Hello,
Currently on the Boating Advisory Council (BAC), there is only one representative (Becky Bragg) from the paddle (canoe/kayak) community. None from the sailing or rowing community. The rest of the members are from the motor boat, marine industry, PWC, USCG Aux., etc. There are fortunately a couple of members who are from agencies that vote in favor of the paddle community. There is even a member from the scuba community, even though there are not many state laws that address diving in Florida. It’s a self regulated industry. The only laws pertains to dive flags and spear fishing.
There were two state legislators on the BAC, but historically they are the types that want more money from people. Some reps change with what part of the state the meeting is in, sometimes not even showing up. 
The council is stacked in favor of the motor boaters.
 
During 2006 when the FWC was having public meetings around the state to address the issue of registering non motorized vessels, I tried to get the local Gainesville rowing club, among other affected clubs and individuals to attend the meetings. Nothing.
I was the only local resident at the meeting in Gainesville, and we (paddle community) were always outnumbered by the special interest motor boat lobbyist types. Even the air boaters were showing up to voice opinions about paddling. Go figure.
 
Anyway, rowboats are currently included in the non motorized category and therefore they would be excluded from registration. But, they would be included in any future attempt at registration when we are all included. Sailboats w/o motors, and sailboards would also be included. Every thing else is considered a "toy" by  the USCG such as rafts, inner tubes, and surfboards. Though some surfers make money via contests, they would be exempt. 
 
Rowing shells by the fact that a lot of them are used in races/regattas, would be exempt anyway under current law along with the same exemptions as motorized vessels are from registration in races/regattas. I even think that shells are exempt from the requirement to carry PFD's during a sanctioned race. 
 
The length of greater than 16' for registration in the current emails, would apply to vessels that are anchored/moored out from shore. There is a growing problem state wide with derelict vessels at anchor with no way to contact the owners due to no numbering information. Some feel that the registration would help track down the owners. The derelict vessel program has not received any funding for the last three years. And with the marina to condo conversions, more are anchoring out for free. The FWC wants to clarify and have local governments get involved with the process of mooring fields, etc.
 
Currently, all vessels whether motorized or not over 16' must be 'titled'. A lot of people don't know this, and its not really enforced. Everything on the water not considered a toy by the USCG, is considered a 'vessel' whether its human powered or motorized. The key words that define vessel is, 'used for transportation'. Recreation or exercise doesn't fall into the consideration of uses.
 
So the quick answer, is to attend the BAC meetings, stay in touch with those that do, and voice your concerns to the FWC. The motor boat community is a large and well financed group and they will not stop in their attempts to get us to pay a tax to register. They want money from us to receive more matching federal dollars to build more cement ramps, marinas, docks, and paved parking lots. Things that the paddle community doesn't want or need.   
 
www.MyFWC.com/boating    next BAC meeting on Friday April 11th in Tallahassee. The agenda, though posted, does not reflect all that will be discussed. The public comment period is where a lot of ideas get introduced both pro/con about things related to use of the state waters.
I brought up the 2007 para sailing accidents at the last meeting in Orlando, and its already being discussed in the current legislative session. With out going through any further public hearing via the FWC.

I will defer to Mr Barker at the moment and perhaps he can keep you in the loop as we need e-mails, phone calls, blogs, etc.   Not sure if we have paddlers on any committees.  Sometimes it is also helpful to get bodies at hearings in Tallahassee, too.
 
As he probably knows, these things get snuck into hearings and legislation all the time and we know that this issue has been on the radar for awhile.  I am always trying to get all the paddlesports groups to work together on common issues so these things do not slip by.

Can we get rowing boats included too as they belong to the same general category as canoes and kayaks? Almost all rowing shells are over 16 feet long. As an example my single is 27 feet long and my double is 33 feet long. I'll pass this info on to the 70+ state youth, college, and adult rowing clubs. Should they contact their state representative about this or is there a better contact? With most teams having 50 to 100 members, we can get several thousands of citizens across the state involved.

Colonel Jones,

under the FWC website boating link there is a PDF with the title of "Vessel Management Analysis". In the PDF under 'potential solutions', there is the plan to "require all non powered boats to be registered". The update pdf link of similar title is not working this morning.

Is this a plan by the FWC to register non motorized vessels such as canoes/kayaks?

If so, why is the plan embedded in the mooring field/derelict vessel plan?

And, why weren't the human powered craft stakeholders affected by this, notified of this plan before sending it to the UF law school for legislative wording?

Is the UF law school team going to differentiate between non powered (sail) boats that use mooring fields, and human powered craft that don't?

How much of this idea was from the special interest motor boat industry lobbyists?

Myself and others thought this registration issue was addressed in December of 2006 at the BAC meeting in Key Largo.

Stakeholder meetings that are specific in nature ie. mooring field/derelict vessels, that allow hidden agendas (non powered registration) by special interest groups (motor boat industry) to be introduced, do not bolster the credibility of the state agency holding them. It appears that the state agency only answers to that special group.

It would have been just as easy to word the plan as "anchored/moored non motorized vessels". Listing it as it is, and forwarding it to the UF law school for legislative wording indicates otherwise, to include canoes/kayaks.

I await clarification and to be proven incorrect in this observation.

go to www.MyFWC.com/boating and follow the titles of what was sent to me, listed below. It does mention *registering non motorized boats* as part of the FWC mooring field/derelict vessel plan in one of the PDF's.

I checked the web sites for Standing Watch, Marine Industry Assoc. of Florida, and Florida Council of Yacht Clubs.
They have stopped listing their lobbying efforts on the web sites. In the past, they would list their efforts to down list the manatee, prevent sea grass bed protection, and weaken/dilute boat noise laws. Not to mention, removing speed zones in critical habitats so they could go faster.

It appears that certain 'stake holders' are trying to sneak this in via another angle at public workshops the FWC held. After the FWC's Boating Advisory Council (BAC) voted it down in December of 2006.
C'mon, why would we have thought it important as paddlers to attend a mooring field/derelict vessel workshop?

So unless the UF law school study team determines the difference between a non motorized ANCHORED vessel versus a non motorized human powered craft, this could be the other way to skin the cat, and tax us for a decal to put on our paddle craft. And more matching federal dollars to build more marinas, docks, and cement ramps. Yea, we want those!

So get informed, go to the meetings whether they sound pertinent or not, and share with the community.
I'll be going to the BAC meeting April 11 in Tallahassee.
Don't wait for an invitation from the FWC, they won't send one!

At our meeting yesterday, someone mentioned hearing about another attempt in the works to register non-motorized vessels. I just checked out the FFWCC website: Boating: Vessel management Analysis; Anchoring & Mooring Update. There is what appears to be a slide presentation by Law Enforcement. Under the topic of "Solutions", they offer a Legislative Solution: "Require non-powered boats to be registered." I haven't a clue what that has to do with anchoring and mooring but it's there.

What's the name of the power boat organization that has such a powerful lobby? We need to check their website.

Several have asked about entry options they are considering. Example: light 8 vs. 1st and 2nd V4. My recommendation is to enter all 3 boats before the entry deadline of Wednesday, April 9, to make sure you can have the option.
 
Once you have a boat entered, you have until Monday, April 21, to make a scratch without any cost penalty. After this date, you are responsible for the cost of the entry and any scratch fee incurred. I also recommend not waiting until the last minute and then missing a deadline.
 
Obviously a realistic schedule cannot be made until all these scratches are made. So the sooner you make your final decisions, the better for all of us. A preliminary regatta schedule time line will be sent out after the April 9th entry deadline. A final schedule with lane assignments will be made after the April 21 deadline. Between those dates, coaches will be asked to rank the boats for various events.
 
And don't forget your team's volunteer list. Your team will not be seeded nor assigned lanes if I don't have your team's volunteer list.

Last year, we began seeding events based on concerns about how boats progressed to finals. To counter those concerns, the FSRA Regatta Committee asks the coaches to seed the following events:
1M8, 1W8, 1M4, 1W4, LM8, LW8, M4X, W4X. Seeding events provides the most fair system for ensuring that teams progress through the regatta on the basis of actual boat speed. The coach of any team entered in a given event is asked to rank the boats in that event. For instance, if you're team is entered in the Women's 8+ and Men's 4+, you will be allowed to rank those two events. You may not rank an event your team is not entered in. I will distribute the rankings next week for full disclosure of how the seedings were produced.

Because of the rule changes we adopted last year, some teams have had to enter 3rd or 4th boat rowers in 1st Varsity events. If your team is in that situation, please email me so I can adjust the rankings. For instance, a historically fast program may have their 25-28 rowers in a Varsity 4+ that will be ranked in the top 3 by the group based on historical performance. The boat, however, may actually be a relatively slow boat that would be more accurately ranked at the bottom of the seedings. Disclosing that fact now will help ensure the fairest possible racing.

 

It’s important that you begin looking closely at results from all races this season in order to seed properly. The FSRA has grown large enough that looking at one or two regattas no longer serves as a proxy for a comprehensive study of the boat speed of your competitors.

 

I’m also interested in forming three small committees to help seed races not open to a coaches poll.

As a convenience to all teams and parent organizations, a refrigerated truck will be on location at the Tampa Bypass Canal selling 20 pound bags of ice during the FSRA Championship. It is not definite yet, but the last conversation was 20 pound bags for $3.50. Q&A:

1) Tent space is first come, first served, starting Friday when the gates open. We need to fit in about 37 teams, so we may ask you to squeeze together to fit everyone in. Show good sportsmanship and make friends with your neighbors. Sorry but you cannot reserve space on the canal banks in front of your tents. Keep clear of the emergency vehicle access road which includes the canal bank road between the start and finish line. We will disqualify teams blocking access, so inform your parents!

2) Yes, lightweights must weigh-in each day they race. On Sunday, we will reuse team lightweight forms turned in on Saturday.

 

Race Day(s) Parking Info:

Spectator-friendly shuttle buses will be free, fast and running all day between the race site and the spectator parking lot from 6:00am till approx. 7:00pm Saturday and from 6:00am to approx. 3:00pm Sunday. The parking fee is $10.00 per car. Parking will be at Tampa Bay Technical High School, which is one mile from the race site. Shuttle buses will run to the race site from this lot only.  As you approach the race site from I-4 going north on 301, take a left at Sligh Avenue traffic signal, go one mile and turn left into a large field located at Tampa Bay Technical High School after crossing Orient Road. The shuttle buses will pick up close to the front entrance gate where you entered. Please look for parking signs.

 

PLEASE NOTE: If you are not towing a trailer or driving a bus, please don't try to get into the race site.

 

Parking at the Tampa Bypass Canal Rowing Facility will be restricted to handicap parking, to race officials, to team tow vehicles with FSRA tow vehicle passes, and to buses on a space available basis.  Team buses do not need a pass but the driver does need $20 to park at the race site. Bus passes will be given at the site, drivers should put them inside the front window.

 

Parking of any vehicle on Highway 301 is prohibited. Police officers and tow vehicles will be ticketing throughout the day. Since 9/11, there is no parking at the Southwest Florida Water Management Offices directly north of the canal.

COACHES WANTED - O.A.R.S.  Orlando, Florida

 

Orlando Area Rowing Society (OARS) is looking to expand its current junior rowing coaching staff.  We are presently seeking a Men’s Head Coach for the 2008-09 rowing season, and are also looking to add additional Assistant Coaches.  Our season runs Mid-August through May.  Practices typically run from approximately 4:00 to 6:30 p.m. Monday through Friday, allowing our coaches to have an outside full-time career.  Extra coaching pay is available in the summer months through our Youth & Master’s Learn-To-Row Programs.

 

OARS is a 501(c)(3) non-profit organization, in its nineteenth year of competition with 100+ athletes, grades 8-12.  With an exceptional infrastructure in place, supportive parents, and our dynamic athletes, OARS offers an incredible coaching opportunity.  The program owns a full complement of shells and supporting equipment.  Minimum qualifications for the Head Coach position include: US Rowing Level III Certificate and/or commensurate experience.  Coaching duties and stipend to be negotiated with applicants based upon their experience and qualifications.  Applicants must be currently eligible to work in the US.

Melbourne HS Rowing is looking for candidates for a Head Men's or Head Women's Rowing Coach willing to coach a team to state, regional, and national competitions.

The Head Coach will be responsible for all aspects of training and organizing practice and race schedules. They are expected to work together with the other staff and direct assistant coaches on the team.

Prior coaching experience highly recommended, but must have at least 4 years of competitive college racing experience. Boat maintenance and US Rowing Coaching Certification a bonus.

Your focus will be on athlete preparation and to help direct the Melbourne High School Rowing Association (parent boosters) in reaching your goals. The goal of the parent association is to help you and follow your direction.


Candidates will be interviewed by a select number of knowledgeable members of the association, with a final interview and hiring done by the Melbourne HS Athletic Director. The school, not the team, will hire you.

Those with teaching certifications are encouraged to apply as Melbourne HS is a Florida "A" school and employment is possible through the Brevard County School Board.

Couple quick notes:
 
1) The attached prelim schedule gives a time line for all 3 days (Friday, Saturday and Sunday). Race schedule with lane assignments will be out by tomorrow.
 
2) Please review attached volunteer sheet. We are expecting the teams to cover the positions indicated. Please note report time and location!
 
3) Yes, Friday practice allowed. Launching dock open from 2 pm to 5:30 pm. Stay clear of lanes 2 and 3.
 
4) Due to anniversary celebration dinner, I'll be closing Friday registration a bit earlier around 4:15 pm.
 
5) Qualifying lightweights will need to weigh-in again for Sunday's finals. Weigh-ins open 7 to 9 am each day. NO coxy weigh-ins.
 
6) Awards will be signed out to coaches as official race results are posted.
 
7) New SR 301 traffic pattern. No left turns can be made when leaving the race site; center median island means right turns only.

The race course will be open for practice on Friday from 2 pm to 6 pm with last launch at 5:30 pm. All boats must be off the water by 6 pm. No practice Saturday or Sunday.
 
Traffic pattern:
- Lanes 0 and 1 will be open south bound to the start line area. Please stay in lane 0 unless passing another boat.
- Marshals will keep lanes 2 and 3 clear. This is for your safety to avoid head on collisions.
- Lanes 4, 5 and 6 will be open north bound to the finish line area. Please don't cross lanes unless absolutely necessary to avoid a boat in front on you.
- Please don't turn around while on the course between the start and finish lines.
 
No rowing south beyond the start area (2nd bridge) or north beyond the side canal going to the docks.
 
Any teams violating these rules will be given either warnings and/or disqualifications.

I'll be taking the schedule to the copiers tomorrow after work. So if you have any additional scratches, PLEASE let me know before 3 pm Thursday.
 
NOTE: the heat sheets indicate a lane 7. This is a default setting in the software program. We are using a 6 lane course.
 
FYI: The FSRA website is up but when too many hit it within a time span, we will exceed the bandwidth we get for a free web site. Yes, the board is working to change this.

I had a parent from another team ask about handicap parking.  It reminded me we have a parent that requires handicap parking as well.  I just wanted to make sure I understood correctly that anyone with the handicap placard/sticker would be allowed in the on site parking lot.

Q&A:

1) Tent space is first come, first served, starting Friday when the gates open. We need to fit in about 37 teams, so we may ask you to squeeze together to fit everyone in. Show good sportsmanship and make friends with your neighbors. Sorry but you cannot reserve space on the canal banks in front of your tents. Keep clear of the emergency vehicle access road which includes the canal bank road between the start and finish line. We will disqualify teams blocking access, so inform your parents!

2) Yes, lightweights must weigh-in each day they race. On Sunday, we will reuse team lightweight forms turned in on Saturday.

Race Day(s) Parking Info:

Spectator-friendly shuttle buses will be free, fast and running all day between the race site and the spectator parking lot from 6:00am till approx. 7:00pm Saturday and from 6:00am to approx. 3:00pm Sunday. The parking fee is $10.00 per car. Parking will be at Tampa Bay Technical High School, which is one mile from the race site. Shuttle buses will run to the race site from this lot only.  As you approach the race site from I-4 going north on 301, take a left at Sligh Avenue traffic signal, go one mile and turn left into a large field located at Tampa Bay Technical High School after crossing Orient Road. The shuttle buses will pick up close to the front entrance gate where you entered. Please look for parking signs.

PLEASE NOTE: If you are not towing a trailer or driving a bus, please don't try to get into the race site.

Parking at the Tampa Bypass Canal Rowing Facility will be restricted to handicap parking, to race officials, to team tow vehicles with FSRA tow vehicle passes, and to buses on a space available basis.  Team buses do not need a pass but the driver does need $20 to park at the race site. Bus passes will be given at the site, drivers should put them inside the front window.

Parking of any vehicle on Highway 301 is prohibited. Police officers and tow vehicles will be ticketing throughout the day. Since 9/11, there is no parking at the Southwest Florida Water Management Offices directly north of the canal.
