The Taiwan Bicycle Exporters Association will begin policing
exports to Europe. Starting Oct. 1, the association will begin
issuing “certificates of origin” to bicycle exporters, certifying
that their products were indeed made in Taiwan.
“We are afraid some of the manufacturers and exporters to
Europe may use Taiwan as a stepping stone to ship [Chinese
-made] bikes to Europe. They obtain a certificate of origin
easily to escape from the anti-dumping duties,” said Ben Tan,
supervisor general of the association.
The danger, Tan said, is that any significant cheating could
bring Europe’s wrath onto the Taiwanese bicycle industry
again.
“We don’t want the European Union to come and say,
‘there is cheating,’ and impose anti-dumping duties again,”
he said.
Many Taiwanese companies with investments in China and
Vietnam are now dealing with a new round of duties that went
into effect in July. The European Commission boosted the anti
-dumping duties for those countries. For China, the duties rose
to 48.5 percent from 30.6 percent.
Taiwan association members fear that some trading companies
may try to avoid the Chinese duties by illegally transshipping
Chinese-made bikes through Taiwan.
The Taiwanese industry lived under European anti-dumping
duties from 1999 to 2004. The duties varied by company and
ranged from 2.4 percent to 18.2 percent, with the majority at
5.4 percent.
