Alan,
Thanks for the kind words about the book and the information concerning
New Jersey. To answer your question, No, the 2006 edition does not
cover the "recognized shooting match" exemption.
Thanks again, Scott Kappas

#1. RE[10]: New York State Handgun Laws For Non-Residents:
<http://groups.yahoo.com/group/guns_freedom/message/4>

#2. Scott, I just got some new information about Massachusetts from
their Firearms Support Services Office at 617-660-4780, & they told me
that their non-resident handgun permits are more "shall issue" than
Maryland or Rhode Island if the non-resident has a handgun permit from
their home state, & they told me that non-resident handgun permits were
either "Type A" or "Type B", with "Type A" for personal carry & "Type
B" for vehicles only, but they said that "Type A" is not necessarily
harder to get than "Type B", but that they usually give whatever your
home state allows, & that if my Indiana permit allows personal carry,
then I would probably get "Type A", & that they require about 1 day of
training like the N.R.A. basic course, but that you don't have to take
firearms training in Massachusetts, & that you can apply thru the mail,
but that you have to call 617-660-4780 for an application because they
don't have the non-resident applications on the web, but when you do
call 617-660-4780, however, you'll have to wait thru a long list of
recorded messages before you can get a "live" person!!

#3. Scott, unfortunately, when I called the Maryland State Police
Firearms Licensing Office at 410-799-0191-Ext.341, I was told that the
ONLY non-resident handgun permit is for personal carry, which is VERY
hard to get, & that they DON'T have any type of non-resident vehicle
permit like New Jersey, & when I asked about a non-resident going to a
shooting match, I was referred to either Ext. 342 or 312, & Ext. 342
wasn't there, so I called Ext. 312 where I was told that a non-resident
should have proof-of-entry into the match, but that there was no
specific time limit like New York has as long as the non-resident
didn't do general traveling, but while the police officer that I talked
to sounded honest, he didn't sound too knowedgeable on details, so I'd
suggest, especially with my experience of trying to get accurate
information from New York, that since you're a lawyer, that you call
410-799-0191-Ext.342 or Ext. 312 to get more explicit information,
including any applicable penal statute number, & I'd suggest that you
try Ext. 342 first, & when you call 410-799-0191, you won't have to
wait thru recorded messages if you enter the extension of 342 or 312
after the initial prompt!!

#4. When I called the Rhode Island Handgun Permit Office at the AG
Office at 401-274-4400, I had to hit choice #3 to get to the BCI
Office, & then hit choice #4 to get to a "live" person in the BCI
Office, & then I was told that Rhode Island is similar to Maryland in
that the ONLY non-resident handgun permit is for personal carry, which
is VERY hard to get, & that they DON'T have any type of non-resident
vehicle permit like New Jersey, & also, that they're similar to
Maryland for hand-gun shooting matches, but again, I'd suggest that you
call for more details to insure a safer trip.

#5. Illinois, besides having NO gun permits for non-residents, also has
several cities like Chicago where hand-guns are BANNED, so before doing
ANYTHING there, call 217-782-7980, & again, you have to go thru many
recordings before getting a "live" person, although the person that I
talked to sounded more honest & knowedgeable than the person in New
York.

#6. Non-Resident New Jersey Vehicle Firearm Identification Card: [Like
Rhode Island & Maryland though, hand-gun permits for personal carry by
non-residents are HIGHLY discretionary!!]
