I couldn't remember the recommendations so I went out to AASHTO without much luck. But I did find this summary of the AASHTO recommendations at http://www.bikelib.org/roads/aashto.htm
and then I got lucky with the WashDOT page: http://www.wsdot.wa.gov/Bike/Design_Info.htm
and then to the WA design guidelines http://www.wsdot.wa.gov/EESC/Design/DesignManual/desEnglish/1020-E.pdf
Section 1020.07 has the requirement below for four foot width on a road like College St.
(1) Widths
The minimum width for a bike lane is 4 feet.
Some typical bike lane configurations are
illustrated in Figure 1020-18 and are described

Subject: [CBCAdvocacy] Lacey and College Street
I was told recently that Lacey will be redoing College Street from
Martin to almost Yelm HWY. Apparently the plan calls for bike lanes
that are only 36 inches wide. I'm no expert but with rain drains at 12
to 18" doesn't that only leave about 18 to 24 inches which is less
than the with of allot of handlebars on a bike. Seems to me with cars
always assuming you will stay in that lane no mater what grate, stick,
rock, roadkill, or other such gets in your way this could on THAT
street be deadly. It would almost be better to forgo the lane and let
us mingle in traffic. Anyone got ties to Lacey planning to check this out?
