I'm thinking about combining impound and protest.

Chief Steward is the position recommended to be an 'out-of-towner',
I think this spot will be open until an '08 Divisional Steward is
settled to discuss with. The Op Steward is supposedly selected by
the Chief Steward, so this spot will stay open for a little while as
well.
