Vancouver, Washington -- 11/22/2004
New regulations for motorized foot scooters that took effect
in Vancouver on Wednesday require riders to wear helmets
and ban the vehicles from sidewalks, paths and parks.

The city council last month adopted the rules.
Their specific provisions include:

. Scooters used after dark must be equipped with lights.

. Riders can use most public streets, except for Interstate 5 and
other highways, but they must use bicycle lanes or ride near the
right-hand side of the right lane.

. Riders cannot travel faster than 25 mph on any public street or
operate scooters in a negligent fashion, such as interfering with
vehicular or pedestrian traffic.

. Gas-powered scooters must have mufflers.

Vancouver also has classified "pocket bikes" as minimotorcycles
that cannot be ridden anywhere in the city, except on private property.

The city, in partnership with the Washington Traffic Safety Commission,
will hold an informational event to discuss scooters and the new
regulations
from 10:30 to 11:30 a.m. Dec. 1 in the council chambers at Vancouver
City Hall, 210 E. 13th St.

The event is open to the public. Examples of motorized scooters
and pocket bikes will be displayed at the event.

Informational brochures on the new regulations will be available.

Speakers will include City Prosecutor Josephine Townsend
and Lt. Dave King and Sgt. Timothy Kim of Vancouver police.

So far, only Vancouver and Washougal have decided to regulate
motorized foot scooters. Battle Ground and Camas also are
considering whether to pass local regulations.

Public meeting
What:
City of Vancouver and Washington Traffic Safety Commission
host an informational gathering on scooters and the new rules
regarding their use.

When: 10:30 to 11:30 a.m. Dec. 1.

Where: Vancouver City Hall, 210 E. 13th St.
