The following link is the 2003 National Meeting
Minutes (for USA Judo Board of Directors) held in Las
Vegas, NV on April 17, 2003 (in PDF Format):

In Particular interest to most are:
* Junior Rank System given under V. D. Standards and
Certification.
* IX. Mixed Competition for Boys and Girls

Junior Rank System given under V. D. Standards and
Certification can be found on page 13.

IX. Mixed Competition for Boys and Girls

MOTION: That girls, ten years of age and younger,
shall be allowed to compete with boys in the same age
bracket, in local and regional competitions whenever
there are no other, or an insufficient number of girls
against whom it is appropriate to compete. Among the
reasons for concluding that a girl does not have the
opportunity to compete against other girls are
material discrepancies in weight, age and rank.

Add to this motion athletes and parents to be made
aware before the match that it is a mixed division.
It must also be in the waiver signed by those parents.

PASSED with only 1 against.
