Proposed laws to regulate use of Segways and motorized
foot scooters were approved by the City Council's
Transportation Committee Tuesday.
The regulations, amended after considerable public comment,
distinguish between noisy gas-powered scooters, which can go
more than 30 mph, and quieter electric scooters, which average
around 15 mph.
Under the legislation, the gas models must be equipped with
mufflers and would not be allowed on city sidewalks and the
"e-scooters" would, providing the speed stays under 15 mph.
Operators of gas scooters -- but not e-scooters
-- would have to be at least 16. Both types of
scooters would be allowed on neighborhood streets,
arterials and alleys.
The regulations would keep both models of scooters and Segways,
a stand-up self-balancing human transportation device, off bike lanes,
public pathways and school playfields and playgrounds.
Proposed restrictions would not
apply to physically disabled riders.
The regulations are expected to go
before the full council for a vote Monday.
