison Riverfront Park, the Rotary Log Pavilion, the
Skateboard Park and many neighborhood playfields, are just some
examples of Peterson's pet projects.

Scroggs said he appreciates that Peterson has shown strength in
the community as a volunteer himself. Peterson has been the United
Way President and campaign leader, Aberdeen Rotary Club
president and is an elder in the Presbyterian Church. Peterson has
also served as chairman of the YMCA's Facilities Committee and
was instrumental in designing the new Y complex in Hoquiam.

Peterson was born and raised in Centralia and is a graduate of
Washington State University. He and his wife, Kay, a second -
grade teacher at Central Elementary School in Hoquiam, are the
parents of two grown daughters.

The YMCA membership is currently 7,849 and continuing to
grow. There are 1,724 people on the financial assistance program,
and outreach to the needy is a key facet of the Y's mission.

Peterson currently earns $77,000 a year as the Parks &
Recreation director. His salary for the new job is still under
negotiation, he said, but the range is $62,000 to $72,000 a year.

Peterson is confident that the Parks & Recreation staff will do fine
after he departs.

"They are great people and I'm excited to see what they will do,"
Peterson said. "I can't thank the citizens of Aberdeen, the Park
Boards, the mayors and staff and city councils enough. "It has been
a fantastic journey."

Peterson quipped that he no longer will have any excuse not to
work out every day.

Superior Court to rule whether teen caused 'uproar'
by skating near downtown square

The father of a boy ticketed for breaking a municipal noise
bylaw while skateboarding squared off in court yesterday
against a city of Montreal lawyer over the definition of noise.

Paul Knechtel defended his son, René-Philippe, saying the
sound of skateboard wheels isn't covered in the bylaw's
description of punishable behaviour.

But city lawyer Pierre Crevier contended the sound
René-Philippe made with his skateboard in 2001 in
downtown Montreal was noisy and could be
considered a form of uproar.

"A police officer analyzed the action of the boy
and it was noisy according to the bylaw," Crevier said.

The bylaw specifies noise resulting from cries, clamours,
singing, altercations or cursing, and any other form of uproar.

Knechtel said the bylaw does not mention skateboards, however.

"The city lawyer wanted the judge to interpret the wording
of the bylaw so it covers the sound resulting from skateboarding,"
he said.

"The bylaw is clear. My son did not break the bylaw.
They cannot say sports break that bylaw."

René-Phillipe received a $118 ticket for making noise
while skating at St. Dominique and du Marché Sts. in June 2001.

He pleaded not guilty. A municipal court judge threw the case
out last October, saying skateboard wheels weren't noisy enough
to violate the bylaw.

But one month later, the city told the Knechtels
it was appealing the ruling to Superior Court.

In a statement yesterday, the city defended
its decision to appeal the case.

"Residents of the area believe the noise from skateboards
affects the quality of their lives," the statement said.

It added that the city hopes the skateboarders will have
special parks in future to practise their sport, but at the
same time stressed that public areas remain unsuitable
for skateboarding, for safety reasons.

Knechtel argued yesterday that according to the bylaw,
the police officer should have given his son a warning first.
If he did not comply, then police could give him a ticket.

Crevier countered that the bylaw gave city police the
choice to write a ticket right away or issue a warning.

After the hearing, Knechtel said he will
continue to encourage his son to skateboard.

"It is a sport and skateboarders deserve to be
treated like baseball players and hockey players," he said.

"The city should build the park they promised the kids two years ago.

"Let's see that park and they won't have this problem."

The city statement quoted Cosmo Maciocia,
the executive committee member responsible for parks and recreation,
as saying it is important to have an indoor park so people can
skateboard
in safe conditions.

He said the city was looking at a project to build a
skateboard park in the Rosemont-Petite Patrie borough.

City council passed a bylaw in 1996 allowing
it to ban skateboarding in any public area.

Bill Gates is still the richest man on the planet.

Once again this year he tops the latest Forbes
Billionaires list with a net worth of $40.7 billion.

Washington has eight people on this year's list, including
Microsoft co-founder Paul Allen, who came in fourth with
$20.1 billion and Microsoft CEO Steven Ballmer, who's
$11.1 billion put him the 16th spot.

But ya gotta feel sorry for these guys.
All their fortunes shrank a bit in recent months.

Gates saw his net worth fall 23 percent from a year ago.
Allen's net worth of $20.1 billion is down from $25.2 billion.

Gates' personal wealth, much of it in company stock,
has dropped by 60 percent since April 1998,
when it reached $100 billion. His worst year was 1999,
when it plunged by a third as the government pursued
an antitrust case against Microsoft.

Forbes noted Gates also is the world's biggest philanthropist,
donating $1 billion annually to charity, largely to vaccine research.

Membership in the billionaires' club fell by 21 this year to 476,
the third year of declines since the economy weakened.
The group's combined wealth also fell, to $1.4 trillion from
$1.54 trillion last year.

The United States has 222 billionaires, down from 243
last year and 272 in 2001. Asia's ranks of billionaires fell
to 61, down 50 percent from its peak in 1996.

Europe's list grew to 134 billionaires, up from 121 last year.
Russia has 10 new billionaires, thanks to higher oil prices,
a 38 percent rise in stocks and a trend that has made it easier
to identify the wealthiest Russians. Three years ago, there were
no Russians listed; now there are 17.

The average age on the list is 64, though there are 25 billionaires
under 40. The richest of those remains computer company founder
Michael Dell, 38, who fell six places to 24th with a net worth of
$9.8 billion.

Campagnolo has always prided itself on finish work, and the jewel-like
