I (think) I have changed the groups so that any member may post a
message. This was based on requests by members to be able to post
comments and questions.

The previous logic was to use this as an "announce" site to notify
members of upcoming meetings and events. I can understand why some
members want to post messages, and I think this is a good thing, but
please keep your posts appropriate and short on "chatter". There are
many members that like the minimal nature of the current forum.

If it becomes an issue with a lot of extra posts, we can change it back
to an "announce" site, but lets give this a try to help grow the sport
of rally.
