I was skiing in Utah this past week. A little break for sanity sake before race season gets too busy (nice to not be coaching full time!!). FYI: great skiing and more importantly no broken bones! Figured everyone could also use a break from my emails.

I'll catch up with results in the next day or two. I have yet to find the opening day regatta and several of the dual/tri results. Please let me know where you are posting them if you have not sent them to me.

Thanks, Brice

Coaches,

Just a quick reminder that all scratches for the OARS Invitational are due by Wednesday evening.  It is our goal to have the schedule finalized & in your hands by Friday morning.  Please look over your boatings & make any necessary scratches by Wednesday night. You may send your scratches directly to me at kmanderson72@... or Lesley Welch at oarsmail@....
After Wednesday, all scratches will cost $25.00.

We'd really like to eliminate the need to change the schedule at all on race day.    As soon as we've reviewed the scratches, we will get a first draft of the schedule out to you.

Dear Coaches,

Attached, you will find the schedule for the 2008 OARS Invitational.  We’ve got approximately 1200 athletes racing from 30 teams in 70 flights.  We’ve worked hard to accommodate all your requests for scheduling.  I apologize if the schedule for your racing isn’t perfect, but it is hard to accommodate everyone.  If you have any additional changes, please get them to me before noon on Friday so that the schedule can go to print.

With the number of races that we are running, it is very important that you help take care of the following:

·         Before you come, please review the rules of racing with your rowers.  Make sure coxswains understand how to correctly back-into a stake boat.

·         If you are bringing your trailer early, please arrive before 6:00 p.m. on Friday.  In the event that you will arrive late, please call Mike Welch at 407-234-0198 and he can open the gate for you.

·         7:00 a.m. – attend the Coaches & Coxswain meeting

o    Coaches will meet separately to review the schedule.

No lane changes will be made – scratches only.

·         Make sure that your boats are ready to launch

o    Coxswains must know their Event #, Lane # & Time in order to launch.  Bring a Sharpie & write it on their hand.

o    No boat will be allowed on the water without a bowball & quick release shoes.  Heel ties must be in place & secure.  Please bring your own bow markers & place them on your boat before you launch.

·         The National Weather Service is predicting mostly sunny with highs near 85.  Winds south southwest between 5 – 15 mph & gusts up to 25 mph.  We are monitoring the weather & will have a plan if the wind disrupts racing.

·         When the racing is over, please make sure your team cleans up your area.  Recycling & trash cans will be in the park - encourage your teams to use them.

Thank you for attending our regatta, we look forward to a great day of racing.  If you have any questions, please do not hesitate to ask!

Coaches;

A final thank you to all the teams that made it down for the Miami Regatta. Although it took a bit of magic and a lot of help from volunteers to pull off the regatta after the small craft advisories in the morning, there are few people that warrant Kudos in this forum;

1. Tom Cooper and his team referrees: Many coaches commented on what a great job this team did in light of the conditions early in the morning. The fact we got that many races off with minimal problems with a two hour weather delay in the morning is a testament to their experience. They were a valuable asset.

2. City of Miami Parks and Recreation: Their motto is "Where Miracles Happen" and they lived up to it this past weekend. The city got behind this regatta in big way with sponsorship as well as an all out effort to make visiting teams feel welcome. They installed a new sandy beach for all the teams only two days before the regatta. Believe it or not sand is hard to get a hold of these days.

3. Audi: We had many sponsors help out with this regatta but I think its worth noting the generous support of Prestige Audi of Miami.  I know Audi has been a friend of rowing and they came through for the Miami Regatta. If any of you parent board members are trying to think of a nice end of year gift for your favorite hard working coach---a new Audi Q7 would do it!

4. Brendan Crotty and the Wintech Team: A sponsor of the regatta and lifesaver with the use of the wakeless launch. They're good people who are going to be successful with the simple plan of hard work and old fashioned customer service.

This was the first year for our Regatta team  and we learned a lot . We made some mistakes and are confident that next year we can do better.

Hope you all can make it.

Please forward to anybody you may think would be interested in this position - thanks, Amber Waters, GAR Masters Liaison

Gainesville Area Rowing (GAR) seeks a head coach beginning summer, 2008 to manage its youth and masters rowing programs. GAR is located in Gainesville, Florida on a 7,500 acre lake and has a 4,400 square foot boathouse. Program currently has 85 middle and high school athletes and 25 master rowers. Staff of four regular, part time coaches and two assistant coaches will remain in place; only current head coach is retiring. New head coach would also be expected to coach one of the five youth squads. Minimum qualifications include undergraduate degree or currently pursuing same and previous coaching or rowing experience. USRowing certification is a plus.

Position is as a contract employee and pays $1,000 per month during nine month youth rowing season. Extra pay over summer is also available, depending on camps run and youth and masters rowing activities. Additional income is also available through coaching fees for master boats.

GAR is a 501 (c)(3) non-profit corporation having a very supportive booster organization. Coaching staff serves at the pleasure of the Executive Committee. GAR is not affiliated with the local school board. More information about GAR and its staff and programs can be found at www.gainesvillearearowing.com. Please read the package as there are several changes throughout it. Couple comments:

1) Parking is changing. See this to plan to get an idea of what to expect: http://www.planthighrowing.com/Images/BypassCanalSitePlan_Large.jpg

2) Friday practice - only if we get volunteers to act as course marshals. Otherwise the course will remain closed. All teams violating these rules will be given either warnings or disqualifications. At any given time if boats are on the water, there must be a marshal near the start and finish lines keeping lanes 2 and 3 clear. With enough volunteers, hopefully we can limit marshal water time to 2 hour increments. Please let us know if your team wants to practice and when so we can plan accordingly. Lanes 0 and 1 will be open south bound to the start line, marshals will keep lanes 2 and 3 clear, and lanes 4, 5 and 6 will be open north bound to the finish line. No rowing south beyond the start area nor north beyond the side canal going to the docks.

3) I'll be handling all entries and registration. On April 10th after entry deadline, I'll send Dan Newman a copy of all official entries to be ranked for event seedings.

4) The 2 waiver forms will be sent in a separate email.

5) I expect to be at the course no later than 10 am Friday. Please let me know if your team will need access any earlier than that.

Thanks and good luck with your spring races,

Dear Coaches,

On April 12th, we will hold the third annual Florida Sprints League Championship on Turkey Lake. The race is designed for teams that have chosen to race in eights primarily and have begun moving their regular season away from large, all-day regattas and towards smaller dual and tri-meets.

There are some guidelines for teams hoping to participate.

1.      You should be able to race a 1st, 2nd and 3rd 8+ of both men and women without doubling rowers or coxswains between the boats. If your team is composed of only one gender or if only one gender wants to participate, we can accommodate.

2.      You must be able to trade shirts at the end of the day with the winner of each event. (i.e. the winner of the Women's V8 will receive the shirts of all the other teams entered in the event).

Throughout the season, many teams participate in smaller, more efficient regattas, but we are not placing a minimum requirement on participation other than the two conditions above.

The racing schedule will be in a match-racing "Henley-style" format in which the entrants in each event will be seeded. A match racing bracket will be created and will progress throughout the day. Each team will race two, and hopefully three full "one-on-one" races in their lineup. (The bracket will be reminiscent of the NCAA Basketball tournament progression.)

There will be an Open eight for 4th and 5th eights for larger teams, and probably an "open" 4+ for teams' leftover rowers. These races will be unseeded and raced in a six-lane format for maximum efficiency.

We ask that each team bring a launch to administer the racing. You are encouraged to have one or more coaches on the water through the day.

Please email or call at 850.321.0738 with any questions. I have spoken to many of you about the event. Please reply to me with your intention to attend even if you think I already know you're coming. Once I have a complete list of teams who will be attending, I will work with the coaches of each team to seed the 1st, 2nd and 3rd events.

The cost will be total expenses divided by all teams participating. In the past its been under $150 per team.

All the best,

Dan Newman

Stanton Student Killed In Head-On Collision

FHP: Second Driver In Serious Condition

POSTED: 1:42 pm EDT March 24, 2008

JACKSONVILLE, Fla. -- A 16-year-old high school student from Glen St. Mary was killed in a head-on collision early Monday on his way to Stanton College Preparatory School.

According to the Florida Highway Patrol, Arjun Good was eastbound on U.S. Highway 90 about 6:20 a.m. when he veered into a westbound car driven by Melody Flores, 46, also of Glen St. Mary.

Good's car overturned and he was ejected.

Both drivers were transported to Shands-Jacksonville Medical Center, where Good died and Flores was in serious condition.

Troopers were still investigating why Good left his lane of traffic.

Good was headed to Stanton, where he was a junior in the International Baccalaureate program.

"Today, with the assistance of my counselors, faculty, staff and district personnel, we met with all IB juniors and the crew team, which he was an active member of, to tell them of the tragic loss and to provide grief counseling," Principal Debra Lynch said is a statement. "A schoolwide announcement will be made and a moment of silence observed at the end of the day."

Six years ago, another Stanton student was killed on his way to school. James Pickren, a football player, drove off Interstate 95 and crashed into a concrete abutment.

Everyone that supports rowing in South Florida should attend one of these meetings to advocate for the reconstruction of Miami's Marine Stadium. A new marine stadium, like the old one, would be a great site for a variety of boating events, concerts, etc. It would also attract national rowing competitions at all levels. Pass the word.

MIAMI-DADE SPORTS COMMISSION'S FACILITY DEVELOPMENT COMMITTEE TO CONDUCT PUBLIC MEETINGS APRIL 1ST AND APRIL 16TH

MIAMI - The Miami-Dade Sports Commission's Facility Development Committee will be holding two public meetings to get input from the community on the need for sports facilities in Miami-Dade County. These public meetings are intended to provide an opportunity for members of the community to share their concerns and ideas with the committee as it relates to sports facilities in our community. This input will give the committee a better sense of the priority and the opportunities that exist in sports.

Following the public meetings, the Miami-Dade Sports Commission's Facility Development Committee will create a full report outlining the most critical needs and major opportunities as it relates to sports facilities in our community, and will then begin to work with the community leadership in both the public and private sectors to work towards meeting those needs.

The public meetings will be held as noted below.

Hello,
Currently on the Boating Advisory Council (BAC), there is only one representative (Becky Bragg) from the paddle (canoe/kayak) community. None from the sailing or rowing community. The rest of the members are from the motor boat, marine industry, PWC, USCG Aux., etc. There are fortunately a couple of members who are from agencies that vote in favor of the paddle community. There is even a member from the scuba community, even though there are not many state laws that address diving in Florida. It’s a self regulated industry. The only laws pertains to dive flags and spear fishing.
There were two state legislators on the BAC, but historically they are the types that want more money from people. Some reps change with what part of the state the meeting is in, sometimes not even showing up.
The council is stacked in favor of the motor boaters.

During 2006 when the FWC was having public meetings around the state to address the issue of registering non motorized vessels, I tried to get the local Gainesville rowing club, among other affected clubs and individuals to attend the meetings. Nothing.
I was the only local resident at the meeting in Gainesville, and we (paddle community) were always outnumbered by the special interest motor boat lobbyist types. Even the air boaters were showing up to voice opinions about paddling. Go figure.

Anyway, rowboats are currently included in the non motorized category and therefore they would be excluded from registration. But, they would be included in any future attempt at registration when we are all included. Sailboats w/o motors, and sailboards would also be included. Every thing else is considered a "toy" by  the USCG such as rafts, inner tubes, and surfboards. Though some surfers make money via contests, they would be exempt.

Rowing shells by the fact that a lot of them are used in races/regattas, would be exempt anyway under current law along with the same exemptions as motorized vessels are from registration in races/regattas. I even think that shells are exempt from the requirement to carry PFD's during a sanctioned race.

The length of greater than 16' for registration in the current emails, would apply to vessels that are anchored/moored out from shore. There is a growing problem state wide with derelict vessels at anchor with no way to contact the owners due to no numbering information. Some feel that the registration would help track down the owners. The derelict vessel program has not received any funding for the last three years. And with the marina to condo conversions, more are anchoring out for free. The FWC wants to clarify and have local governments get involved with the process of mooring fields, etc.

Currently, all vessels whether motorized or not over 16' must be 'titled'. A lot of people don't know this, and its not really enforced. Everything on the water not considered a toy by the USCG, is considered a 'vessel' whether its human powered or motorized. The key words that define vessel is, 'used for transportation'. Recreation or exercise doesn't fall into the consideration of uses.

So the quick answer, is to attend the BAC meetings, stay in touch with those that do, and voice your concerns to the FWC. The motor boat community is a large and well financed group and they will not stop in their attempts to get us to pay a tax to register. They want money from us to receive more matching federal dollars to build more cement ramps, marinas, docks, and paved parking lots. Things that the paddle community doesn't want or need.

www.MyFWC.com/boating    next BAC meeting on Friday April 11th in Tallahassee. The agenda, though posted, does not reflect all that will be discussed. The public comment period is where a lot of ideas get introduced both pro/con about things related to use of the state waters.
I brought up the 2007 para sailing accidents at the last meeting in Orlando, and its already being discussed in the current legislative session. With out going through any further public hearing via the FWC.

I will defer to Mr Barker at the moment and perhaps he can keep you in the loop as we need e-mails, phone calls, blogs, etc.   Not sure if we have paddlers on any committees.  Sometimes it is also helpful to get bodies at hearings in Tallahassee, too.

As he probably knows, these things get snuck into hearings and legislation all the time and we know that this issue has been on the radar for awhile.  I am always trying to get all the paddlesports groups to work together on common issues so these things do not slip by.

Can we get rowing boats included too as they belong to the same general category as canoes and kayaks? Almost all rowing shells are over 16 feet long. As an example my single is 27 feet long and my double is 33 feet long. I'll pass this info on to the 70+ state youth, college, and adult rowing clubs. Should they contact their state representative about this or is there a better contact? With most teams having 50 to 100 members, we can get several thousands of citizens across the state involved.

Thanks, Brice

There is no plan to register canoes and kayaks. I will ask staff to look at the site and correct or clarify what you are looking at.
Relative to derelict vessels, there is a proposal to register non-powered vessels greater than 16' excluding canoes and kayaks.
Hope this helps Julie

Subject: FWC web site PDF question

Colonel Jones,

under the FWC website boating link there is a PDF with the title of "Vessel Management Analysis". In the PDF under 'potential solutions', there is the plan to "require all non powered boats to be registered". The update pdf link of similar title is not working this morning.

Is this a plan by the FWC to register non motorized vessels such as canoes/kayaks?

If so, why is the plan embedded in the mooring field/derelict vessel plan?

And, why weren't the human powered craft stakeholders affected by this, notified of this plan before sending it to the UF law school for legislative wording?

Is the UF law school team going to differentiate between non powered (sail) boats that use mooring fields, and human powered craft that don't?

How much of this idea was from the special interest motor boat industry lobbyists?

Myself and others thought this registration issue was addressed in December of 2006 at the BAC meeting in Key Largo.

Stakeholder meetings that are specific in nature ie. mooring field/derelict vessels, that allow hidden agendas (non powered registration) by special interest groups (motor boat industry) to be introduced, do not bolster the credibility of the state agency holding them. It appears that the state agency only answers to that special group.

It would have been just as easy to word the plan as "anchored/moored non motorized vessels". Listing it as it is, and forwarding it to the UF law school for legislative wording indicates otherwise, to include canoes/kayaks.

I await clarification and to be proven incorrect in this observation.

Thank you,

Brack Barker

non motor registration
Its BACK!!
go to www.MyFWC.com/boating and follow the titles of what was sent to me, listed below. It does mention *registering non motorized boats* as part of the FWC mooring field/derelict vessel plan in one of the PDF's.

I checked the web sites for Standing Watch, Marine Industry Assoc. of Florida, and Florida Council of Yacht Clubs.
They have stopped listing their lobbying efforts on the web sites. In the past, they would list their efforts to down list the manatee, prevent sea grass bed protection, and weaken/dilute boat noise laws. Not to mention, removing speed zones in critical habitats so they could go faster.

It appears that certain 'stake holders' are trying to sneak this in via another angle at public workshops the FWC held. After the FWC's Boating Advisory Council (BAC) voted it down in December of 2006.
C'mon, why would we have thought it important as paddlers to attend a mooring field/derelict vessel workshop?

So unless the UF law school study team determines the difference between a non motorized ANCHORED vessel versus a non motorized human powered craft, this could be the other way to skin the cat, and tax us for a decal to put on our paddle craft. And more matching federal dollars to build more marinas, docks, and cement ramps. Yea, we want those!

So get informed, go to the meetings whether they sound pertinent or not, and share with the community.
I'll be going to the BAC meeting April 11 in Tallahassee.
Don't wait for an invitation from the FWC, they won't send one!

Thanks,
Brack Barker
NO Registration

Brack,

At our meeting yesterday, someone mentioned hearing about another attempt in the works to register non-motorized vessels. I just checked out the FFWCC website: Boating: Vessel management Analysis; Anchoring & Mooring Update. There is what appears to be a slide presentation by Law Enforcement. Under the topic of "Solutions", they offer a Legislative Solution: "Require non-powered boats to be registered." I haven't a clue what that has to do with anchoring and mooring but it's there.

What's the name of the power boat organization that has such a powerful lobby? We need to check their website.

Several have asked about entry options they are considering. Example: light 8 vs. 1st and 2nd V4. My recommendation is to enter all 3 boats before the entry deadline of Wednesday, April 9, to make sure you can have the option.

Once you have a boat entered, you have until Monday, April 21, to make a scratch without any cost penalty. After this date, you are responsible for the cost of the entry and any scratch fee incurred. I also recommend not waiting until the last minute and then missing a deadline.

Obviously a realistic schedule cannot be made until all these scratches are made. So the sooner you make your final decisions, the better for all of us. A preliminary regatta schedule time line will be sent out after the April 9th entry deadline. A final schedule with lane assignments will be made after the April 21 deadline. Between those dates, coaches will be asked to rank the boats for various events.

And don't forget your team's volunteer list. Your team will not be seeded nor assigned lanes if I don't have your team's volunteer list.

RE: Seeding Entries for 2008 FSRA Championship

Last year, we began seeding events based on concerns about how boats progressed to finals. To counter those concerns, the FSRA Regatta Committee asks the coaches to seed the following events:
1M8, 1W8, 1M4, 1W4, LM8, LW8, M4X, W4X. Seeding events provides the most fair system for ensuring that teams progress through the regatta on the basis of actual boat speed. The coach of any team entered in a given event is asked to rank the boats in that event. For instance, if you're team is entered in the Women's 8+ and Men's 4+, you will be allowed to rank those two events. You may not rank an event your team is not entered in. I will distribute the rankings next week for full disclosure of how the seedings were produced.

Because of the rule changes we adopted last year, some teams have had to enter 3rd or 4th boat rowers in 1st Varsity events. If your team is in that situation, please email me so I can adjust the rankings. For instance, a historically fast program may have their 25-28 rowers in a Varsity 4+ that will be ranked in the top 3 by the group based on historical performance. The boat, however, may actually be a relatively slow boat that would be more accurately ranked at the bottom of the seedings. Disclosing that fact now will help ensure the fairest possible racing.

It’s important that you begin looking closely at results from all races this season in order to seed properly. The FSRA has grown large enough that looking at one or two regattas no longer serves as a proxy for a comprehensive study of the boat speed of your competitors.

I’m also interested in forming three small committees to help seed races not open to a coaches poll.

·        Men’s Sweep Events: 2M8, 2M4, 3M8, FM8, M2-

·        Women’s Sweep Events: 2W8, 2W4, 3W8, W2-

·        Sculling Events: W1X, M1X, W2X, M2X

If you are interested in working on seedings for one of these groups, please reply back to me.

I will distribute a form to use for seedings early next week. Please use the form for submitting your rankings.

Thanks,

Dan Newman

To make sure there is no misunderstanding...

Ice - yes an ice vendor will be at the races selling 20 pound bags for approximately $3.50 per bag.
Water - no vendor confirmed yet. We will let you know if this changes.

My apologies if the last email was confusing.

Thanks, Brice

Hello Brice,

As a convenience to all teams and parent organizations, a refrigerated truck will be on location at the Tampa Bypass Canal selling 20 pound bags of ice during the FSRA Championship. It is not definite yet, but the last conversation was 20 pound bags for $3.50. We are also trying to get a water bottle company as well. Please forward to all teams.

Thank you,
Tampa Bypass Canal Rowing Council

Q&A:

1) Tent space is first come, first served, starting Friday when the gates open. We need to fit in about 37 teams, so we may ask you to squeeze together to fit everyone in. Show good sportsmanship and make friends with your neighbors. Sorry but you cannot reserve space on the canal banks in front of your tents. Keep clear of the emergency vehicle access road which includes the canal bank road between the start and finish line. We will disqualify teams blocking access, so inform your parents!

2) Yes, lightweights must weigh-in each day they race. On Sunday, we will reuse team lightweight forms turned in on Saturday.

Race Day(s) Parking Info:

Spectator-friendly shuttle buses will be free, fast and running all day between the race site and the spectator parking lot from 6:00am till approx. 7:00pm Saturday and from 6:00am to approx. 3:00pm Sunday. The parking fee is $10.00 per car. Parking will be at Tampa Bay Technical High School, which is one mile from the race site. Shuttle buses will run to the race site from this lot only.  As you approach the race site from I-4 going north on 301, take a left at Sligh Avenue traffic signal, go one mile and turn left into a large field located at Tampa Bay Technical High School after crossing Orient Road. The shuttle buses will pick up close to the front entrance gate where you entered. Please look for parking signs.

PLEASE NOTE: If you are not towing a trailer or driving a bus, please don't try to get into the race site.

Parking at the Tampa Bypass Canal Rowing Facility will be restricted to handicap parking, to race officials, to team tow vehicles with FSRA tow vehicle passes, and to buses on a space available basis.  Team buses do not need a pass but the driver does need $20 to park at the race site. Bus passes will be given at the site, drivers should put them inside the front window.

Parking of any vehicle on Highway 301 is prohibited. Police officers and tow vehicles will be ticketing throughout the day. Since 9/11, there is no parking at the Southwest Florida Water Management Offices directly north of the canal.
