On Saturday Sept. 15 I will be hosting a Coxswain Clinic.  It is
outstanding for beginning cosxwains and a good refresher for returning
coxswains.  High school, college and club coxes and coaches invited.

Cost: $5/person (coaches and coxes) includes lunch

Dear Family, Friends, Colleagues, and Students,

Yesterday was a day of tragedy. Such in-human action caused a
roller-coaster of emotions. From shock, to extreme grief and sorrow, to
anger. Tonight at 3:30am, I have a feeling of hope. I am determined to
make the world a better place for all.

Each individual can make a difference. I plan to energize my efforts at
teaching today's youth. To lead by providing a moral and ethical
example. To encourage others to become involved in our political system
and vote. To support the ideals of freedom on a global scale. I plan to
make the world a better place for everyone by re-cycling materials and
supporting environmental conservation on a global scale. I am going to
say "hello" to my neighbors and pursue my civic responsibilities with a
renewed vigor. I will continue to travel, explore various cultures, and
show human kindness to my world neighbors.

In closing, each individual has the ability to make a difference.
Together we will change the world.

Greetings everyone,

Saturday's coxswain clinic must be postponed for 2 reasons, a Tropical
Storm is about to hit Central Florida and my grandmother died last night
and I must attend the funeral on Saturday at 10 am in Jackson,Miss.

The make up date is Sun. Sept. 23rd at 3:30pm.  Location is still the same.
  This time dinner will be provided.

I am sorry about the change and the strange time but the next 3 weekends I
have 3 USRowing Coaching Clinics to run.   We will have the Cox Clinic
right after the Level I Clinic finishes on Sunday the 23rd.  We should be
done by about 8pm.

Please re register as some people may or may not be able to attend.  Listed
below is the reservations I had.

Howdy,

Attached is the Sunburn packet for 2001.

All schools/clubs are invited.  The Bainbridge Race site is beautiful with
tons of parking and viewing.

We have multiple flights (especially for Novices) and give cool medals to
1st, 2nd, and 3rd place boats in all flights.

I have already sent the Bainbridge hotels list.  Enclosed is last years
Tallahassee hotel list so the contacts might be old.

I would also appreciate a preliminary count on who will be attending and who
would have interest in a pasta dinner the night before at the race site.

I would like to suggest that the FSRA abolish the notion of a "club
championship" and a need to run 2 different state championships based on the
organizational structure of the crews: club vs. high school.  I propose that
FSRA sanction one event to be run under the rules and regulations of the
FSRA allowing club programs to race side by side with scholastic programs in
Tampa to determine our state champions.

I believe that the current system is flawed and in need of adjustment. Our
mission statement says that FSRA is established to promote high school
rowing and it hosts the annual state championships to achieve that goal.  We
come together at meetings and regattas to promote rowing and racing at the
highest possible levels.  All of our rowers are in high school and each of
us has a hand in developing the speed of our states best boats.

The current system of 2 state championships excludes youth rowing clubs from
competing against high school crews for the state championship.Why? I
believe that this policy retards us in our ability to build statewide
competition that encourages the fastest levels of speed.  I think we all
take pleasure in watching a fast crew go smoking down the course and we all
take pride when on of our own goes out into the nation and represents our
states speed in the finals of a national regatta and even more so when they
return from the awards dock.   The club rowers work hard just like
scholastic rowers with, I think and hope, the same agenda...be as good as
you can be, race hard, race fair.

I have been coaching at this level for the last 6 years.  During that time I
think the idea that a HS crew has a competitive disadvantage relative to a
club crew has been used as a central argument to keep clubs from racing in
the FSRA State Championships.  In the last 3 years I cannot recall a club
varsity 8 that was faster than the fastest HS varsity 8's during the season.
   The 2001 Top 3 Mens V8's from the Florida Youth Championhsips Edgewater,
Winter Park, and Leon in 2000 it was Edgewater, Leon, and Sarasota.  In 1999
there was no championship race for rowing clubs and Winter Park won in Tampa
and now my memory is fading but I think Edgewater took second.  In 1998 and
1997 Jax Episcopal won the state titles, and finally in 1996 a Riverview
crew from SSYRP won the MV8.   It’s a true testament to greatness to realize
that Edgewater or Winter Park have won the Mens V8 26 times since 1966. In
35 years of racing these 2 schools have lost the MV8 title only 9 times to
other programs.  What competitive advantage exists for clubs in the face of
those traditions of success.  In the Womens V8 Winter Park has won the race
15 times, Stanton twice, Boone twice, and Riverview once in 1994.

The Team Points title has been won by Winter Park every year since 1990
except in 1994 when Edgewater and Boone tied.  The overall points title has,
in fact been won by Edgewater or Winter Park 32 out of the last 35 years.
That’s awesome, and in my mind completely dispels the notion that clubs are
inherently and unfairly faster because they pull from more than one high
school, its just not true.

As a former scholastic coach, and now a club coach, I realize that the need
for rowing clubs exists because there are schools and parents that can't
afford to support their own programs.  They have kids that want to row and
become invested in our sport.  There becomes a need to come together with
other rowers in the community to make this thing work and provide the crew
with a solid infrastructure. I firmly believe it is in the best interest of
our sport to bring the rowing community together and let all of our rowers
in high school race each other side by side and under the fairest of
conditions.  The clubs don't poison our sport they nourish it in communities
that either don't have the tradition or the resources to support a single
scholastic crew.  By racing clubs and high schools together during the year
we make each other faster and we make our sport better and thats the point,
not whether your kid races in a club crew or a HS crew.  We're all
rowers,lets race.

Dear Coaches,
I am writing to let you know that I will have registration packets available for
all crews at the coaches meeting for the Sanford Regatta.  We have decided to
donate some of the proceeds to the Red Cross as part of an ongoing effort to
help support those effected by last week's tragedy. We hope many of you can make
it.  I know that it will be a good time.
Unfortunately, the street festival has been canceled due to the fact that
Sunday, November 11th is Vetrans' Day and they do not feel it would be
appropriate to hold a festival on that day as a result of the terrorist attacks.
We will still have our regatta, and we are working on the entertainment portion
as well.  And yes, we will still have our post regatta party on the waterfront
to give us a chance to talk about the day's racing and to unwind a little.
Amazing how that tragic event can effect so many people in so many ways.  This
is a minor setback for us, I hope that no one in our rowing community was
effected any greater than this.  Our prayers are with everyone.

With regard to the decisions made at the September 22nd meeting, our Association has taken several actions in violation of the Florida Scholastic Rowing Association (FSRA) Constitution.

First and foremost, our Constitution refers to the Association's responsibility to secondary schools as the primary objective of the organization (see Article I, Section II and Article II, Section I).  There is a fundamental difference between high schools (the secondary schools referred to in the Constitution) and clubs (which are a conglomeration of high school students from a variety of secondary schools).  The decision to allow clubs to become members of the FSRA and compete at the FSRA State Championships is in direct conflict with our Constitution.  Our Constitution is written in such a way that club programs could NEVER be included in our State Championship event, or at the very least, to do so would require that our organization vote to change or amend the Constitution.  The Constitution states very clearly in Article V, Section 1b that to amend the Constitution or to add to the Bylaws requires a 2/3 majority of the voting members.  The record shows that the vote that took place on September 22nd fell short of this 2/3 majority requirement.  The vote must therefore be considered null and void.

In addition to this major violation of procedure, there were some other minor violations as well.  The Constitution requires that Amendments to the Constitution and Bylaws be distributed by the Corresponding Secretary to the member organizations at least 14 days in advance of the annual meeting.  To our knowledge, the only information regarding the proposal to allow clubs to participate in the FSRA State Championship was in the form of the remarks sent via e-mail by Gainesville Area Rowing coach Paul Bugenhagen on September 18th, just 5 days prior to the meeting.  We don't believe that these few remarks and the 20 minutes or so that was allowed for discussion of this issue at the meeting was sufficient time to consider such a significant change.

Article II, Section 3 of the Constitution requires member organizations to have at least five members competing at the previous year's Championship Regatta in order to have voting rights, and yet programs that had entries in only the single or double were allowed to vote.  Although these are minor infractions, and have occurred in past years, we have never before made such a controversial decision or one with such potential to change Florida rowing in such a significant way as the current decision could.

In light of these violations, and of the controversy surrounding this decision, we recommend that the FSRA president call a meeting before the end of the calendar year so that the coaches can gather to revisit this issue.  Section I of Article I of our Constitution affords us the opportunity to call a "special meeting" of the Association membership if one-third of the member organizations are in favor of such a meeting.  If we can get the votes to call this special meeting, the procedures called for in the Constitution on all voting matters should, of course, be followed this time.

As an alternative to changing the Constitution and bucking the tradition of racing high school against high school that has carried on for many years now, we would like to suggest that FSRA remain with the current program of acknowledging a Florida Youth Champion.  We believe that part of the dissatisfaction on the part of the clubs with the current system is the quality of the Youth Championship Regatta, which has been hosted by Miami Rowing Club in recent years.  If this is the case, we would propose that FSRA host and fully fund a Youth Championship Regatta to be held at the Tampa Bypass Canal in late-April or early-May that would rigidly follow the rules established for the USRowing Youth Championship Regatta held in Cincinnati in recent years.  If the organizers of the FSRA Championship event are willing to put in the effort, the current financial status of the FSRA certainly indicates that it would be an affordable compromise.  If the clubs wish to test their crews against the fastest high schools, we feel confident that those high schools would accept the challenge, as they have at each of the recent Youth Championship events in Miami.  If there are concerns of programs not being able to afford to attend two events such as this, perhaps we could reduce the entry fees at one of the two regattas for the next year (or two) to encourage better attendance.  If the clubs choose as a group to exclude high schools from such an event, that would certainly be their right and the high schools would have to honor their wishes, but we still believe that it would be a worthwhile investment to have FSRA fund the regatta even if high schools are not allowed to attend.

Another alternative that would eliminate the need to double the effort on the part of the regatta organizers would be to add club events to the FSRA State Championships.  Two levels of 8's and two levels of 4's for both the boys and girls could likely be added to the program without running out of daylight.  Unfortunately, this option would eliminate the opportunity for clubs to test their crews against the fastest high schools.

A third alternative, and the least desirable in our minds, would be to leave things as they are.  Continue to recognize the Miami regatta as the Youth Championship event and then revisit the issue of clubs racing against high schools at the 2002 Annual meeting.  It is our recommendation that this alternative only be considered if we cannot generate enough interest to call a "special meeting" of the member organizations.

Whatever is decided upon, it is clear to us that allowing clubs to race alongside high schools for the Scholastic State Championship is NOT in the best interest of Florida rowing.  It is obvious that the national rowing community has made some distinction between club crews and high school crews.  The Scholastic Rowing Association hosts their Championship event each year and has never, to our knowledge, allowed composite or club crews to compete.  USRowing hosts an annual Championship event that does allow those clubs to enter.  In fact, if you consider other sports that promote club teams such as soccer, swimming, baseball, or basketball, you will not find an event that allows club teams to compete against high school teams.  Certainly, there must be some good reasoning behind this.  The rowing clubs have argued that the ability to draw from multiple high schools has not led to a competitive advantage on their part in recent years.  While recent results would support this remark, we have to realize that just because it hasn't happened in recent years doesn't mean it couldn't happen in the future.  If clubs should become dominant in the future, what prevents schools like Boone, Winter Park, Edgewater, and Lake Brantley from joining forces in the form of a club?  These alliances would end high school rowing altogether.

We'd like to point out to all coaches that our intent is NOT to stir up trouble or to try to create any sort of chasm among the high school programs that are part of this Association.  The group has voted to allow a change that we feel will toss aside a tradition that has developed over the course of the past couple of decades, and we feel that it is vital to our Association to maintain this tradition.

It's apparent that the procedural mishaps are enough to disregard the vote from September 22nd to allow clubs to participate at the FSRA State Championship.  If you are in support of calling a "special meeting" to discuss this issue in a forum that follows our Constitution, please reply ASAP.
