It's relativ easy to decide if it's an orbit (pissed of with getting
cogs) or an 3x7 (reasonable for that time).

shows a 3x7 out of that time. Later versions are more smooth at the hub
body and may contain a ring with 3x7...
The orbit is much thinner with an ticker part nearby the freewheel, like
a blown old Shimano XT (before they becam Parallax:-)
If you have only two gears with the 3x7 theres something wrong with the
adjustment. Maybe the shifting wire has to much friction: Throw out zinc
wires, put in stainless steel... it already new stainless steel: But a
spring, comrpesses and secured with a luster terminal on the wire for
better support of the weak spring inside the hub. (Sorry no proper
picture)...
