I would like everyone in the state of Florida know
that Mr. Gerry Navarro donated $10,206 to the Florida
Judo Inc. junior development fund. On behalf of
Florida Judo Inc. I would like thank Mr. Navarro for
his contribution and his support, which he has
provided Florida Judo for many years. From this
donation in 2004, we have awarded $2,980 to junior
athletes in the state of Florida to aid them in their
travels to the 2004 Senior Nationals, 2004 US Open,
2004 Infantile Jr. Pan American Championships. Also
these six top athletes from the 3 regions, and the two
outstanding junior athletes from the state were
recognized and awarded with monetary compensation.
Finally, this donation has left us with a
considerable amount of funds to keep our juniors
optimistic in 2005 with a balance of $7,226.

This is short notice but someone may be able to take
advantage of this opportunity to make public judo
demonstrations throughout Florida. Below I have
included a link to the state website which has the
name of the contact person person for each county and
maps of the seperate routes and all the information
neede to participate.
STEP UP, FLORIDA! is a statewide promotion, a
"celebration of physical activity", sponored by the
Florida Dept of Health. It is a parade/march to
generate public awareness of the need for physical
activity and to educate the public on the wide variety
of types of physical activity available to the public.
This could be a HUGE OPPORTUNITY to showcase Judo
statewide.
There are four seperate starting points with four
seperate routes. Each of the seperate routes will
terminate in Orange County on the same date, February
26th, where there will be a public ceremony and a
large festival to showcase each activity that was
featured in the parade.
The procession begins on a specific date in each
county of Florida, starting TOMORROW, Feb 1st, in
Escambia County, the Northwesternmost county and
proceeds daily to the next adjacent county until each
route converges in Orange County.
Some counties begin on the same day.
The demonstrations do not have to be
"moving/travelling" activities, that is they do not
have to proceed down a roadway, but may be performed
in a building or in a park or anywhere, and then a
vehicle with a banner announcing the participation of
that particular activity can join the local
procession.
In other words, actvities such as swimming or tennis
or Judo may be performed in a traditional setting but
then be registered as having participated in the
event and may be highlited with a banner in the
parade.
OR, JUDO could be performed/demonstrated on the back
of a flatbed truck or trailer, stopping every quarter
mile or so and demonstrating throws and pins and
chokes, etc.
I am planning on renting a flatbed truck for such a
demonstration. The routes will proceed for several
miles throughout each county, but it is not necessary
to go the whole distance, perhaps only through the
center of town. Some organizations will be "passing
off" to the next participant, somewhat like passing
the Olympic torch.
I regret not getting this notice out sooner but for
most of the more populated areas there is still two to
three weeks lead time, the procession will not
be completed until February 26th at Disney World. I
encourage judoka in every county to find way to
participate, the more publicly and the more visibly
the better. Announce this to your students/players and
their parents and let them form a routine or
demonstration. This could be performed at a high
school assemnbly or at half-time at a sports event.
You will be surprised at the amount of enthusiasm
and support and publicity that this event is
generating. It is being heavily promoted by the state.

this one informing our coaches of the grants and other
opportunties that I have received here in Gadsden
County. These opportunities are available in every
county in the state. For example, I now have TWO
PAYING JOBS, teaching Judo in the entire school system
and in the recreation centers. Big things are about
to happen for Judo in Florida, so stay tuned, I will
start the other letter shortly. I promise you won't
be disappointed. This is like a "bird's nest on the
ground"!!

Nestor,
I am respectfully submitting my resignation as Vice
President of Florida Judo, Inc. for the Northern
Region.
I am resigning for the following reasons:
1. My time and financial constraints hinder my
ability to make the 18- to 20-hr. roundtrip drive that
is required for the regularly scheduled meetings.
2. With only one exception other than myself the
Executive Committee is now composed of your handpicked
and unelected representatives, who seem willing to
vote unanimously according to your wishes on all
business matters, rendering my single vote irrelevant
and unnecessary. It is my judgment that such a
unilateral approach to governing has only served to
alienate and disenfranchise even your most steadfast
supporters and has undermined your genuine efforts to
grow and develop judo in the state and the nation.
3. Because the sole purpose of Florida Judo, Inc. is
apparently to develop and support elite athletes, it
is my judgment that such a visible and important
position should be held by someone who is actively
involved in the development of such athletes. At the
time I accepted this office I was indeed committed
to and engaged in such development. Since then my
only demonstrably "elite" athlete has moved to Los
Angeles, leaving me here with a bunch of ragtag
beginners who are elite only in my personal esteem
for them.
4. Finally, because of my grassroots circumstances I
am affiliating myself and my club with the United
States Judo Association as an official registration.
Because of the recent proliferation of clinics and
training sessions being offered by various USJF
organizations, I plan to devote more of my time to
attending and supporting their grassroots efforts.
So, it is likely that my club will, as finances allow,
have dual affiliation with these two organizations.
Of course, I will always be maintaining a vision for
the day when I have many elite competitors who will
then naturally become registered FJI members as a
prerequisite to competing in international events.
However, I must say that I consider the current
policy of requiring a player to compete in the Florida
Judo, Inc. State Championship in order to qualify
for the right to compete in the USA Junior Olympics,
and to be required to pay an additional $50 to join
USA Judo, Inc. in order to compete in this National
Event, is undemocratic and a coercive method of
building the membership of USA Judo, Inc.
Furthermore, I will not endorse this tournament for
as long as this requirement stands, and will encourage
my players to select one or both of the other state
and national events in which to participate.
I think that all of judo will experience greater
growth and satisfaction when we begin to focus our
valuable and limited resources into developing high
quality local and regional clinics and competitions,
events that are affordable and within a reasonable
driving distance. We are seeing the beginnings of this
kind of widespread development already as the various
USJA and USJF organizations provide clinics, randori
sessions and in-house competitions. I am very
encouraged to see the growth in affinity and
cooperation between the clubs in our state and region.
Let's not forget our good and loyal judo friends in
Georgia. The coaches in Jesup, Peachtree City,
Atlanta and others are doing all they can to support
us and participate with us.
It has become clear to me that I am not suited to
represent Florida Judo, Inc. as it is currently
constituted, and wish to step aside so that someone
who is more suited can assume this important position.
In closing, I want to thank you Nestor for originally
choosing me for this job. I did the best job that I
was capable of doing and I always looked to the
interests of my fellow coaches and players as my
guide in all of my official actions. I want to offer
to you my deep gratitude for supporting me in building
and growing judo in this area. You brought a legion
of volunteers and wealth of knowledge and logistical
support for two large regional tournaments. I
consider that to be a great contribution to the
development and growth of judo in this area and
indirectly in the surrounding areas.
Your donation of judo uniforms to the citizens of
Gadsden County was a gesture that left an impression
on the local school board members, and they remembered
it when they recently invited me to teach Judo in the
after-school program in every school in the county. I
know that all that you do is in alignment with your
commitment to promote and support the growth of Judo
wherever you go and I want to say again that I remain
your partner in that commitment and I look forward to

OPPORTUNITY TO COMPETE
The THIRD COPA GIGANTE will be held in Puerto Rico
on the weekend of March 31- April 3.
The Puerto Rican Federation has not provided us the
tournament specific information yet but ALL
individuals who are interested need to notify Mary
Ann Relich USJIAdmin@... of their interest as
soon as possible.
The past two years the US representation at this
event has exceeded thirty players.
NOTE:
1. This IS a USJI Junior Elite point event. It will
yield 2 points for 1st, 1 for 2nd and 1/2 point for
3rd.
2. There is no limit to the number of entries, so
you do NOT need to be #1 in order to go.
3. You can ONLY fight your true age division.

NGB's Await USOC Budget
The National Governing Bodies (NGBs) continue to
wait for the United States Olympic Committee (USOC) to
receive an approved budget from their new
eleven-member Board. During the Board's December
3rd and 4th meeting, they requested additional
information on the USOC's financial plan and deferred
action on the budget until they received and evaluated
the new data. This delay leaves
both the NGB's and the USOC in a program vacuum
and is unprecedented in that the organization enters
its new fiscal year without an approved budget, nor
the ability to fund the grants it typically provides
to the NGB's months in advance of a new quad.
NGB's including USA Judo presented their 2005 “
2008 Strategic Plans and quadrennial funding request
to the USOC's Sports Performance Committee following
the Athens's Olympic Games. It is USOC's Sports
Performance Committee that will make the allocations
to NGB's in response to their plans and request, once
an approved budget is received. In additional to
the NGB's quad request, athlete assistance programs,
including the Elite Athlete Health Insurance (EAHI)
program, remain unfulfilled and in limbo awaiting
the missing budget.
USOC's Sports Partnerships are currently preparing
the NGB's Performance Partnership Agreements, (PPA) in
response to the Strategic Plans and the Sports
Performance Committee's recommendation on each
individual NGB's funding request.

Notice to Elite Athletes Changes in the Junior and
Senior tournament classifications
The following changes to the Senior Elite Athlete
Matrix have been approved by the USA Judo Executive
Committee and will be reflected in the Senior
Classification Matrix as posted on the USA Judo
website:
A. All EJU "A" and "A+" classified events will be
appropriately classified on the USA Judo Senior Elite
Matrix with the appropriate multipliers.
Rationale: The European Judo Union is
adding events, with the appropriate classifications,
which are attracting the same athlete base as the
previously classified events. The European Judo
Union has also started rotating the participating
gender on an alternating year basis on all but the
"A+" events.
B. All EJU "B" events will be appropriately classified
on the USA Judo Senior Elite Matrix with the
appropriate multipliers.
Rationale: The European Judo Union is adding events,
with the appropriate classifications, which are
attracting the same athlete base as the previously
classified events
C. Downgrade the Mexican Benito Juarez from a "C" to
"D"
Rationale: This brings this event equal to the other
Pan American Judo Union activities, which is more
consistent with the competitive base of the event.
D. Remove the Guido Sieni Tournament
Rationale: Event has been discontinued
E. Remove the Continental Crown from the "E"
Tournaments
Rationale: Event did not occur in the current year and
previous year's participation was inadequate to
warrant national point standings.
F. Downgrade the Korean Cup from an "A" to a "B"
Rationale: Recent years overall numbers and quality of
foreign teams participating have dropped in quantity
and quality.
G. Downgrade the Pacific Rim Championships from a "B"
to a "C"
Rationale: Recent years overall numbers
and quality of teams participating have dropped in
quantity and quality.
H. Downgrade the Pan Am Judo Union Sr. Championships
from a "B" to a "C" in the non-qualifying years.
Rationale: During the non-qualifying years the
quantity and quality of participating countries and
athletes is diminished in that there is nothing to be
gained from such participation.
I. Delete Scandinavian Open from the Matrix
Rationale: Event has not been conducted in recent
years.
J. Delete Japan Invitational (JIT) from the Matrix
Rationale: Event has not been conducted in recent
years.
K. Add the Ontario Open as a "D" event.
Rationale: Event has been drawing strong numbers in
quality and quantity and provides US athletes another
international competition opportunity.
L. Remove "New" from the notation for the Northglenn
"E" Tournament
Rationale: Event is no longer "new".
The following changes to the Junior Elite Athlete
Matrix have been approved by the USA Judo Executive
Committee and will be reflected in the Junior
Classification Matrix as posted on the USA Judo
website:
Junior Changes
A. Placement in EJU Senior "A" or "B" events shall
provide a multiplier of 3.5 on the Junior Matrix.
B. Placement in EJU Junior "A" events shall provide a
multiplier of 3.0 on the Junior Matrix.
Rationale: Provides uniform application of the
multipliers for all appropriate European events.
C. Change the Paris Youth International to the French
Junior International.
Rationale: The event now moves throughout France and
has been renamed within our system to reflect the
alternating locations.

Subject: 2005 World Team Selection Procedures
Selection Criteria for the USA Judo Team to the
2005 International Judo Federation World Judo
Championships
The 2005 USA Judo Senior National Judo Championships
(hereafter referred to as "the nationals") shall serve
as the selection event for the USA Judo World
Team to the 2005 International Judo Federation World
Judo Championships.
Selection of Athletes and Alternates:
Athletes attending the nationals shall be seeded
according to the established USA Judo seeding
protocols.
If the #1 seed, wins the nationals they shall be the
athlete selected, in each category of competition. If
the #1 seed loses the nationals the number 1
seed and the winner of the nationals shall then
engage in a best of three contest. The winner of that
fight off shall be the athlete selected for that
category of competition.
If the athlete selected, according to the above
criteria, declines for any reason, the person who is
then ranked highest, on the USA Judo National Point
Roster, after reflecting the results of that days
2005 Senior National Championships, who participated
in the 2005 Senior National Judo Championships will be
the athlete selected. Subsequent declines will
result in a progressive movement down the roster,
according to the same criteria.
Funding:
A. USA Judo will fully fund athletes who are selected
according to the above criteria who have an "A"
classification, or "B" classified athletes with twenty
five (25) international points.
B. USA Judo will provide partial funding, to include
all cost except for airfare for athletes who have a
"B" classification with twenty (20) international
points.
C. All other athletes will be required to self fund,
with the exception of the entry fees, which will be
paid by USA Judo. If any self funded athlete wins
three (3) actual contest (excluding any "byes" or
"walk overs") they shall be reimbursed the reasonable
and economy cost of their participation at the
recommendation and review of the Development
Committee.
Note: Determination of classification and
international points for funding criteria will be as
of the close of the 2005 Senior National Judo
Championships.
Medal Rewards: Medaling in the 2005 IJF World Judo
Championships will be rewarded according to the
following:
· Gold Medal $5,000
· Silver Medal $3,000
· Bronze Medal $2,000

Florida now has 30 new USJA level I coaches. I want to

is in this spirit that Florida judo will continue to
grow and prosper.
I would like to thank Dr. Ronald Allen Charles
USJA Master Coach for an outstanding clinic. I was
just amazed at how you were able to start on time
and finish on time. Also, a big thanks goes out to
David Ellis for keeping the word out about the Coaches
Clinic.
The work is just now beginning coaches. Let's
get together on Friday Night 4 February at the Cherry
Blossom Open and put our heads together and make

USA Judo has been informed that the Swamp Classic will not be held in 2005.
It is hoped that the event will be reinstated in 2006.
Athletes vying for Elite points for team selection should take note that the
points that could have been earned in this event will not be available in
2005. Points earned at the 2004 Swamp Classic will disappear from the national
rosters on April 3, 2005, which is the anniversary date of the 2004 event.
