The Highway Code is currently under revision, with a new version due out in 2007. Public consultation on a revised draft of the Code closed in May 2006 (the specific section relating to cycling can be viewed here). The draft contained some subtle but worrying changes of wording. These erode cyclists' right to use the road where (often poor quality) cycle "facilities" are present.
The new draft also places emphasis on cyclists being expected to wear helmets and hi-viz clothing. In itself this may be sensible advice, but in the hands of an insurance company it is grounds for a counter claim of contributory negligence against any unhelmeted cyclist injured by one of their clients.

Regrettably, the government does not appear to be interested in the concerns of cyclists on the proposed changes and has so far refused to discuss them with the CTC.
