Clinic.
      The work is just now beginning coaches. Let's

USA Judo has been informed that the Swamp Classic will not be held in 2005.
It is hoped that the event will be reinstated in 2006.

Athletes vying for Elite points for team selection should take note that the
points that could have been earned in this event will not be available in
2005.  Points earned at the 2004 Swamp Classic will disappear from the national
rosters on April 3, 2005, which is the anniversary date of the 2004 event.

Regional III Level Referee and serves as Chairman of the Awards Committee,
President of South Carolina Judo, Incorporated, and General State Development
Director for Judo.  During the summer he serves on coaching staffs at Judo camps
throughout the country.

Charles Sensei specializes in teaching teachers how to teach and is a leading
instructor on the USJA Coach Education Committee.  He has taught judo worldwide
to civilians, police, and the military and at public schools, colleges, and
universities during 8 years of adventure travel to 83 countries.

Dr. Charles has been teaching judo for 43 years, earning his first black belt
degree from the prestigious Kodokan Judo Institute in Tokyo and his Ph.D. in
Education from USC.  He studied in Japan under Kotani Sensei at the Kodokan Judo
Institute. Kotani Sensei, 10th degree black belt, had studied under the founder
of Judo, Dr. Kano.  That makes Charles Sensei the "grand student" of Dr. Kano.
Charles Sensei's students are Dr. Kanos "great-grand students"!

New Elimination System:
A modified Double Elimination System will replace the
Repechage system.  This new system will insure that
all athletes have at least two (2) matches.  The Gold
and Silver medals will be determined as in past years,
by a single-elimination system (or round robin for
divisions of 5 athletes or fewer.)  All losers will
compete in a losers pool. The final two matches will
be between the last two remaining athletes in the
losers pool and the losers of the semifinals.  The
two winners of those matches will be awarded third
place; the two losers will be awarded fifth place.

Pan American Judo Union Membership Requirement:  The
Junior US Open has been designated an official Pan
American Judo Union (PJU) Junior Circuit event.  As
such, the Pan American Judo Union requires that all
competitors and officials be members of the PJU.  For
membership requirements, Officials shall include:
Coaches, Delegates, Doctors, Physiotherapists, etc.,
as well as the Federation members who appear in the
Teams Registration form.  This is an annual
requirement.

The cost will be:
a. Competitors US $20 (Twenty American Dollars)
b. Officials US $30 (Thirty American Dollars)

PJU Dan Grade (Black Belt) registration requirement:
Because the Junior US Open has been designated an
official PJU Junior Circuit event, the PJU requires
that all competitors who hold black belt rank,
register that rank with the International Judo
Federation (IJF) and the PJU. This is a one-time
registration requirement.

The cost of the PJU Dan Grade Recognition as well as
the request for application to the IJF level of Dan
Grade Recognition will be US $60 (Sixty American
dollars). The cost of PJU Recognition for those who
already have the IJF Recognition will be US $20
(Twenty American dollars.)

The PJU Dan Grade registration resolution can be read

These fees are IN ADDITION to the tournament entry fee
and will be collected at the event by officials from
the Pan American Judo Union.

If athletes and officials wish to pay these fees and
receive membership and dan grade recognition in
advance, forms and instructions can be obtained at USA

ATHLETES AND OFFICIALS SHOULD BE AWARE THAT FOR THE
PAST TWO YEARS USA JUDO HAS SUCCESSFULLY RESISTED THE
IMPOSITION OF THESE FEES.  HOWEVER, WITH THE STATED
POSITION THAT THE PJU WOULD REFUSE TO OFFICIALLY
RECOGNIZE THE EVENT, WE ARE RELUCTANTLY INSTITUTING
THE PJU FEES.

ELIGIBILITY
Non U.S. Citizens:
Athletes must compete for the country of which they
are a citizen and must present a letter from their
countrys federation stating that they are a member in
good standing and have the Federations permission to
compete.  Proof of Citizenship must be presented at
Tournament Check-in.  Passports are mandatory for all
citizens of countries other than the United States.

United States Citizens:
A U.S. Citizen may participate if he or she is a
current member in good standing of United States Judo,
Inc.  United States citizens must present either a
passport or a birth certificate.

Citizens of No Country:
Individuals who are not citizens of any country, but
are authorized by the Department of Justice of the
United States to remain in the United States, may
participate by meeting the criteria listed above for
U.S. Citizens.

All Athletes:
All athletes must meet the age and weight
requirements.  Proof of age must be shown.  All
individuals must also submit all required documents
and pay the appropriate entry fee.

RULES

	 The Championships will be conducted in accordance
with the Contest Rules, Organization Code and Sporting
Code of the International Judo Federation, as revised
for the 2005 Jr. US Open Judo Championship.  These
rules include, but are not limited to draw, weigh-in,
length of contests, and competition procedures.

 Determination of Weight Category: Athletes are asked
to make a preliminary declaration of weight on the
entry form or at check-in/registration.  However, in
this tournament the athletes actual weight at
weigh-in will determine the category of competition,
i.e. the athlete does not have to make the declared
weight.
 Shime-waza rule: Shime-waza (choking) allowed in
Junior, Cadet, and Youth categories only.
 Kansetsu-waza rule: Kansetsu-waza (arm locks)
allowed in Youth (IJF-Junior) category only.
 Injury Rule: Decisions as to whether an athlete may
continue if injured while on the mat, are to be
resolved in accordance with IJF rules; such decisions
occurring off the mat or not covered by the IJF rules,
are to be made by the coach, the athlete, and the Team
Doctor.  If there is not a unanimous opinion among
these three individuals, the athlete may not continue
(Board-approved October 22, 1998.)
 Match lengths:
  Juvenile 1, 2, Junior  3 minutes
  Cadet and Youth:  5 minutes
 Judo gi color: Although optional, USA Judo
encourages the wearing of a Blue judo gi by the blue
side competitor.  The white side competitor must
wear a white judo gi.  Competitors are responsible for
appearing in the correct color gi.  Under no
circumstances shall both competitors be allowed to
compete in blue gis, nor will the blue and white
competitors be allowed to switch positions.  The gi
jacket and pants must be the same color; no mixing of
colors.  In all matches where the both competitors are
wearing white gis, both competitors will remove their
grade belts and wear a blue or white belt to identify
the contestants designated color for the match.

COMPETITORS AND THEIR COACHES ARE RESPONSIBLE FOR
PROVIDING THEIR OWN BLUE AND WHITE BELTS FOR THIS
COMPETITION.  THIS RULE WILL INSURE THAT THE BELTS FIT
PROPERLY.  PLEASE MARK YOUR BELTS WITH YOUR NAME OR
CLUB.
 Divisions will be posted for coach/player inspection
as soon as possible after the close of weigh-ins on
each day.  1 hour later, any necessary corrections
will be made, the draw will be performed, and
brackets, with match numbers will be posted.
 Authorized coaches will be given admission onto the
venue floor.  One coach per contestant.

METHOD OF COMPETITION

1. Categories having five (5) Competitors or less:
Round Robin Pool (every competitor competes against
every other competitor).  The order of finish is
determined by number of wins, then, if tied, by total
points (Ippon=10, Waza-ari=7, Yuko=5, Koka=3,
Decision=1). If tied in wins and points, the winner of
the head-to-head competition between the two who are
still tied determines the winner.  If three or more
are still tied in wins and points for any place
(first, second, or third), those contestants involved
must contest again to determine the order of finish.

2. Categories having six (6) competitors or greater:
Modified Double Elimination.  Players are divided into
two pools, A and B by means of a draw (described
above.)
Determination of 1st and 2nd place:  The "knockout"
(single elimination) system is used to produce two
finalists, who will compete for 1st & 2nd place.
Determination of 3rd - 5th place:  All contestants who
were defeated before the semifinals will compete in a
consolation bracket (referred to as a losers pool).
Athletes will be placed in the losers pool in a way
that attempts to keep those who met in the winners
pool from meeting again, although depending on the
size of the division, this will not always be
possible.  The losers of the semifinals will fight in
the last two matches of the losers pool.  The winners
of those two matches (2) will be placed 3rd, the
losers (2) will be placed 5th.

SCHEDULE OF EVENTS

The following is a general schedule of events.  All
dates and days of the week are final.  However, the
times listed are approximate and the Organizing
Committee reserves the right to change these, if
necessary.  The final schedule will be provided to
delegations, officials, and athletes upon arrival.

Friday, August 5, 2005
0930-1500 (9:30 am - 3:00 pm): Tournament Check-in.
All athletes must check-in with tournament officials,
in person, at the tournament headquarters hotel to
confirm participation and make a final declaration of
weight Category.
1200-1600 (12:00 pm - 4:00pm): Official Weigh-in for
Junior (under 15 yrs.) and Cadet (under 17 yrs.)
Categories ONLY.  Contestants may check weight as many
times as desired prior to the start of the official
weigh-in.  During official weigh-in, a contestant is
given only one chance on the scale.
1700-1800 (5:00 pm - 6:00pm): Referee meeting

Greetings from S. Georgia and Happy Holidays.  The
GA State Judo Championship in Jesup is about a month
away and it is going to be a huge international event!
The African Contenental Championship Team from
Nigeria will be here from Jan. 26-Feb.2. This will
be good experience for us because they are bringing at
least 15 of their best players, including
an IJF eighth dan. We also will have at least one
player from Ireland as well as many from Latin
America.

As far as local competitors go, Florida (of course)
has preregistered more players than any other state.
However, Georgia isn't far behind. South Carolina and
North Carolina should make a good showing as well.  We
are expecting to start early Saturday morning, Jan.
29, because we don't have room for a fourth mat.  We
still need some refs and some volunteers;
any manpower help will be greatly appreciated.

Many people have contacted us by email, but some of
their addresses won't accept my return reply.  Any
suggestions?

Once again, I would like to thank everyone that was able to attend the 1st
annual Junior Awards Luncheon that was held in South Miami. Also, I would like
to once again congratulate all the athletes that were recognized at the

might see anyone of these athletes represent the Florida and USA Judo at a World

talent from our juniors in the state. Your discipline, courage, and commitment
in the sport of Judo has allowed you to be recognized for your achievements. I
wish all the athletes the best for 2005 and I hope that everyone continues to

 Re: Amendment of Judo Uniform (Judogi) of IJF Referee Rule

 Dear my friends,

 I would like to inform you all regarding IJF Judogi Rule Amendment. IJF Executive Committee has decided to amend Article 3 Judo Uniform (Judogi) of IJF Referee Rule from January 2005.

 Unfortunately, in recent years, some Judogis have been intentionally thick or tailored to avoid being gripped by opponents. We believe that all players must fight under equal circumstance, and they have to be able to fold Judogi each other. Every Judoka knows that those Judogis will destroy not only Judo techniques but also Judo itself. 

 In order to remedy this situation, we have amended small part of Judogi Rule which is yellow lined. This amendment is not any big change if you have used proper Judogi.

 In addition, I would like to remind that only IJF official supplier judogi’s logos can be advertised on the judogi during the IJF events. This means when you use other manufacture’s Judogi, you have to take off its company’s logo during IJF events (world championships, junior world championships, and team championships).

 I would appreciate your understanding and collaboration. I hope that this amendment will help world Judo blight future.

3. Judo uniform (judogi)

The contestants shall wear a Judogi complying with the following conditions:

a) Strongly made of cotton or similar material (see guideline), in good condition (without rent or tear). The material must not be so thick or hard or slippery as to prevent the opponent from taking a grip.

b) Blue for the first contestant and white or off-white for the second contestant. (See Appendix).

c) Acceptable markings:

  1) National Olympic abbreviation (on back of jacket). Size of the letters 11 cm.

  2) National Emblem (on left breast of jacket). Maximum size 100cm2.

  3) Manufacturer's trade mark (on bottom-front of jacket, on bottom front of left leg of the trousers and on one end of the belt). Maximum size 20 cm2.
It is permitted to place the manufacturer's trade mark on one of the sleeves but inside the 25cm x 5cm area instead of at the bottom front of the jacket. The IJF Official suppliers are allowed to place the IJF Logo above their trade mark (in direct contact).

  4) Shoulder markings (from collar - across shoulder down the arm - both sides of jacket). Maximum length 25cm and maximum width 5cm. (The same advertising or national colours on both sides)

  5) Advertising on the sleeves, 10 cm x 10 cm on each sleeve (different advertising allowed). These 100 cm² have to be fixed just below and in contact with the stripes of 25 cm x 5 cm.

  6) Indication of the placing (1st, 2nd, 3rd) at the Olympic Games or World Championships, in an area of 6cm x 10cm at the bottom front left side of the jacket.

  7) The contestant's name may be worn on the belt, lower front of the jacket and upper front of the trousers up to a maximum of 3 cm x 10 cm. Also the contestant's name or abbreviation may be placed (printed or embroidered), on the back of the jacket above the National Olympic abbreviation, but in no case in a position to prevent an opponent from grasping the back of the jacket. The letters can be up to a maximum of 7cm high and the length of the name can be up to a maximum of 30cm long. This 7cm x 30cm rectangular area must be located 3cm below the collar of the jacket and the back identification must be fixed at 4cm below this area.
Note: For IJF Events and the Olympic Games, the names are indicated on the 30 cm x 40 cm Bibs.

 8) The contestants must bring judogi without any back identification at the sewing desk.

d) The jacket shall be long enough to cover the thighs and shall at a minimum reach to the fists when the arms are fully extended downwards at the sides of the body. The body of the jacket shall be worn with the left side crossed over the right and shall be wide enough to have a minimum overlap of 20cm at the level of the bottom of the rib-cage. The sleeves of the jacket must reach to the wrist joint at the maximum and 5cm above the wrist joint at the minimum. A space of 10 to 15cm shall exist between the sleeve and the arm (bandages included), along the entire length of the sleeve.
The lapel and collar must be a maximum of 1cm in thickness and 5cm in width. Stitches on the lapel must be parallel and are recommended to have around 5 lines of stitches which are equally spaced.

e) The trousers, free of any markings except for c3 and c7, shall be long enough to cover the legs and shall at the maximum reach the ankle joint and at the minimum 5cm above the ankle joint. A space of 10 to 15cm shall exist between the trouser leg and the leg (bandages included) along the entire length of the trouser leg.

f) A strong belt, 4 to 5cm wide, whose colour corresponds to the grade, shall be worn over the jacket going twice around it at waist, and tied with a square knot with the first loops inside the knot, tight enough to prevent the jacket from being too loose and long enough to leave 20 to 30cm protruding from each side of the knot when tied.


g) Female contestants shall wear under the jacket either:

  i) a plain white or off-white T-shirt, with short sleeves, rather strong, long enough to be worn inside the trousers, or:

 ii) a plain white or off-white leotard with short sleeves.

 

If the Judogi of a contestant does not comply with this article, the Referee must order the contestant to change in the shortest possible time, into a Judogi which does comply with the article.

 

The contestant’s spare Judogi should be brought by the coach to his chair at the edge of the competition area.

 

To ensure that the sleeves of the contestant's jacket are the required length, the Referee shall direct the contestant to raise both arms, fully extended forward at shoulder level, when making the control.

 

h) The official colour standards for Judogi blue are between pantone numbers n°18-4051 and n°18-4039 on the TP pantone scale and between n°285 or n° 286 on the print pantone scale.

 

Judogi is controlled twice: the first is at sewing the back identificationand the second is before  each contest.

 

Organizers of the tournament must prepare reserve judogis at Olympics, WC, JRWC, and Team WC.

 

4. Hygiene

(a) The Judogi shall be clean, generally dry and without unpleasant odour.

(b) The nails of the feet and hands shall be cut short.

(c) The personal hygiene of the contestant shall be of a high standard.

(d) Long hair shall be tied so as to avoid causing inconvenience to the other contestant.

Any contestant who will not comply with the requirements of Articles 3 and 4 shall be refused the right to compete and the opponent shall win the contest by Fusen-gachi, if the contest has not yet started, or by Kiken-gachi, if the contest has already started, according to the "majority of three" rule (see Article 28).

 

Guideline for judogi manufactures

a) Materials of jacket are recommended using more than 70% cotton, and weight of the materials are recommended to be less than 1 kg/㎡. 
b) A cuff on a sleeve must be no more than 3 cm wide without protuberances.
c) Width of seam on the back must be no more than 3 cm.
d) A cuff on a trouser leg must be no more than 3 cm wide without protuberances.
e) Chest, shoulder, and armpit pad must be of the same material as judogi, and only one layer allowed for those parts as reinforcement.

Dear USA Judo,

In 1912 Teddy Roosevelt announced his candidacy for
President with the fighting words My hats in the
ring. I threw my hat in the ring by running for
President of USA Judo this year. It was not my
intention to pick a fight with the current
administration. I ran for this office to serve USA
Judo in a position that would make full use of the
management skills and education I had acquired in
anticipation of the inevitable end of my competitive
Judo career.

It is a shame that the rhetoric of political elections
can sometimes become personal and lead to bitterness
between those who participate. As Judokas we know a
better way. We always bow with respect to our
opponent after each hard fought match on the mat. We
teach our youngest Judokas that our greatest losses
come when we give up or fail to step onto the mat. Win
or lose the real lesson is that both competitors are
trying to help each other improve. I still want to
help make the state of Judo better in the USA. As a
Judoka it would go against everything I have
learned to turn my back when I am needed.

I have watched the recent decisions of the USOC with
dismay. Im sure most good Judokas have been wondering
what they can do to help. I have thought about this a
lot myself. I am willing step out on the mat by
offering my service to Judo once more. USA Judo needs
a qualified Executive Director.

The responsibilities of Executive Director of USA Judo
include:
Fundraising and Sponsorship
- Membership Services
- All business related activities and operational
management duties including Insurance
- Accounting
- Budget Oversight
- Staff Management
- Working closely with USA Judo Executive Committee &
Board of Directors
- Liaison to the U.S. Olympic Committee

If you go to the web site set up while I was running
for USA Judo President (www.pedroforusajudo.com) you
will see that my experience, education and skills meet
or exceed these requirements. The most important
abilities needed for this position are without
question fundraising and sponsorship skills. If we
cant raise enough funds, then the other duties
of the Executive Director become much more difficult.
Obviously Budget Oversight can not be effectively
performed without the required funds to meet our
budget. I have the best combination of experience and
exposure to get the doors open to the sponsors we
need.

We must pull together now for the sake of our athletes
and USA Judo. I think it would send a strong message
for the USOC to see Ron and myself working together
under the same banner. In 1912 both President Taft and

former President Teddy Roosevelt lost to a third
candidate due to continued bitterness. I am offering
to serve as the new Executive Director so that USA
Judo will be united under strong leadership as we face
the challenges ahead.
