I think a neutral site is defined as being the home site of neither team.
And the home site is defined as the place where a team plays 50% of their
games. (I am probably wrong on the number.) As such, the Super Dome
would count as a neutral site for an LSU game . . unless they moved a
whole bunch of home games there.
Keep in mind, this is the NCAA definition . . I think what people use as a
"home field" in their computer ratings system is entirely up to them.
Naturally, LSU should enjoy a decided home field advantage when playing in
New Orleans . . unless of course they are playing Tulane! (Of course,
even that might be open to interpretation . . )
