This clarification from Kirk Iversen:
Angela,
Shug Jordan is coded on the Bike Network Map as a "proposed facility". That
means we want safe cycling for it. It does not mean it is safe now, it is
unsafe. Removing it from the Bike Network map would mean we do not want any bike
facilities in the future.

experienced there are several streets/roads in this area I would avoid. Shug
Jordan is one of them. I drive this street several times weekly on the way to
and from work. I know how fast the road is driven, even during so called
"off-peak" hours. And it only takes a moment of inattention for a driver to
cross the white line. And if that happens at 65mph while near a cyclist the
result is disaster for the cyclist. (NOTE: I have no idea how fast the driver
was going when Ty was hit.)

doing at least 65. And yeah, the posted limit is 55mph. But if you're doing 55,
you're really gonna get blown off the road.

won't stop those who really want to ride it. Each rider must judge for
themselves what risks they are willing to take. And some will take the risks
even if the streets are not on the Bike Network.

raod could be called "safe" at all, I would have thought that would be the time.
